Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a $69,550,500 cost-plus-incentive-fee, cost-only modification to a previously awarded contract (N00024-13-C-5225) for the continued development, integration, and production of the Navy’s AN/SQQ-89A(V)15 surface ship undersea warfare systems (USW).  The AN/SQQ-89A(V)15 has the capabilities to search, detect, classify, localize and track undersea contacts, and to engage and evade submarines, mine-like small objects and torpedo threats.  The contract is for development, integration and production of future advanced capability build and technical insertion baselines of the AN/SQQ-89A(V)15 USW systems.  Work will be performed in Lemont Furnace, Pennsylvania (37 percent); Syracuse, New York (24 percent); Manassas, Virginia (17 percent); Clearwater, Florida (9 percent); Oswego, New York (5 percent); Hauppauge, New York (5 percent); and Tewksbury, Massachusetts (3 percent), and is expected to be completed by March 2018. URS Federal Services Inc., Germantown, Maryland, is being awarded a $63,339,405 indefinite-delivery/indefinite-quantity contract that will include provisions for the issuance of both cost-plus-fixed-fee and firm-fixed-priced task orders for field office technical support services in planning, retention, protection, and effective use of electromagnetic spectrum resources in support of the Navy and Marine Corps Spectrum Center.  The contract will include a five-year ordering period with no option periods.  Work will be performed in Fort Meade, Maryland (89 percent); Norfolk, Virginia (4 percent); Camp Smith, Hawaii (2 percent); Bahrain (2 percent); Puget Sound, Washington (1 percent); Guam (1 percent); and Naples, Italy (1 percent). The ordering period of the contract is expected to be completed by March 2022.  Fiscal 2017 operations and maintenance funds (Navy) in the amount of $50,000 will be obligated at the time of award to fund the contract's minimum amount and funds will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with two offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity (N00189-17-D-Z028).

HKS WSP JV Norfolk, Dallas, Texas, is being awarded a maximum amount $50,000,000 indefinite-delivery/indefinite-quantity contract for architect-engineering services for medical design projects located throughout the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR) worldwide.  No task orders are being issued at this time.  Work will be performed at various installations in the NAVFAC AOR worldwide.  The term of the contract is not to exceed 60 months with an expected completion date of March 2022.  Fiscal 2013 military construction (defense-wide planning and design) contract funds in the amount of $10,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operations and maintenance; and military construction (defense-wide planning and design).  This contract was competitively procured via the Navy Electronic Commerce Online website, with 10 proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-17-D-5010).

The Boeing Co., St. Louis, Missouri, is being awarded $41,448,248 for modification 02 to firm-fixed-price task order 0006 previously issued under basic ordering agreement N00019-16-G-0001.  This modification provides for integrated logistics support and sustaining engineering services in support of F/A-18 A-F and EA-18G aircraft for the Navy and the governments of Australia, Finland, Kuwait, Malaysia, Switzerland, Canada, and Spain.  Services to be provided include engineering, provisioning, information systems, technical data updates, support equipment engineering, training and software integration support.  Work will be performed in St. Louis, Missouri (76 percent); El Segundo, California (15 percent); Bethpage, New York (5 percent); and San Diego, California (4 percent), and is expected to be completed in December 2017.  Fiscal 2015 and 2016 aircraft procurement (Navy); fiscal 2017 operations and maintenance (Navy); and foreign military sales funds in the amount of $37,210,218 will be obligated at time of award, $25,776,564 of which will expire at the end of the fiscal year.  This order combines purchases for the Navy ($35,221,923; 85 percent); and the governments of Australia ($3,445,123; 8.4 percent); Finland ($467,429; 1.1 percent); Kuwait ($467,429; 1.1 percent); Malaysia ($467,429; 1.1 percent); Switzerland ($467,428; 1.1 percent); Canada ($455,744; 1.1 percent); and Spain ($455,743; 1.1 percent), under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

BAE Systems Platforms & Services, Minneapolis, Minnesota, is being awarded a $38,156,919 firm-fixed-price option exercise to previously-awarded contract N00024-15-C-4103 for long-lead-time material and manufacture and delivery of propulsors and tailcones for the Virginia-class submarines SSN 798 through SSN 801. This option exercise provides for the manufacture, machining and assembly of the fixed propulsor and tailcone of the Virginia-class submarine, including all associated hardware for four ship sets.  This contract modification contains options which, if exercised, would bring the cumulative value of this contract to $185,938,087.  Work will be performed in Louisville, Kentucky (85 percent); Minneapolis, Minnesota (10 percent); and Jacksonville, Florida (5 percent), and is expected to be completed by October 2022.  Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $38,156,919 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured, pursuant to 10 U.S. Code 2304(c)(1).  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-15-C-4103).

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $34,273,250 cost-only contract for procurement of long lead material in support of fiscal 2017 Standard Missile-6 (SM-6) full-rate production requirements and spares.  This contract provides for the procurement of long lead material in support of SM-6 fiscal 2017 requirements to include all up rounds and spares.  Work will be performed in Camden, Arkansas, and is expected to be completed by March 2020.  Fiscal 2017 weapons procurement (Navy) funding in the amount of $3,153,297 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with the authority from 10 U.S. Code 2304 (c) (1) and Federal Acquisition Regulation 6.302-1 (a) (2).  The Naval Sea Systems Command, Washington Navy Yard, District of Columbia, is the contracting activity (N00024-17-C-5409).

Chenega Decision Sciences LLC,* Lorton, Virginia, is being awarded a $22,000,000 five-year, firmed-fixed-price, indefinite-delivery/indefinite-quantity contract for system engineering and development for the modernization of manpower legacy applications.  This contract contains a five-year ordering period with a contract ceiling of $22,000,000.  Work will be performed in Lorton, Virginia, and is expected to be completed by March 30, 2022.  No funds will be obligated at the time of award and subsequent funding will be applied to future task orders.  This contract is being awarded as a sole-source in accordance with 10 U.S. Code 2304(c)(1).  The Marine Corps System Command, Quantico, Virginia, is the contracting activity (M67854-17-D-4806).

Lockheed Martin Space Systems Co., Sunnyvale, California, is being awarded an $18,951,877 cost-plus-fixed-fee contract to provide the United Kingdom (UK) with engineering/technical support services and deliverable materials for the Trident II (D5) missile system.  Work will be performed in Sunnyvale, California (53.71 percent); Cape Canaveral, Florida (35.37 percent); Aldermaston, England (2.79 percent); St. Mary’s, Georgia (2.58 percent); Coulport, Scotland (1.69 percent); Casselberry, Florida (1.30 percent),;Palo Alto, California (1.01 percent); Silverdale, Washington (0.70 percent); Carson, California (0.10 percent); Borgo San Dalmazzo, Italy (0.03 percent); and other various locations (less than 0.10 percent each, 0.72 percent total), with an expected completion date of March 31, 2018, and deliverable items completion date of June 30, 2019. UK contract funds in the amount of $18,951,877 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was a sole-source acquisition pursuant to 10 U.S. Code 2304(c)(4).  The Department of the Navy, Strategic Systems Programs, Washington, District of Columbia, is the contracting activity (N00030-17-C-0023). 

SOLPAC Construction, doing business as Soltek Pacific Construction Inc., San Diego, California, is being awarded $15,588,300 for firm-fixed-price task order 0005 under a previously awarded, multiple award construction contract (N62473-15-D-2426) for construction of an F-35C engine repair facility at Naval Air Station Lemoore.  The project includes reinforced concrete masonry unit walls, built-up roof, and pile foundation.  Built-in equipment includes bridge cranes and support rails, stacker storage system, and elevator.  The project also includes facility paving and site improvements, utilities, and environmental mitigation features.  The task order also contains one planned modification, which if exercised would increase cumulative task order value to $16,806,300.  Work will be performed in Lemoore, California, and is expected to be completed by June 2018.  Fiscal 2017 military construction (Navy) contract funds in the amount of $15,588,300 are obligated on this award and will not expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

Electronic Metrology Laboratory LLC,* Franklin, Tennessee, is being awarded a $10,518,527 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N69450-14-D-8000) to exercise Option 3 for base operations support services at Naval Air Station Whiting Field and outlying fields.  The work to be performed provides for all management, supervision, labor, equipment, materials, supplies, and tools necessary to perform facilities management, facilities investment, facility maintenance services (non-family housing), pest control, utility plant and distribution system operations and maintenance (chiller, electrical, gas, wastewater, steam and water), managed safety services, and base support vehicles and equipment.  After award of this option, the total cumulative contract value will be $29,317,959.  Work will be performed in Milton, Florida (80 percent); and outlying fields (20 percent), and work is expected to be completed March 2018.  No funds will be obligated at the time of award.  Fiscal 2017 operations and maintenance (Navy); fiscal 2017 Navy working capital funds; fiscal 2017 Navy family housing; and fiscal 2017 Defense Health Program contract funds in the amount of $8,480,788 for recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

Raytheon Co., McKinney, Texas, is being awarded $9,768,560 for firm-fixed-price delivery order 7010 under a previously awarded contract (N00383-15-G-009H) for the repair of the turret, sensor-sight in support of the H-60 helicopter.  Work will be performed in Jacksonville, Florida, and is expected to be completed by September 2017.  Fiscal 2017 working capital (Navy) funds in the amount of $9,768,560 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  One firm was solicited for this sole-source requirement, and one offer was received under authority 10 U.S. Code 2304(C)(1).  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

Northrop Grumman Systems Corp., Annapolis, Maryland, is being awarded a $9,588,087 firm-fixed-price contract to fabricate, assemble, test, inspect, and deliver transducer array nose shell assemblies for the MK48 heavyweight torpedoes.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $40,591,274.  Work will be performed in Braintree, Massachusetts (60 percent); and Annapolis, Maryland (40 percent), and is expected to be completed by March 2019.  Fiscal 2017 weapons procurement (Navy) funds in the amount of $5,198,317; and fiscal 2017 foreign military sales funds in the amount of $4,389,770 will be obligated at the time of award and will not expire at the end of the current fiscal year.  This contract combines purchases for the Navy (54 percent); and the governments of Turkey (24 percent); and Canada (22 percent), under the Foreign Military Sales program.  This contract was competitively procured via the Federal Business Opportunities website, with three offers received. The Naval Undersea Warfare Center Division, Newport, Rhode Island, is the contracting activity (N66604-17-C-0204).

Northrop Grumman Corp. Aerospace Systems, Melbourne, Florida, is being awarded $8,067,747 for order 0027 against a previously issued basic ordering agreement (N00019-15-G-0026) for the development and delivery of logistics products, intermediate level repair, and integrated logistics support management in support of the E‑2D Advanced Hawkeye aircraft.  Work will be performed in Melbourne, Florida (89 percent); and St. Augustine, Florida (11 percent), and is expected to be completed in March 2018.  Fiscal 2015 aircraft procurement (Navy) funds in the amount of $8,067,747 are being obligated on this award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Orlando, Florida, was awarded a $288,000,000 firm-fixed-price contract for Instrumentable Multiple Integrated Laser Engagement System Vehicle Tactical Engagement Simulation System acquisition, which will complete the basis of issue and potentially replace older legacy systems. Bids were solicited via the Internet with one received. Work will be performed in York, Pennsylvania, with an estimated completion date of July 31, 2018. Alutiiq General Contractors LLC, Tacoma, Washington, was awarded a $9,851,486 firm-fixed-price contract for a broad range of maintenance, repair and minor construction work on vehicle roadways and airfield paving projects at Joint Base Lewis-McChord; including removal, replacement and repair of existing subgrade, utilities, shoulders, curbs, gutters, sidewalks and other real property common to roadway and airfield pavements. Charles F. DEFENSE INFORMATION SYSTEMS AGENCY

AT&T Corp., Columbia, Maryland, was awarded $12,025,001 to exercise Option Year 3 of a previously awarded firm-fixed-price contract (HC1013-14-C-0003) for the Priority Telecommunication Service (PTS) to support the Department of Homeland Security (DHS) Office of Emergency Communications (OEC).  The base period of performance was Aug. 1, 2014, to March 31, 2015, with nine one-year option periods.  The current action is for the period of April 1, 2017, to March 31, 2018.  The AT&T contract was one of three sole-source contracts to support the National Security/ Emergency Preparedness (NS/EP) Priority Telecommunication Service (PTS) via utilizing the public switched networks.  The PTS is a White House-directed program that leverages the commercially owned public switched network to provide specially designed telecommunications services to the NS/EP user community during natural or man-made disasters when conventional communications services are ineffective. This action is funded by fiscal 2016 operations and maintenance funds.  The total cost of this contract was increased from $43,539,078 to $55,564,078. Lifecycle amount is $309,800,000. Performance is throughout the continental U.S. The OEC's National Security/Emergency Preparedness PTS program provides communications under all circumstances, including crisis or emergency, attack, recovery, and reconstitution, when network congestion or damage renders conventional communications ineffective, by utilizing the surviving assets of the public switched network to provide priorities and routing alternatives.
