Jeffrey P. Angers

Principal Deputy Assistant Secretary of Defense for Manpower and Reserve Affairs

 

Mr. Angers assumed duties as the Principal Deputy Assistant Secretary of Defense for Manpower and Reserve Affairs on 10 September 2023. In this role, he is the principal advisor to the Assistant Secretary of Defense for Manpower and Reserve Affairs and the Under Secretary of Defense for Personnel and Readiness on all matters related to civilian and military personnel policies, reserve integration, military community and family policy, and total force manpower and resources. Mr. Angers’ portfolio covers the entire life cycle of a service member from recruiting and accessions through casualty and mortuary affairs. He develops policies, plans, and programs for the Total Force and oversees career lifecycle management for military and civilian personnel. Additionally, he is responsible for developing policy and overseeing quality of life programs for Department of Defense personnel and their families to include commissaries and exchanges; morale, welfare, and recreation (MWR) programs; family advocacy and spouse employment; the chaplaincy; child and youth services; and the Department of Defense Education Activity.

Prior to taking this position, Mr. Angers served as the Deputy Assistant Secretary of the Army for Military Personnel/Quality of Life where he provided policy, supervision, and oversight of military human resources programs including military personnel policy, medical and health affairs, recruiting and retention, quality of life, Army protection, and mortuary and casualty affairs for the Total Force.

Mr. Angers has over 35 years of experience in the defense community. After receiving his commission in 1987, he spent his Army career serving in multiple diverse assignments. This included serving as a Platoon Leader in a Special Weapons Artillery Detachment and an Assistant Operations Officer in an Ordnance Brigade – both in Cold War Germany. After returning to the states, Mr.

Angers commanded an Explosive Ordnance Disposal Company at Fort Monmouth, New Jersey. Following graduate school, he served as the Executive Officer and an Assistant Professor of Economics in the Department of Social Sciences, United Stated Military Academy.

Mr. Angers spent the end of his military career primarily in and around the Pentagon. He served as a logistics analyst in the Army’s Program Analysis and Evaluation Directorate, an Army Fellow at the RAND Corporation, and a senior economic and manpower analyst in Program Analysis and Evaluation, Office of the Secretary of Defense (OSD). After retiring from the Army in 2007, he spent two years with Booz Allen Hamilton, working primarily manpower and performance management issues. In 2009, Mr. Angers accepted his first civil service position in Office of the Secretary of Defense’s Defense Language Office. From October 2009 through May 2012, he served as the Director, Business Innovation in Army’s Office of Business Transformation before moving to the Office of the ASA(M&RA) in June 2012 to serve as the Director of the Strategic Integration, then the Acting Deputy Assistant Secretary of the Army for Force Management, Manpower and Resources.

Mr. Angers earned a Bachelor of Science in Economics from the United States Military Academy and a Master of Business Administration from the Sloan School of Management, Massachusetts Institute of Technology. He has also completed the Army Senior Executive Education Program Basic Course and the Harvard Senior Executive Fellows Program.
