DEFENSE LOGISTICS AGENCY

 

Kipper Tool Co., Gainesville, Georgia, has been awarded a maximum $377,500,000 fixed-price with economic-price-adjustment contract for water well drillers. This is a five-year contract with no option periods. This was a competitive acquisition with 15 responses received. Locations of performance are Georgia and Colorado, with a May 5, 2022, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8EC-17-D-0003).

 

Honeywell International, Tempe, Arizona, has been awarded a maximum of $19,719,549 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for solenoid valves. This was a limited competitive acquisition using justification from Federal Acquisition Regulation 6.302-1(a) (2), "Only one responsible source and no other supplies of services with satisfy requirement." This is a one-year base contract with four one-year option periods. The maximum dollar amount is for the life of the contract. Location of performance is Arizona, with a March 31, 2022, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2022 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama (SPRRA1-17-D-0052).

 

General Electric Aviation, Lynn, Massachusetts, has been awarded a maximum $8,636,838 firm-fixed-price delivery order (THAT) against basic ordering agreement (FA8122-14-G-0001) for T-64 engine compressor casings. This is a two-year, nine-month contract. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Massachusetts, with a Feb. 28, 2020, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through fiscal 2020 Navy working capital funds. The contracting office is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

NAVY

 

The Boeing Co., Jacksonville, Florida, is being awarded $89,173,330 for modification P00024 to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-14-D-0001) for additional depot-level maintenance support and sustainment for the F/A-18 A/B/C/D/E/F and EA-18G aircraft.  This includes the performance of High Flight Hour (HFH) inspections, HFH recurring inspections, additional inspections, modifications and liaison engineering.  Work will be performed in Jacksonville, Florida, and is expected to be completed in December 2017.  No funds are being obligated at time of award; funds will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Red River Computer Co., Inc., Claremont, New Hampshire, is being awarded a $15,079,354 fixed-price contract to provide engineering services and information technology installation support for establishment of a new U.S. Air Force Command and Control Facility. Support includes subject matter expertise for data center, network, audio visual, and enterprise operations to facilitate the design, installation, configuration, and transition to a new information technology infrastructure. This is a 15-month contract with two one-year option periods which, if exercised, would bring the potential value of this contract to $34,200,220.  Work will be performed at government facilities at Offutt Air Force Base, Nebraska.  Work for the base award is expected to be completed Aug. 4, 2018.  No funds will be obligated at the time of award.  Funding will be obligated via technical direction letters using other procurement (Air Force) funds.  Contract funds will not expire at the end of the current fiscal year.   This contract was competitively procured via publication on the Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website. Two proposals were received and one was selected for award.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-17-C-0188).

 

ARMY

 

Blue Cord Design and Construction LLC,* Orlando, Florida (W91278-17-D-0029); Construction Services Group Inc.,* Charleston, South Carolina (W91278-17-D-0030); ESA South Inc.,* Cantonment, Florida (W91278-17-D-0031); GBD JV,* Aberdeen, Maryland (W91278-17-D-0032); Valiant Construction LLC,* Louisville, Kentucky (W91278-17-D-0033); Patriot Construction LLC,* Dunkirk, Maryland (W91278-17-D-0034); Royce Construction Services LLC,* Reston, Virginia (W91278-17-D-0035); and Terra Construction Inc.,* Oklahoma City, Oklahoma (W91278-17-D-0036), will share in a $49,000,000 firm-fixed -price contract for repair and minor construction in support of U.S. Army Medical Command, Southern Region. Bids were solicited via the Internet with 11 received. Work locations and funding will be determined with each order, with an estimated completion date of May 4, 2022. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity.

 

Adventium Enterprises LLC,* Minneapolis, Minnesota, was awarded a $10,000,000 cost-plus-fixed-fee contract to mature existing software and systems analysis tools they previously developed under other contracts. One bid was solicited and one bid received. Work locations and funding will be determined with each order, with an estimated completion date of May 5, 2022. U.S. Army Contracting Command, Fort Eustis, Virginia, is the contracting activity (W911W6-17-D-0003).

 

AECOM Technical Services Inc., Los Angeles, California, was awarded a $9,000,000 firm-fixed-price Foreign Military Sales (Qatar, Saudi Arabia, Oman, Kuwait, Bahrain, and United Arab Emirates) contract to furnish all necessary labor, materials, supplies, and equipment required for a full range of professional architecture and engineering services. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of May 4, 2022. U.S. Army Corps of Engineers, Winchester, Virginia, is the contracting activity (W912ER-17-D-0002).

 

AIR FORCE

 

Ball Aerospace & Technologies Corp. – Systems Engineering Solutions, Boulder, Colorado, has been awarded a $13,317,810 cost-plus-fixed fee contract for Hallmark software and hardware testbed. Contractor will provide design, development, and delivery of a Hallmark-Software Testbed architecture that addresses secure enterprise architecture design, implications of federated architecture approaches. It also includes applications of foundational architectures to space command and control functional task elements, specification of application programming interfaces, data format specifications and data repository design and implementation. Work will be performed at Fairborn, Ohio; and Chantilly, Virginia, and is expected to be complete by Jan. 4, 2021. This award is the result of a competitive acquisition with 12 offers received. Fiscal 2016 and 2017 research, development, test and evaluation funds in the amount of $2,475,000 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-17-C-0066).

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Massachusetts General Hospital, Boston, Massachusetts, was awarded a cooperative agreement with a ceiling value of $11,000,660, for research and development supporting the Safe Genes program. Work will be performed in Boston, Massachusetts (51 percent); London, United Kingdom (24 percent); Raleigh, North Carolina (8 percent); and Perugia, Italy (17 percent), with an expected completion date of April 2021. Fiscal 2016 funds in the amount of $987,271 are being obligated at time of award. This agreement was a competitive acquisition and 17 offers were received. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-17-2-0042).
