DoD News Briefing: Mr. Kenneth H. Bacon, ATSD PA

Mr. Bacon: Let me give you some scheduling information first. It is our current intention to have Minister Grachev and Secretary Perry down here about 5 p.m. to give a read out of the meetings. I'm not 100 percent sure, but I'm quite confident that will happen and that the time is about then. But I'd be here a little earlier -- get in here a little earlier.
Second, tomorrow, as you know, Mr. Grachev and Secretary Perry go off to Fort Riley, Kansas, to observe PEACEKEEPER `95 which is a joint exercise involving Russian and American soldiers. Out there, they will have a press conference at 4:30 [p.m. CDT] after they view the training.
On Saturday, they'll have another press conference after Minister Grachev blows up a minuteman missile silo and he'll receive as a gift a plunger that he pushes down to blow the thing up. This is part of the Cooperative Threat Reduction Program. It's our response to the compliance requirement to comply with SALT -- START I limitations.
As you know, the Russians are destroying a number of weapons and so are we. Secretary Perry visited an airplane destruction site at Engels Air Force Base earlier, and now, Minister Grachev is participating here.
Also tomorrow -- back in Washington -- a senior defense official will give a briefing here at 10:30 [a.m.] on the Secretary's trip to Japan and Korea. He leaves Monday morning to give a speech on China in Seattle and that speech will be piped back here. And then he'll go on to Tokyo and, from there, to Seoul and be back at the end of the week. But there will be a briefing on the dimensions of that trip tomorrow.
I also would like to point out that the second annual counter proliferation conference will be held at the National Defense University between 8:30 a.m. and 11 a.m. The speakers will include CIA Director John Deutch, Deputy Secretary of Defense John White and also Harold Smith, Assistant to the Secretary of Defense for Atomic Energy. He will hold a press conference at 11 a.m. after the conference to answer any questions that people have. There will be other speakers there as well. So, anybody interested in counter proliferation should go to the National Defense University tomorrow morning.
