CONTRACTS

AIR FORCE

Doss Aviation, Colorado Springs, Colorado, has been awarded a $290,000,000 indefinite-delivery/indefinite-quantity contract for initial flight training. Contractor will provide ground training and flying training for pilots, combat systems officers (CSO), remotely piloted aircraft (RPA) pilots and international military students in preparation for specialized undergraduate pilot training, undergraduate CSO training, and undergraduate RPA training. Work will be performed at Pueblo, Colorado, and is expected to be complete by Jan. 31, 2027. This contract involves foreign military sales to various countries. This award is the result of a competitive acquisition with four offers received. Fiscal 2017 operations and maintenance funds in the amount of $182,598 are being obligated at the time of award. The 338th Specialized Contracting Squadron, Air Force Installation Contracting Agency, Joint Base San Antonio-Randolph, Texas, is the contracting activity (FA3002-17-D-0004).

Odyssey Systems Consulting Group Ltd., Wakefield, Massachusetts, has been awarded a $12,184,292 cost-plus-fixed-fee, cost reimbursable and firm-fixed-price modification (25) to exercise an option on previously awarded contract FA8721-13-D-0002 0004 for professional acquisition support services. Contractor will provide program management, financial management, administrative and other related support utilizing established government, contractor, and industry practices for the foreign military sales division, and the Airborne Early Warning and Control Systems International Branch. Work will be performed at Hanscom Air Force Base, Massachusetts, including geographically separated units, and is expected to be complete by Jan. 17, 2018. This contract involves foreign military sales to Australia, France, Japan, Korea, Saudi Arabia, Turkey, United Kingdom and North Atlantic Treaty Organization. Air Force Lifecycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

NAVY


Bell-Boeing JPO, Amarillo, Texas, is being awarded $138,616,043 cost-plus- fixed-fee modification to delivery order 0112 previously issued against a basic ordering agreement N00019-12-G-0006 in support of the V-22 aircraft.  This modification provides for the procurement of non-recurring engineering in support of the development, qualification test, integration, airworthiness substantiation, flight test demonstration, validation/verification and incorporation of the government of Japan (GOJ) configuration into MV-22B Block C aircraft and the MV-22 containerized flight training device.  Additionally, kits for the government of Japan unique configuration will be procured as part of this effort.  Work will be performed at Philadelphia, Pennsylvania (46.2 percent); Tokyo, Japan (19.8 percent); Fort Worth, Texas (14.5 percent); Chantilly, Virginia (8 percent); Mesa, Arizona (4.7 percent); Huntsville, Alabama (1.8 percent); St. Louis, Missouri (1.1 percent); Red Oak, Texas (0.8 percent); Corona, California (0.5 percent); and various locations within and outside the U.S. (2.6 percent), and is expected to be completed in December 2019.  Foreign military sales funds in the amount of $138,616,043 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a $120,922,810 cost-plus-incentive-fee, cost reimbursement modification to previously awarded contract (N00024-15-C-6222) for procurement of Technical Insertion 16 Acoustic-Rapid-Commercial-Off-The-Shelf (COTS) Insertion (A-RCI) engineering services and the Integrated Undersea Surveillance System (IUSS).  A-RCI is a sonar system that integrates and improves towed array, hull array, sphere array, and other ship sensor processing through rapid insertion of COTS-based hardware and software.  IUSS provides the Navy with submarine detection, identification, and classification.  Work will be performed in Manassas, Virginia (95 percent); and Clearwater, Florida (5 percent), and is expected to be completed by December 2017.  Fiscal 2015 and 2016 shipbuilding conversion (Navy); fiscal 2016 and 2017 other procurement (Navy); and fiscal 2017 research, development, test and evaluation funding in the amount of $12,580,386 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Detyens Shipyards Inc., Charleston, South Carolina, is being awarded a $13,615,181 firm-fixed-price contract for a 60-calendar day shipyard availability for the regular overhaul and dry docking of USNS Medgar Evers (T-AKE 13).  Work will include clean and gas-free tanks, voids, cofferdams and spaces, deckhouse preservation, main generator maintenance and cleaning, high voltage switchboard and emergency switchboard cleaning, shell and deck steel replacement, dry-docking and undocking, propeller shaft and stern tube inspect, forward and aft stern tube seal inspection and overhaul, underwater hull cleaning and painting, freeboard cleaning and painting, sea valve replacements, renew flight deck nonskid, and reverse osmosis unit seachest installation.  The contract includes options which, if exercised, would bring the total contract value to $13,702,080.  Work will be performed in Charleston, South Carolina, and is expected to be completed by Apr. 23, 2017.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $13,615,181 are obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with three offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-17-C-4201).


ARMY

General Dynamics Ordnance and Tactical Systems, St. Petersburg, Florida, was awarded a $15,934,335 modification (P00014) to contract W31P4Q-13-C-0231 to exercise option year three for the demilitarization and disposal of 14,682 Multiple Launch Rocket Systems, rocket pod containers, rockets, and components.  Work will be performed in Carthage, Missouri, with an estimated completion date of March 31, 2018.  Fiscal 2017 other procurement (Army) funds in the amount of $15,934,335 were obligated at the time of the award.  Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Raytheon Co., Missile Systems, Tuscon, Arizona, has been awarded a contract modification totaling $8,031,287 through the addition of Phase II tasks to a previously awarded procurement contract for the Multi Azimuth Defense Fast Intercept Round Engagement System (MAD-FIRES) program. During the 14 month Phase II effort, the Raytheon team will focus on projectile development and performance. As a result of the Phase II award, the total amount of the contract is increased by $8,031,287 from $18,944,780 to $26,976,067. Work will be performed in Tucson, Arizona (79 percent); Chelmsford, Massachusetts (20 percent); and McKinney, Texas (1 percent). Phase II of the MAD-FIRES program is expected to be completed March 12, 2018. The Defense Advanced Research Projects Agency (DARPA), located in Arlington, Virginia, is the contracting activity.
