AIR FORCE
General Atomics - Aeronautical Systems Inc., Poway, California, has been awarded a $399,979,895 firm-fixed-price contract for MQ-9 Reaper production. Contractor will produce 36 MQ-9 Reaper aircraft in the fiscal 2016 production configuration. Work will be performed at Poway, California, and is expected to be complete by Aug. 31, 2020. This award is the result of a sole-source acquisition. Fiscal 2016 aircraft procurement funds in the amount of $399,979,895 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-15-G-4040 0001).
United Launch Services LLC, Centennial, Colorado, has been awarded a not-to-exceed $27,400,000 unpriced change order modification (P00151) to previously awarded contract FA8811-13-C-0003 for launch vehicle production services under the requirements contract terms of the Evolved Expendable Launch Vehicle Phase I contract. Contractor will execute requirements for the launch vehicle conversion from heritage avionics to common avionics. This modification adds a not-to-exceed contract line item for the conversion of the launch vehicle from heritage avionics to common avionics. Work will be performed at Decatur, Alabama, and is expected to be complete by July 1, 2019. Fiscal 2016 space procurement funds in the amount of $8,542,689 are being obligated at the time of award. Lockheed Martin Corp., Sunnyvale, California, has been awarded a $13,155,031 modification (P00722) to previously awarded contract F04701-02-C-0002 for part of a settlement agreement. This modification accounts for the impact of the Cost Accounting Standards (CAS) Pension Harmonization Rule. The rule became effective on February 27, 2012 and changed the required methods for the contractor to calculate pension costs for purposes of estimating, accumulating, and reporting costs under covered government contracts and subcontracts. The total adjustment in costs allocable to and allowable on the subject settlement agreement, as a result of the Pension Protection Act (PPA) of 2006 and the CAS Board harmonization rule. This sum reflects the total of the individual contract adjustment to which the contractor is entitled as result of the impact of the PPA on its affected contract with the U.S. government and Air Force Space Command. Fiscal years 2010, 2011, and 2012 missile procurement; and research, development, test, and evaluation funds in the amount of $13,155,031 are being obligated at the time of award. NAVY
Northrop Grumman Systems Corp., San Diego, California, is being awarded $303,936,000 for modification P00017 to a previously awarded fixed-price-incentive contract (N00019-15-C-0002) for the procurement of three low-rate initial production Lot 2 MQ-4C Triton unmanned aircraft. In addition, this modification provides for one main operation control station, one forward operation control station, trade studies, and tooling. Work will be performed in San Diego, California (42.9 percent); Red Oak, Texas (11.3 percent); Baltimore, Maryland (11.3 percent); Salt Lake City, Utah (8.7 percent); Bridgeport, West Virginia (6.3 percent); Indianapolis, Indiana (3.7 percent); Palmdale, California (2.2 percent); Moss Point, Mississippi (1.6 percent); Santa Clarita, California (1.2 percent); Montreal, Quebec, Canada (0.9 percent); Vandalia, Ohio (0.5 percent); Medford, New York (0.3 percent), and various locations within the continental U.S. (9.1 percent). Work is expected to be completed in April 2021. Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $303,936,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Raytheon Missile Systems, Tucson, Arizona, is being awarded a $26,762,552 cost-plus-fixed-fee contract option for design agent and engineering support services for the rolling airframe missile upgraded MK-31 guided missile weapon system. The MK-31 rolling airframe missile guided missile weapon system is a cooperative development and production program conducted jointly by the U.S. and the Federal Republic of Germany under memoranda of understanding. The support procured under contract N00024-15-C-5410 is required to maintain current weapon system capability, as well as resolve issues through design, systems, software maintenance, reliability, maintainability, quality assurance and logistics engineering services. Work will be performed in Tucson, Arizona (99 percent); and Louisville, Kentucky (1 percent), and is expected to be completed by September 2018. Fiscal 2017 research development test and evaluation funding in the amount of $721,058 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured under the exception 10 U.S. Code 2304(c)(4) - international agreement. Detyens Shipyards Inc., Charleston, South Carolina, is being awarded a $12,295,617 firm-fixed-price contract for 75 calendar day shipyard availability for the regular overhaul and dry docking of the USNS Arctic (T-AOE 8). The contract includes options which, if exercised, would bring the total contract value to $13,903,325. Work will include general services for ship, clean and gas free tanks, void and cofferdams and spaces, shipyard support for American Bureau of Shipping (ABS) close up inspection, ABS tank inspection and testing, ABS loadline, flight deck non-skid renewal, flight deck safety nets repair and preservation, lube oil purifier controller upgrade, replace lube oil purifier heaters, ship wide stuffing tube replacement, auxiliary boiler inspection, install gas turbine flow meters, replace stern tube saltwater cooling piping, install boiler and ship service diesel generator fuel meters, sea valves (ABS), dry docking and undocking, starboard stern tube shaft bearing linear replacement, underwater hull cleaning and painting, freeboard cleaning and painting, cathelco sea chest protection system, and main propulsion shafting. Work will be performed in Charleston, South Carolina, and is expected to be completed by Sept. 28, 2017. Fiscal 2017 maintenance and repair funding in the amount of $13,573,032 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website with three offers received and one selected for award. The U. S. Lockheed Martin Corp., Lockheed Martin – Rotary and Mission Systems, King of Prussia, Pennsylvania, is being awarded an $8,501,430 cost-plus-fixed-fee delivery order (N0001917F1024) against a previously issued basic ordering agreement (N00019-15-G-0057). This order provides for the management, sustainment and upgrade of the Tactical Tomahawk Weapons Control System (TTWCS) software product baseline and the required system and software documentation for the Navy and the government of the United Kingdom. This order also includes TTWCS discovery/re-work for v5.5, TTWCS v5.4.2 system development activity (SDA), TTWCS v5.6.0 SDA, TTWCS v5.6.1 SDA, continue v5.4.0.2 security and sustainability builds, and continue requirements definition, design, and development for build v5.7. Work will be performed in King of Prussia, Pennsylvania (98 percent); and Patuxent River, Maryland (2 percent), and is expected to be completed in January 2018. Fiscal 2017 operations and maintenance (Navy); fiscal 2017 research, development, test and evaluation (Navy); fiscal 2017 other procurement (Navy); fiscal 2017 shipbuilding and conversion (Navy); and foreign military sales funds in the amount of $8,501,430 will be obligated at the time of award, $280,454 will expire at the end of the current fiscal year. This order combines purchases for the Navy ($6,401,430; 75 percent); and the United Kingdom ($2,100,000; 25 percent) under the Foreign Military Sales program.
