RANDALL L. HARVEY

Deputy Assistant Secretary of Defense for Special Operations Policy & Programs, Secretariat for Special Operations

 

Mr. Harvey is a third-generation veteran, retiring from the Air Force following over 20 years of leading, conducting, and supporting special operations and conventional military efforts. He started his military career as an Aircraft Maintenance Officer. After five years, he assessed and was selected as a Special Tactics Officer, where he conducted combat operations as a Joint Terminal Attack Controller attached to joint special operations teams; led partner force and surrogate programs to conduct counterterrorism operations; and commanded Air Force, joint, and multinational special operations forces organizations at the team, squadron, and group levels in support of combat, humanitarian, and training operations around the globe. He later served in the Office of the Secretary of Defense (Policy), where he advised senior officials from multiple Departments, Agencies, and Congressional Committees on complex Middle East policy and operational challenges during the height of Iranian aggression and the withdrawal from Afghanistan. His final assignment in the military was at Air Force Special Operations Command headquarters, where he developed and communicated strategy, created and wargamed operational concepts, and modernized the Command to focus on near-peer imperatives.

Following his military career, Mr. Harvey was a program manager at a data analytics Software-as-a-Service company. In this capacity, he led the development and implementation of products and services that helped DoD organizations develop servicemembers for the future operating environment.

Mr. Harvey has a B.A. in Psychology from the Virginia Military Institute and an M.S. in Military Operational Art and Science from the Air University. He is a veteran of Operations Inherent Resolve, Enduring Freedom, Iraqi Freedom, Freedom’s Sentinel, and Damayan. He was awarded a Bronze Star with Valor and two Bronze Stars for actions in combat and was the recipient of the Lance P. Sijan Award, the Air Force’s highest award for leadership.
