Current Position: Charles P. Kosak currently serves as the Deputy Assistant Secretary of Defense for Defense Continuity and Mission Assurance (DASD DC&MA) in the Office of the Under Secretary of Defense for Policy (OUSDP). As DASD DC&MA, he oversees the Department’s continuity, mission assurance, domestic counter-terrorism, information-sharing and global anti-terrorism policies and programs. DC&MA develops plans, policies, and leadership support initiatives to assure the Department can execute its core functions, even in the face of asymmetric military threats and severe natural hazards to defense installations and infrastructure. DC&MA also strengthens such oversight by helping the Secretary of Defense and other senior leaders integrate a broad range of threat- and component-specific programs, and by building effective partnerships with other Federal Departments and the private sector to build the resilience of external infrastructure essential to defense operations.
Career History: Prior to assuming his current position, Mr. Kosak served in OUSDP as the Principal Director for Strategy, Force Planning, and Mission Assurance (July 2008 to November 2011), Principal Director for Partnership Strategy (March 2008 to May 2009), Principal Director for African Affairs (June 2005 to March 2008), Deputy Director for NATO Policy (October 2003 to June 2005), and Senior Policy Analyst on the Balkans Task Force (January 1997 to August 1998). Mr. Kosak also served as the Political Advisor to the Commanding General of V Corps, United States Army Europe (September 1998 to August 2002) which included deployments to Bosnia, Kosovo, Macedonia, Albania, and Israel.
Prior to joining the Department of Defense, Mr. Kosak served as Head of Office for the International Rescue Committee (U.S. NGO) in Mostar, Bosnia and as a Program Officer in Tuzla, Bosnia (September 1993 to March 1995). He also served as a Peace Corps Volunteer in the Congo (September 1988 to January 1991).
His awards include the Secretary of Defense Medal for Meritorious Civilian Service (2017); the Office of the Secretary of Defense (OSD) Group Achievement Award (2015-Chattanooga Attack Response Team), OSD Group Achievement Award (2014-Continuity Change Management); Secretary of Defense Exceptional Civilian Service Award (2012); Secretary of Defense Medal for Meritorious Civilian Service (2008); OSD Group Achievement Award (2008-CT Train & Equip program); Department of the Army Award for Superior Civil Service (2002); Office of the Secretary of Defense Award for Excellence (2001); Department of the Army Award for Civil Service (1999); Office of the Secretary of Defense Aware for Excellence (1998); and the OSD Joint Meritorious Unit Award (1998-Balkans Task Force).
Mr. Kosak speaks French and Swahili and enjoys running half marathons. He lives with his wife Peggy (who runs faster) in Arlington, Virginia.
Education: Mr. Kosak holds a Master’s Degree from the Graduate Institute of International Studies in Geneva, Switzerland (International Politics and Economics), a Master of Science from the National War College, Washington, DC (National Security Studies), and a Bachelor’s Degree from the University of Massachusetts at Amherst (Economics and Political Science).
