Director and Chief Executive Officer, Defense Commissary Agency

 

John E. Hall is the Defense Commissary Agency’s Director and Chief Executive Officer. As DeCA’s Director and CEO, Mr. Hall oversees the operations of a global agency, with annual sales over $4.4 billion and employing more than 14,000 people at 235 commissaries across 45 states and 13 countries. His selection was effective June 4, 2023.

Selected for the Senior Executive Service in April 2008, Mr. Hall had served from 2021-2023 as the Headquarters, Department of the Army, Assistant Deputy Chief of Staff, G-4 responsible for Army logistics plans, policy, and programs. In this role, he serves as the Army’s leading civilian expert and authority on logistics, managing a budget of over $10B/year.

From June through December 2021, Mr. Hall was detailed as the Director of the Defense Element of the Health and Human Services (HHS)/Department of Defense (DoD) COVID-19 Countermeasures Acceleration Group (CAG) where he coordinated the delivery of over 200 million vaccines and therapeutics to the American public and over 140 other nations. He also successfully transitioned the lead for this mission from DoD to HHS.

Mr. Hall served as the Deputy to the Commanding General, U.S. Army Combined Arms Support Command from August 2015 until January 2021, where he was responsible for developing and integrating Army and Joint Sustainment capabilities, concepts, and doctrine to enable Unified Land Operations and for overseeing training, education, and leader development programs for over 180,000 people per year. From July 2011 to August 2015, he served as the President of Army Logistics University (ALU). He developed and conducted Logistics Professional Military Education for all Army military logistics leaders and trained and educated over 100,000 logistics, ORSA (Operations Research and Systems Analysis), and acquisition leaders from all services. While at ALU, Mr. Hall developed and implemented the Logistics Leader Development Strategy.
