DEFENSE LOGISTICS AGENCY

 

Siemens Medical Solutions USA Inc., Malvern, Pennsylvania, has been awarded a maximum $4,128,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for radiology systems, accessories and training. This is a five-year base contract with one five-year option period. This was a competitive acquisition with 27 responses received. Location of performance is Pennsylvania, with a March 27, 2022, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-17-D-0023).

 

 

MISSILE DEFENSE AGENCY

 

Lockheed Martin Corp. Missiles and Fire Control, Dallas, Texas, was awarded a $273,470,000 sole-source, fixed-price incentive, undefinitized contract for the Missile Defense Agency Terminal High Altitude Area Defense Lot 9 Interceptors.  This contract provides for the production of Lot 9 Interceptors, one-shot devices, and associated production support efforts under fixed-price, incentive-firm target contract line item numbers.  The work will be performed in Dallas, Texas; Huntsville, Alabama; Anniston, Alabama; Camden, Arkansas; and Troy, Alabama.  The performance period is from March 27, 2017, through March 31, 2020.  Fiscal 2017 procurement funds in the amount of $81,500,000 are being obligated at time of award.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (#HQ0147-17-C-0032). Lockheed Martin Corp., Sunnyvale, California, is being awarded an $11,770,930 modification (#BX) contract type, cost-plus-incentive-fee, to previously awarded contract HQ0147-12-G-9000 0001 for the United Arab Emirates (UAE) Terminal High Altitude Area Defense ground components under UAE foreign military sales (FMS) case number AE-B-UAF.  The value of this contract is increased from $429,254,563 to $441,025,493.  This modification provides for the acquisition of UAE ground component spares as needed by UAE.  Work will be performed at Sunnyvale, California; Dallas and Lufkin, Texas; Huntsville, Alabama; and Camden, Arkansas, with an expected completion date of Oct. 31, 2018.  UAE FMS case funds in the amount of $11,770,930 will be used to fund this effort.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

 

NAVY

 

Rockwell Collins, Cedar Rapids, Iowa, is being awarded a $142,356,338 cost-plus-incentive-fee, fixed-price-incentive, firm-fixed-price contract for procurement of the Tactical Combat Training System Increment II (TCTS Inc II) environment improvement of the air combat training with rangeless air combat and secure air-to-air and air-to-ground data link.  This contract will include participant subsystems; ground subsystems; remote range units; peculiar support equipment; enhanced threats; platform interfaces; an internal rack-mounted subsystem capability for fixed wing and rotary aircraft; and an internal subsystem for the Joint Strike Fighter.  Work will be performed in Cedar Rapids, Iowa (65 percent); Fort Walton Beach, Florida (20 percent); Richardson, Texas (10 percent); and various locations within the continental U.S. (5 percent), and is expected to be completed in November 2022.  Fiscal 2017 research, development, testing and evaluation (Navy) funds in the amount of $8,318,444 will be obligated at time of award, none of which will expire at the end of the current year.  This contract was competitively procured via an electronic request for proposals, with two offers received. The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N61340-17-C-0007).

 

Rolls-Royce Corp., Indianapolis, Indiana, is being awarded $106,898,882 for modification P00007 to a previously awarded firm-fixed-price, indefinite-delivery, requirements contract (N00019-14-D-0016) to provide intermediate, depot-level maintenance and related logistics support for approximately 209 in-service T-45 F405-RR-401 Adour engines.  Work will be performed at Naval Air Station (NAS) Kingsville, Texas (46 percent); NAS Meridian, Mississippi (42 percent); NAS Pensacola, Florida (11 percent); and NAS Patuxent River, Maryland (1 percent), and is expected to be completed in March 2018.  No funds will be obligated at time of award; funds will be obligated on individual delivery orders as they are issued.  The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

 

Seemann Composites Inc., Gulfport, Mississippi, is being awarded a $9,098,364 cost-plus-fixed-fee contract for an effort titled “Materials and Manufacturing Technologies for Unmanned Underwater Vehicles”.  Work will be performed in Gulfport, Mississippi, and is expected to be completed Sept. 15, 2020.  Fiscal 2016 research, development, test and evaluation (Navy) in the amount of $50,000 will be obligated at the time of award and will expire at end of current fiscal year.  This contract was competitively procured under the Office of Naval Research long-range broad agency announcement (BAA) 16-001, dated Sept. 30, 2015.  Since proposals will be received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Washington, District of Columbia, is the contracting activity (N00014-17-C-7016). 

 

AIR FORCE

 

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a $39,122,913 modification (06) to task order (0017) on previously awarded contract FA8620-15-G-4040 for MQ-9 contractor logistics support. Work will be performed at Poway, California; and multiple overseas locations, and is expected to be complete by March 31, 2018. This contract is 100 percent foreign military sales to the United Kingdom. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

Vectrus Systems Corp., Colorado Springs, Colorado, has been awarded a $31,354,065 modification (AB0009) to previously awarded contract FA5641-15-C-0001 for base maintenance and operations services in Turkey. Contractor will provide Turkey and Spain base maintenance contract contingency support of Operation Inherent Resolve contingency personnel surge in Turkey. Work will be performed at Incirlik Air Base and area of responsibility, Turkey, and is expected to be complete by March 27, 2018. Fiscal 2017 operations and maintenance funds in the amount of $31,354,065 are being obligated at the time of award. Air Force Installation Contracting Agency, Ramstein Air Base, Germany, is the contracting activity.

 

Oasis Systems LLC,* Lexington, Massachusetts, has been awarded an estimated $25,228,208 cost-plus-fixed fee and cost-reimbursable modification (46) to exercise the option on previously awarded task order (0003) on contract FA8721-15-D-0010 for engineering and technology acquisition support services. Contractor will provide advisory and assistance services to the Business and Enterprise Systems directorate. Work will be predominantly performed at Maxwell Air Force Base – Gunter Annex, Alabama; and also at Hanscom Air Force Base, Massachusetts; Randolph Air Force Base, Texas; and Wright-Patterson Air Force Base, Ohio, and is expected to be complete by March 31, 2018. Fiscal 2016 and 2017 research, development, test, and evaluation funds; and Fiscal 2017 operations and maintenance funds have been obligated in the amount of $13,537,499 at the time of award. Generation Orbit Launch Services Inc., Chamblee, Georgia, has been awarded an $11,858,766 cost-plus-fixed fee contract for research flight testing of an air launch testbed for endo-atmospheric hypersonic trajectories. Work will be performed at Chamblee, Georgia, and is expected to be complete by Feb. 5, 2020. This award is the result of a sole-source acquisition that is a follow on to a Small Business Innovative Research (SBIR) award. Fiscal 2017 research, development, test and evaluation; and 2016 SBIR funds in the amount of $400,000 are being obligated at the time of award. Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8650-17-C-2414).

 

Reliance Test & Technology, Fort Walton Beach, Florida, has been awarded an $11,725,589 modification (P00011) to previously awarded contract FA2486-16-C-0002 for Eglin operation and maintenance support service. This modification increases government provided values of cost reimbursable items supporting the National Radar Test Facility. Work will be performed at Holloman Air Force Base, New Mexico, and is expected to be complete by Sept. 30, 2026. Fiscal 2017 research, development, test and evaluation funds in the amount of $7,257,273 are being obligated at the time of award. Air Force Test Center, Eglin Air Force Base, Florida, is the contracting activity. 

 

Lockheed Martin Corp., Palmdale, California, has been awarded an $8,670,823 cost-plus-fixed fee, cost reimbursable and indefinite-delivery/indefinite-quantity contract for support of the Variable Stability In-Flight Simulator. Contractor will support general support fleet aircraft which are used by the Air Force Test Pilot School located at Edwards Air Force Base, California. Support includes basic F-16 engineering support, documentation, special projects and logistical support. Work will be performed at Palmdale, California, and is expected to be complete by Dec. 31, 2021. This award is the result of a sole-source acquisition. Fiscal 2017 research, development, test and evaluation funds in the amount of $627,497 are being obligated at the time of award. Air Force Test Center, Edwards Air Force Base, California, is the contracting activity (FA9304-17-D-0002).

 

Agile Defense Inc., Reston, Virginia, has been awarded a $7,252,863 modification (P00013) to exercise an option on previously awarded contract FA2816-15-F-A016 for Network Control and Livelink/SharePoint support services in support of base operations support. Work will be performed at Los Angeles Air Force Base, California, and is expected to be complete by April 30, 2018. Fiscal 2017 research, development, test and evaluation; and operations and maintenance funds in the amount of $6,544,240 are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity. 

 

ARMY

 

AM General LLC, South Bend, Indiana, was awarded a $28,195,632 modification (P00025) to foreign military sales (Iraq) contract W56HZV-15-C-0155 to procure 150 M1151A1B1 High Mobility Multipurpose Wheeled vehicles for the government of Iraq. Work will be performed in South Bend, Indiana, with an estimated completion date of May 31, 2017. Fiscal 2016 funds in the amount of $28,195,632 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Iron Bow Technologies LLC, Chantilly, Virginia, was awarded a $25,000,000 modification (ZW23) to contract W52P1J-16-D-0014 for the purchase of various approved information technology equipment and accessories. Work will be performed in Vicksburg, Mississippi, with an estimated completion date of Nov. 30, 2017. Fiscal 2017 other funds in the amount of $25,000,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity.

 

Harmonia Holdings Group LLC,* Blacksburg, Virginia, was awarded a $17,132,882 firm-fixed-price contract for third-party software review to analyze source code for errors, bugs, coding constructs suspected of introducing vulnerability, to include all coding non-compliance with the Defense Information Systems Agency Application Security and Development Security Technical Implementation Guide. Bids were solicited via the Internet with 12 received. Work locations and funding will be determined with each order; with an estimated completion date of March 27, 2022. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56JSR-17-D-0004).

 

Texas Aerospace Services LTD LLP,* Abilene, Texas, was awarded an $11,803,850 firm-fixed-price contract for the overhaul of the UH-60 Blackhawk helicopter cylinder assembly. Bids were solicited via the Internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of March 27, 2022. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-D-0018).

 

CORRECTION: The contract award (W56JSR-17-C-0002) originally announced on March 23, 2017, for the Raytheon Co., Marlborough, Massachusetts, was inadvertently announced before the actual award date of March 28, 2017. All other information in the announcement was correct.
