CONTRACTS

DEFENSE LOGISTICS AGENCY

Point Blank Enterprises, Pompano Beach, Florida, has been awarded a maximum $116,401,920 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for enhanced small arms protective inserts. This is a one-year base contract with three one-year option periods. This was a competitive acquisition with three responses received. Location of performance is Florida, with a March 31, 2018, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-1052).

NAVY

General Electric Co., Lynn, Massachusetts, is being awarded an $114,885,988 firm-fixed-price contract for the procurement of 28 Lot 20 and 21 full-rate production F414-GE-400 install engines and associated devices for the F/A-18E/F and the EA-18 G aircraft.  Work will be performed in Lynn, Massachusetts (59 percent); Hooksett, New Hampshire (18 percent); Rutland, Vermont (12 percent); and Madisonville, Kentucky (11 percent), and is expected to be completed in February 2019.  Fiscal 2016 aircraft procurement (Navy); and fiscal 2017 overseas contingency operations aircraft procurement (Navy) funds in the amount of $114,885,988 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0047).

Walsh Federal LLC, Chicago, Illinois, is being awarded a $40,797,000 firm-fixed-price contract for addition and renovation of Lejeune High School at Marine Corps Base Camp Lejeune.  The work to be performed provides for construction of additions, renovations, and partial demolition of Lejeune High School to create a high school on the existing 75 acre campus.  Work will be performed in Jacksonville, North Carolina, and is expected to be completed by March 2020.  Fiscal 2015 military construction (defense-wide) contract funds in the amount of $40,797,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N40085-17-C-8322).

Lockheed Martin Corp., Rotary and Mission Systems, Liverpool, New York, is being awarded a $16,414,000 firm-fixed-price modification to a previously awarded contract (N00024-16-C-5363) to exercise options for full-rate production of Surface Electronic Warfare Improvement Program (SEWIP) Block 2 subsystems (AN/SLQ-32(V)6).  SEWIP is an evolutionary acquisition and incremental development program to upgrade the existing AN/SLQ-32(V) electronic warfare system. SEWIP Block 2 will expand upon the receiver/antenna group necessary to keep capabilities current with the pace of the threat and to yield improved system integration.  Work will be performed in Liverpool, New York (23 percent); Lansdale, Pennsylvania (23 percent); Chelmsford, Massachusetts (21 percent); Frankfort, New York (9 percent); Hamilton, New Jersey (7 percent); Hauppauge, New York (7 percent); Brockton, Massachusetts (3 percent); West Yorkshire, United Kingdom (2 percent); Minneapolis, Minnesota (2 percent); Huntsville, Alabama (2 percent); and Lancaster, Pennsylvania (1 percent), and is expected to be completed by August 2019.  Fiscal 2017 shipbuilding and conversion (Navy) funds in the amount of $16,414,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded a $16,109,145 firm-fixed-price, cost-reimbursable, indefinite-delivery requirements contract for maintenance, repair, and logistics support for the Chief of Naval Air Training aircraft’s intermediate maintenance.  Support to be provided includes labor, equipment, tools, services, and direct and indirect material.  Work will be performed at Naval Air Station Pensacola, Florida (60 percent); and Corpus Christi, Texas (40 percent), and is expected to be completed in September 2022.  No funds are being obligated at time of award; funds will be obligated against individual task orders as they are issued.  This contract was competitively procured via an electronic proposal; one offer was received.  The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N61340-17-D-0005).

Northrop Grumman Systems Corp., St. Augustine, Florida, is being awarded $29,717,519 for modification P00008 under a previously awarded, firm-fixed-price, cost-plus-fixed-fee, cost-reimbursement, indefinite-delivery/indefinite-quantity contract (N00019-14-D-0022) to exercise an option for depot maintenance services in support of 44 Navy and Marine Corps Reserve F-5N/F aircraft.  The services to be provided include depot level maintenance, aircraft inspections, repairs, overhauls, emergency repairs, modifications, engineering support, and procurement of structural components required to sustain the F-5N/F aircraft.  Work will be performed in St. Augustine, Florida (96 percent); Springville, Utah (3 percent); and Emmen, Switzerland (1 percent), and is expected to be completed in March 2018.  No funds will be obligated at time of award; funds will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Phoenix International Holdings Inc.,* Largo, Maryland, being awarded a $14,518,512 cost-plus-fixed-fee contract for the science and technology research concerning the development of an unmanned underwater vehicle-based sensor system testbed and evaluation of advanced sensor and autonomy modules.  There are no option periods. Work will be performed in Largo, Maryland, and work is expected to be completed March 24, 2022.  Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $148,000 will be obligated at the time of award.  The funds will expire at end of the current fiscal year.  This contract was competitively procured under Office of Naval Research broad agency announcement (BAA) N00014-16-R-BA01. Since proposals will be received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Washington, District of Columbia, is the contracting activity (N00014-17-C-7017).

Northrop Grumman Systems Corp., Military Aircraft Systems, Melbourne, Florida, is being awarded $11,063,339 for delivery order 0032 against a previously issued basic ordering agreement (N00019-15-G-0026) to upgrade three E-2C aircraft cockpit navigation systems and displays in compliance with International Civil Aviation Organization regulations for the government of France.  Work will be performed in Melbourne, Florida (81 percent); Cuers, France (11 percent); Rolling Meadows, Illinois (4 percent); Millersville, Maryland (2 percent); and Herndon, Virginia (2 percent), and is expected to be completed in July 2019.  Foreign military sales funds in the amount of $8,637,900 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

ARMY

General Dynamics Ordnance and Tactical Systems Inc., St. Petersburg, Florida, was awarded a $63,675,285 firm-fixed-price contract for 120mm M1002 new production cartridges, 120mm M865 recapitalized cartridges, and 120mm M1002 recapitalized cartridges for 120mm tank training ammunition. Bids were solicited via the Internet with two received. Work will be performed in St. Petersburg, Florida, with an estimated completion date of April 1, 2019. Fiscal 2015, 2016 and 2017 other funds in the amount of $63,675,285 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-17-C-0024).

Orbital Alliant Techsystems Operations LLC, Plymouth, Minnesota, was awarded a $47,513,652 firm-fixed-price contract for 120mm M1002 new production cartridges, 120mm M865 recapitalized cartridges, and 120mm M1002 recapitalized cartridges for 120mm tank training ammunition. Bids were solicited via the Internet with two received. Work will be performed in Plymouth, Minnesota, with an estimated completion date of Jan. 31, 2019. Fiscal 2016 and 2017 other funds in the amount of $47,513,652 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-17-C-0025).

Northrop Grumman Systems Corp., Herndon, Virginia, was awarded a $33,671,707 modification (P00016) to contract W31P4Q-15-C-0065 for continued software development, training, maintenance of the Counter-Rocket, Artillery Mortar command and control system. Work will be performed in Redondo Beach, California; and Madison, Alabama, with an estimated completion date of March 31, 2018. Fiscal 2017 operations and maintenance (Army) funds in the amount of $33,671,707 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Poettker Construction Co., Breese, Illinois, was awarded a $27,223,000 firm-fixed-price contract for the design and construction of a replacement for Pierce Terrace Elementary School at Fort Jackson, South Carolina. Bids were solicited via the Internet with 10 received. Work will be performed in Columbia, South Carolina, with an estimated completion date of March 29, 2019. Fiscal 2017 military construction funds in the amount of $27,223,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Savannah, Georgia, is the contracting activity (W912HN-17-C-0005).

Alstom Power Inc., Littleton, Colorado, was awarded a $19,297,472 firm-fixed-price contract for the rehabilitation of the turbine generator at the Old Hickory Hydropower Plant in Sumner County, Tennessee. Bids were solicited via the Internet with three received. Work will be performed in Hendersonville, Tennessee, with an estimated completion date of April 10, 2019. Fiscal 2017 other funds in the amount of $19,297,472 were obligated at the time of the award. U.S. Army Corps of Engineers, Nashville, Tennessee, is the contracting activity (W912P5-17-C-0002).

Raytheon Co., Dulles, Virginia, was awarded a $9,352,501 modification (P00005) to contract W52P1J-16-C-0046 to provide a wide range of Combined Enterprise Regional Information Exchange System services to support the operational and strategic use of Department of Defense and subsidiary networks and capabilities within the U.S. Central Command area of responsibility. Work will be performed in Kuwait; Jordan; Qatar; Iraq; and Shaw Air Force Base, South Carolina, with an estimated completion date of Nov. 15, 2017. Fiscal 2017 operations and maintenance (Army) funds in the amount of $9.352.501 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

NAE Contracting, Springtown, Texas, was awarded an $8,996,029 firm-fixed-price contract for electrical capacity upgrades. Bids were solicited via the Internet with two received. Work will be performed in San Antonio, Texas, with an estimated completion date of May 23, 2018. Fiscal 2017 military construction funds in the amount of $8,996,029 were obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-17-C-0023).

MISSILE DEFENSE AGENCY

ATK Launch Systems Inc.,** Magna, Utah, is being awarded a $48,247,398 noncompetitive cost-plus-fixed-fee contract. Under this follow on contract, the contractor will provide technical support for all stages of government furnished property (GFP), rocket motors (Trident I (C4), Castor IVA/IVB, Orion, and Orbus 1/1A). ATK will be responsible for motor refurbishment of GFP motors, providing technical support, flight certification, safe handling, transportation, propulsion, propellant/motor component testing, propellant sensitivity studies, aging assessment, storage, demilitarization and other technical support as needed. The work will be performed in Magna, Utah. The performance period is from March 2017 through March 2022. One offer was solicited and one offer was received. Fiscal 2017 research, development, test and evaluation funds in the amount of $4,866,719 are being obligated on this award. The Missile Defense Agency, Redstone Arsenal, Alabama, is the contracting activity (HQ0147-17-C-0031).

AIR FORCE

The Boeing Co., St. Louis, Missouri, has been awarded an $18,719,151 modification (19) to previously awarded contract F33657‐01‐D‐0026‐RJ80. Contractor will provide sustainment of the AN/APG‐63(V)1, AN/APG‐ 63(V)2, AN/APG‐63(V)3, and Talon HATE radar subsystems for the Air Force Air National Guard, and Royal Saudi Air Force. Work will be performed at Forest, Mississippi, and is expected to be complete by July 31, 2017. This contract involves foreign military sales. Foreign military sales; fiscal 2017 centralized asset management; and fiscal 2017 research, development, test and evaluation funds in the amount of $18,719,151 are being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

Cyber Defense Information Assurance, Round Rock, Texas, has been awarded a $14,793,364 modification (P00007) to exercise and option on previously awarded contract FA8773-15-C-0045. Contractor will provide Air Force enterprise-level network management, optimized communications and defensive measures at the Air Force Information Network Gateways. Air Force Intranet Control operates the common user virtual private network mesh tying the components of the Air Forces intranet together and protecting Air Force network traffic through encryption as it traverses public infrastructure. Work will be performed at Maxwell-Gunter Air Force Base, Alabama, and is expected to be complete by July 8, 2018. Fiscal 2017 operations and maintenance funds in the amount of $14,793,364 are being obligated at the time of award. The 38th Contracting Squadron, Tinker Air Force Base, Oklahoma, is the contracting activity.

Pratt & Whitney, Military Engines, East Hartford, Connecticut, has been awarded an $8,156,606 modification (P00026) to previously awarded contract FA8124-13-C-0009 for the remanufacturing of the F100 engine for the Indonesian Air Force. Work will predominantly be performed at Columbus, Georgia, and is expected to be complete by April 15, 2018. This contract is 100 percent foreign military sales to Indonesia. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

Woodward FST Inc., Zeeland, Michigan, has been awarded a $7,313,497 firm-fixed-price requirements contract for overhaul of F100-PW-220/220E Augmenter Spraying Manifold. Work will be performed at Zeeland, Michigan, and is expected to be complete by March 28, 2020. This contract is 100 percent foreign military sales to Saudi Arabia. This award is the result of a sole-source acquisition. Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8121-17-D-0004).


U.S. SPECIAL OPERATIONS COMMAND

Mustang Survival Manufacturing Inc., Spencer, West Virginia, is being awarded a $7,000,000 five-year, indefinite-delivery/indefinite-quantity, firm-fixed-price contract for the purchase of Maritime Assault Suit systems and lightweight MASS (L-MASS) in support of U.S. Special Operations Command Procurement division.  Fiscal 2017 operations and maintenance funds in the amount of $26,590 are being obligated at time of award.  Services will be performed primarily in Spencer, West Virginia, and is expected to be completed by March 2022.  This contract was awarded through full and open competition and eight proposals were received. U.S. Special Operations Command, Tampa, Florida, is the contracting activity (H92222-17-D-0012).
