Rumsfeld (2nd from left) in Manaus, Brazil, on March 23, 2005. Sistema Vigilancia Amazonica is a ground and air surveillance system, and provides Brazil the capability to detect forest fires, illegal mining, and deforestation in the Amazon region. In addition to such environmental benefits, the system also serves various military purposes, including the ability monitor air space and detect illegal drug trafficking flights. Rumsfeld is traveling to South and Central America to meet with key government officials and his defense counterparts to strengthen bilateral ties.
