U.S. SPECIAL OPERATIONS COMMAND

St. Michael’s Inc., Woodbridge, Virginia, was awarded a $150,000,000 maximum ceiling, $2,500 minimum guarantee, cost-plus-fixed-fee, single-award, indefinite–delivery/indefinite-quantity contract for Special Operations Command wide mission support services. Services include the following areas: engineering and technical, management support, program management, administrative, and professional services. The place of performance is multiple locations worldwide, both within the U.S. and locations overseas, with an expected completion date of Jan. 30, 2022. The anticipated period of performance is  five years. Fiscal 2017 operations and maintenance funds in the amount of $2,500 are being obligated at time of award. 16 proposals were received in response to the solicitation. This is not a multi-year contract. U.S. Special Operations Command, MacDill Air Force Base, Florida, is the contracting activity (H92222-17-D-0004).

NAVY

Lockheed Martin Mission Systems and Training, Owego, New York, is being awarded $45,845,897 for firm-fixed-price delivery order N0001917F0022 against a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-16-D-0051) for 29 automatic radar periscope detection and discrimination standard retrofit p-kits in support of the MH-60R aircraft.  Work will be performed at Farmingdale, New York (82.77 percent); Owego, New York (17.10 percent); Oldsmar, Florida (0.11 percent); and Syracuse, New York (0.02 percent), and is expected to be complete by September 2020.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $45,845,897 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Q.E.D. Systems Inc., Virginia Beach, Virginia, is being awarded a $33,469,116 cost modification to a previously awarded contract (N00024-15-C-4400) to exercise options for third party advanced planning services in support of chief of naval operations availabilities, continuous maintenance availabilities (CMAVs), inactivation CMAVs, sustainment availabilities, phased modernization availabilities, re-commissioning availabilities, continuous maintenance and emergent maintenance window of opportunity for Navy surface combatant ship classes (CG 47/DDG 51).  This contract includes modification contains options which, if exercised, would bring the cumulative value of this contract to $102,469,761.  Work will be performed in Norfolk, Virginia (66 percent); and San Diego, California (34 percent), and is expected to be completed by February 2018.  Fiscal 2017 operations and maintenance (Navy) funding in the amount of $1,756,300 will be obligated at time of award and will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Smartronix Inc., Hollywood, Maryland, is being awarded a $26,701,654 cost-plus-fixed-fee, cost reimbursable contract for services in support of the Naval Air Warfare Center Aircraft Division’s Special Communications Mission Solutions Division.  These services will support implementation of telecommunication and related communications-electronics (C-E) systems to enable efficient information exchange of voice, video and data.  Services to be provided include engineering, design, analysis, development, prototyping, modification, integration, verification, installation, training, testing, evaluation, logistics and hardware tracking support of telecommunication and related C-E systems, subsystems, and components.  Work will be performed in Hollywood, Maryland (39 percent); St. Inigoes, Maryland (38 percent); San Diego, California (22 percent); and Boeblingen, Germany (1 percent), and is expected to be completed in January 2018.  Fiscal 2017 working capital funds (Navy) in the amount of $1,497,040 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-17-C-0001).

Northrop Grumman Systems Corp., Melbourne, Florida, is being awarded $17,604,406 for firm-fixed-price delivery order 4Y03 against a previously issued basic ordering agreement (N00019-15-G-0026) to procure 63 units of recurring peculiar support equipment and 18 system specification documents in support of the E-2 Advanced Hawkeye aircraft.  Work will be performed in Bethpage, New York, and is expected to be completed in January 2019.  Fiscal 2015 aircraft procurement (Navy) funds in the amount of $17,604,406 are being obligated at time of award; all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Delta Group Electronics Inc., San Diego, California (N66001-17-D-0097); NPI Services Inc., Costa Mesa, California (N66001-17-D-0098); and Quality Systems Integrated Corp., San Diego, California (N66001-17-D-0099), are being awarded a combined $12,000,000 indefinite-delivery/indefinite-quantity, firm-fixed-price, multiple award contract to provide custom fabricated electronic parts utilizing a variety of manufacturing capabilities in support of rapid prototyping.  All awardees will have the opportunity to compete for task orders during the ordering period.  This two-year contract includes three one-year options which, if exercised, would bring the potential value of this contract to $30,000,000.  Work will be performed in San Diego, California; and Costa Mesa, California, and is expected to be completed Jan. 29, 2019.  If all options are exercised, work will continue through January 2022.  No funds will be obligated at the time of award.  Funding will be obligated via task orders as they are issued.  Contract funds will not expire at the end of the current fiscal year.  The types of funding to be obligated include operations and maintenance (Navy); and research, development, test and evaluation.  This contract was competitively procured via request for proposal N66001-17-R-0010 via publication on the Federal Business Opportunities website, and the Space and Naval Warfare Systems Command e-Commerce Central website.  Three offers were received and three were selected for award.   Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is being awarded a $7,587,814 for modification P00014 to a previously awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (N00019-14-D-0012) for program management, logistics, and engineering services for the governments of Switzerland, Finland, Malaysia, Kuwait, Australia, Canada, and Spain in support of F/A-18 A-D aircraft.  Work will be performed in St. Louis, Missouri, and is expected to be completed in January 2018.  Foreign military sales funds in the amount of $7,587,814 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract combines purchases for governments of Switzerland ($3,036,964; 40.02 percent); Finland ($1,584,800; 20.89 percent); Malaysia ($912,153; 12.02 percent); Kuwait ($727,337; 9.59 percent); Australia ($540,111; 7.12 percent); Canada ($441,259; 5.81percent); and Spain ($345,190; 4.55 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

AIR FORCE

Gulfstream Aerospace Corp., Savannah, Georgia, has been awarded a $17,608,952 modification to exercise an option on previously awarded contract FA8106-16-D-0006. Contractor will provide engineering services to provide support the C-20 and C-37 fleets for the Air Force, Army, Navy, and Marine Corps. Work will be performed at Savannah, Georgia, and is expected to be complete by Jan. 31, 2018. Fiscal 2017 Air Force, Army, and Navy operations and maintenance funds in the amount of $11,012,773 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

CORRECTION:  The contract modification awarded to Raytheon Missile Systems on Jan. 27, 2017, did not list an award amount. The amount of the modification is $62,489,678. All other information is accurate.
