AIR FORCE

 

Northrop Grumman Systems Corp., Linthicum Heights, Maryland, has been awarded a $243,873,277 predominantly fixed-price contract with cost-plus-fixed fee and fixed-price incentive portions for 72 Active Electronically Scanned Array radars, spares and support services. Work will be performed at Linthicum Heights, Maryland, and is expected to be complete by Jan. 31, 2019. This award is the result of a competitive acquisition with one offer received. Fiscal 2016 research, development, test and evaluation funds in the amount of $30,714,025 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-17-C-6047).

 

Advanced Electronics Co, Riyadh, Saudi Arabia, has been awarded a not-to-exceed $29,934,295 modification (P00004) to previously awarded contract FA8730-16-C-0019 for Royal Saudi Air Force cyber protection and related facilities. Contractor will provide updated basis of estimates to align with the new incremental design/deploy strategy for the Cyber Protection System Build-0, Build-1 and the definitization of Build-2. Work will be performed at Riyadh, Saudi Arabia, and is expected to be complete by May.31,2020. This contract is 100 percent foreign military sales to Saudi Arabia. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

 

The Boeing Co. - Defense, Space & Security, Oklahoma City, Oklahoma, has been awarded a not-to-exceed $16,580,822 modification (FA8106-17-F-0036) to previously awarded contract FA8106-17-D-0002 for the Low Frequency Transmission System modification. Contractor will provide management and engineering services and a production kit. Work will be performed at Oklahoma City, Oklahoma; and Richardson, Texas, and is expected to be complete by March 7, 2019. Fiscal 2017 procurement funds in the amount of $16,580,822 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

M1 Support Services, Denton, Texas, has been awarded a $9,288,908 modification (P00062) to previously awarded contract FA8106-13-C-0008 for C-21 contractor logistics support. Contractor will provide organizational and depot level maintenance, data, contractor operated and maintained base supply, and modification design and installation support. It also includes launch and recovery of the C-21 aircraft at their main operating bases and any other deployment operating locations worldwide. Work will be performed at Andrews Air Force Base, Maryland; Peterson Air Force Base, Colorado; Ramstein Air Base, Germany; Scott Air Force Base, Illinois, and locations worldwide. Work is expected to be complete by May 31, 2018. Fiscal 2017 operations and maintenance funds in the amount of $9,288,908 are being obligated at the time of award. ARMY

 

DynCorp International LLC, Fort Worth, Texas, was awarded a $124,451,639 firm-fixed-price contract for logistics support services for government-owned fixed-wing fleets performing transport aircraft missions (C-12, C-26, and UC-35 fleets, with limited services for T-6 fleets). Bids were solicited via the Internet with three received. Work will be performed in Fort Worth, Texas, with an estimated completion date of May 31, 2018. Fiscal 2017 operations and maintenance (Army) funds in the amount of $20,153,131 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-C-0011).

 

TRAX International, White Sands Missile Range, New Mexico, was awarded an $111,489,021 modification (P00235) to contract W9124Q-07-C-0504 for planning, logistics, operation, maintenance, research, and development of systems, equipment, and facilities for the White Sands Missile Range test and evaluation mission. Work will be performed in White Sands Missile Range, New Mexico, with an estimated completion date of Nov. 30, 2018. Fiscal 2017 research, development, test and evaluation funds in the amount of $100,000 were obligated at the time of the award. U.S. Army Contracting Command, Fort Hood, Texas, is the contracting activity.

 

Pond and Co., Peachtree Corners, Georgia (W9128F-17-D-0016); Austin Brockenbrough and Assoc. LLP,* Richmond, Virginia (W9128F-17-D-0017); Robert and Co.,* Atlanta, Georgia (W9128F-17-D-0018); Burns and McDonnell Engineering Co., Kansas City, Missouri (W9128F-17-D-0019); Argus Consulting Inc.,* Overland Park, Kansas (W9128F-17-D-0020); and Enterprise Engineering Inc.,* Anchorage, Alaska (W9128F-17-D-0021), will share in a $49,900,000 firm-fixed-price contract for architect-engineering design services. Bids were solicited via the Internet with 13 received. Work locations and funding will be determined with each order; with an estimated completion date of May 31, 2022. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity.

 

Carahsoft Technology Corp., Reston, Virginia, was awarded a $28,208,594 modification (BA0114) to contract N00104-08-A-ZF43 to provide brand name commercial system application and products software, tightly integrated third-party software, and software maintenance. Work will be performed in Fort Belvoir, Virginia, with an estimated completion date of May 31, 2018. Fiscal 2017 operations and maintenance (Army); other; research, development, test, and evaluation; and other procurement (Army) funds in the combined amount of $10,086,168 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

Johnson Brothers Corp., Roanoke, Texas, was awarded a $27,421,677 modification (P00002) to contract W912P5-16-C-0006 for Kentucky Lock downstream cofferdam construction. Work will be performed in Grand Rivers, Kentucky, with an estimated completion date of Nov. 28, 2019. Fiscal 2017 other funds in the amount of $27,421,677 were obligated at the time of the award. U.S. Army Corps of Engineers, Nashville, Tennessee, is the contracting activity.

 

Sikorsky, Stratford, Connecticut, was awarded a $23,840,000 firm-fixed-price contract for the purchase of up to 859 Blue Force Tracking 2 installation kits. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 15, 2021. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-D-0033).

 

TRAX International Corp., Las Vegas, Nevada, was awarded a $16,432,596 modification (P00201) to contract W9124R-09-C-0003 for non-personal test support services. Work will be performed in Yuma, Arizona; and Fort Greely, Alaska, with an estimated completion date of July 31, 2017. Fiscal 2017 research, development, test, and evaluation funds in the amount of $4,228,681 were obligated at the time of the award and the remaining amount of $12,203,915 is subject to availability of funds. U.S. Army Contracting Command, Yuma, Arizona, is the contracting activity.

 

Six3 Advanced Systems Inc., Dulles, Virginia, was awarded a $10,539,652 cost-plus-fixed-fee contract to design, develop, and validate system prototypes for a combined-arms squad, which combines humans and unmanned assets, ubiquitous communications and information, and advanced capabilities in all domains to maximize squad performance in increasingly complex operational environments. Bids were solicited via the Internet with one received. Work will be performed in Dulles, Virginia; Blacksburg, Virginia; Herndon, Virginia; Falls Church, Virginia; and Monrovia, California, with an estimated completion date of May 31, 2019. Fiscal 2016 and 2017 research, development, test, and evaluation funds in the combined amount of $6,645,986 were obligated at the time of the award. U.S. Army Contracting Command, Research Triangle Park, North Carolina, is the contracting activity (W911NF-17-C-0010).

 

Mississippi State University, Starkville, Mississippi, was awarded a $9,843,755 cost contract to continue U.S. Army Tank Automotive Research, Development and Engineering Command’s simulation-based reliability and safety program of modeling and simulation, and vehicle reliability prediction. Bids were solicited via the Internet with one received. Work will be performed in Starkville, Mississippi, with an estimated completion date of May 30, 2022. Fiscal 2016 research, development, test and evaluation funds in the amount of $365,188 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-17-C-0095).

 

NAVY

 

The Boeing Co., St. Louis, Missouri, is being awarded $86,337,218 for modification P00013 to a previously awarded indefinite-delivery/indefinite-quantity contract (N68936-14-D-0008) to design, develop, and implement upgrades to software and ancillary hardware for F/A-18 A/B, C/D, E/F and EA-18G aircraft for the Navy and the governments of Australia, Finland, Switzerland, Kuwait, Malaysia, and Canada.  Work will be performed in St. Louis, Missouri (95 percent); and China Lake, California (5 percent), and is expected to be completed in December 2018.  Contract funds will not be obligated at time of award.  Funds will be obligated against individual task orders as they are issued.  This contract combines purchases for the Navy ($79,430,241; 92 percent); and the governments of Australia ($2,935,465; 3.40 percent); Finland ($2,158,430; 2.50 percent); Switzerland ($690,698; .80 percent); Kuwait ($431,686; .50 percent); Malaysia ($431,686; .50 percent); and Canada ($259,012; .30 percent) under the Foreign Military Sales program.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity.

 

Selex ES Inc., Overland Park, Kansas, is being awarded a $20,931,173 firm-fixed-price indefinite delivery/indefinite-quantity contract for the procurement, installation, test and delivery of up to 31 instrument landing systems (ILS) at Department of Navy installations in support of the precision approach landing capability.  An ILS consists of a localizer, glide slope, remove control status unit, and distance measuring equipment, as well as associated antenna.  Work will be performed in Overland Park, Kansas, and is expected to be completed in May 2023.  Fiscal 2017 other procurement (Navy) funds in the amount of $392,486 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was competitive procured via an electronic request for proposals; two offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-17-D-0021).

 

Metron Inc., Reston, Virginia, is being awarded an $8,399,965 cost-plus-fixed-fee contract for software and training material development in support of Executable Architecture Management System.  The scope of this contract includes the full spectrum of architecture, mission engineering analysis, interoperability assessments, systems engineering, modeling, simulation and assessment support services.  This contract contains options, which if exercised, would bring the cumulative value of this contract to an estimated $25,867,434.  Work will be performed in San Diego, California, and is expected to be completed in May 2018.  If options are exercised, work could continue until May 2020.  Fiscal 2017 research, development, test and evaluation (Navy) funding in the amount of $220,000 will be obligated at the time of award. Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured and was awarded as a sole-source acquisition under the authority of Federal Acquisition Regulation 6.302-1(a)(2) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Space and Naval Warfare System Command, San Diego, California, is the contracting activity (N00039-17-C-0006).

 

DEFENSE LOGISTICS AGENCY

 

Raytheon Co., McKinney, Texas, has been awarded a $24,114,820 firm-fixed-price contract for Abrams and Bradley fighting vehicle parts. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1) under Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy requirements." This is a one-year base contract with one one-year option period. Locations of performance are Texas and Florida, with a May 30, 2018, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through 2018 (Army) working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan, (SPRDL1-17-C-0033).

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Agile Defense Inc.,*Reston, Virginia,, has been awarded a $30,688,418 modification to previously awarded task order HR0011-15-F-0002 for unclassified information technology services. The modification brings the total cumulative value of the contract to $95,211,174 from $64,522,755. Work will be performed in Arlington, Virginia, with an expected completion date of June 8, 2018. Fiscal 2017 research and development funds in the amount of $14,364,965 are being obligated at time of award.
