CONTRACTS

 

U.S. SPECIAL OPERATIONS COMMAND

 

Arcturus UAV, Rohnert Park, California, is being awarded one of three indefinite-delivery/indefinite-quantity contracts for a maximum of $475,000,000 for Mid-Endurance Unmanned Aircraft Systems (MEUAS III) intelligence, surveillance, and reconnaissance services at multiple locations worldwide. Fiscal 2017 operations and maintenance funds in the amount of $150,000 are being obligated at time of award. This contract was a competitive acquisition and eight responsive proposals were received. The contract includes a 54-month period of performance, with four 12-month ordering periods followed by one six-month ordering period. Estimated completion date is June 2022. The contract minimum amount is $150,000 and the contract maximum ceiling amount is $475,000,000 over the life of the contract. This contract and resulting task orders shall be funded with operations and maintenance appropriations and is not a multiyear contract. U.S. Special Operations Command, Tampa, Florida, is the contracting activity (H92222-17-D-0010).

 

NAVY

 

Huntington Ingalls Industries, Pascagoula, Mississippi, is being awarded a fixed-price-incentive-firm target modification to a previously awarded contract (N00024-13-C-2307) for incorporation of the Flight III baseline on DDG 125.  Flight III will incorporate the SPY-6 (Air and Missile Defense Radar (AMDR)) and upgrade the electrical power and cooling capacity plus additional associated changes.  As this award represents the first DDG 51 Flight III baseline contract award, and the Navy expects to release a competitive solicitation for additional DDG 51 class ships in the Flight III configuration in future years, the contract award amount is considered source selection sensitive information (see 41 U.S. Code 2101, et seq., Federal Acquisition Regulation (FAR) 2.101 and FAR 3.104) and will not be made public at this time.  Work will be performed in Pascagoula, Mississippi (60 percent); Cincinnati, Ohio (7 percent); Walpole, Massachusetts (5 percent); York, Pennsylvania (2 percent); Camden, New Jersey (1 percent); Erie, Pennsylvania (1 percent); Charlottesville, Virginia (1 percent); and other locations below 1 percent (collectively totaling 23 percent), and is scheduled to complete in fiscal 2024.  Fiscal 2017 shipbuilding and conversion (Navy) will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Raytheon Co., El Segundo, California, is being awarded a $90,767,460 firm-fixed-price contract for retrofit components for the F/A-18 for the Navy.  Supplies and services to be provided include 210 Configuration D retrofit components as follows; four Configuration D validation and verification kits; and 206 Configuration D retrofit component kits as part of three engineering change proposals.  Work will be performed in Forest, Mississippi (53 percent); Andover, Massachusetts (36 percent); and El Segundo, California (11 percent), and is expected to be completed in October 2019.  Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $90,767,460 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304 (c) (1).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0042).

 

Cianbro Corp., Pittsfield, Maine, is being awarded a $23,098,000 firm-fixed-price contract for fabrication and installation of dry dock number 1 defueling complex at Portsmouth Naval Shipyard.  The work to be performed provides for the fabrication and installation of several enclosures and passageway sections for a new defueling complex to support reactor servicing.  Work will be performed in Kittery, Maine, and is expected to be completed by July 2019.  Fiscal 2017 other procurement (Navy) contract funds in the amount of $23,098,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-17-C-5002).

 

IAP World Services Inc., Cape Canaveral, Florida, is being awarded a $16,143,842 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N40080-14-D-0302) to exercise option three for base operations support services at the Naval Air Station, Patuxent River.  The work to be performed provides for all management supervision, labor hours, training, equipment and supplies necessary to perform base operating support services to include but not limited to providing trouble calls, minor work calls, facilities management and investment, integrated solid waste, and environmental services.  After award of this option, the total cumulative contract value will be $63,768,648.  Work will be performed in Patuxent River, Maryland, and work is expected to be completed June 2018.  No funds will be obligated at time of award.  Fiscal 2017 operations and maintenance (Navy); and fiscal 2017 Navy working capital funds in the amount $11,054,214 for recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command, Public Works Department, Patuxent River, Maryland, is the contracting activity.

 

Composite Engineering Inc., Sacramento, California, is being awarded a $37,091,710 modification (P00051) to a previously awarded firm-fixed-price contract (N00019-11-C-0024) to exercise an option for the low rate initial production of 45 BQM-177A subsonic aerial targets and associated technical data.  In addition, this modification provides for 315 mission equipment installation kits, 30 radar altimeter, technical manuals, training material/equipment, and logistics support services.  Work will be performed in Sacramento, California, is expected to be completed in April 2019.  Fiscal 2017 weapons procurement (Navy) funds in the amount of $37,091,710 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Northrop Grumman Systems Corp., Military Aircraft Systems, Melbourne, Florida, is being awarded $34,500,117 for delivery order N00019-17-F-1604 against a previously issued basic ordering agreement (N00019-15-G-0026) for incorporation of a flight management system into the E-2D Advanced Hawkeye aircraft.  This order includes integrating, installing, testing and certifying the flight management system.  Work will be performed in Woodland Hills, California (52.7 percent); and Melbourne, Florida (47.3 percent), and is expected to be completed in September 2020.  Fiscal 2015 aircraft procurement (Navy) funds in the amount of $34,500,117 are being obligated on this award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

AIR FORCE

 

Infoscitex Corp., Littleton, Massachusetts, has been awarded a $70,000,000 modification (P00009) for a ceiling increase to a previously-awarded, indefinite-delivery/indefinite-quantity contract for aerospace systems technologies and simulation-based research and development capabilities. Contractor will provide aerospace systems technology development focused on technology research areas, which include, but are not limited to, flight control laws, automation, autonomy, cooperative control and vehicle integrity management. Simulation-based research and development capabilities will be focused on constructive simulation, virtual simulation, hardware-in-the-loop simulation, flight test, multidisciplinary design activities and application of related tools and techniques needed to develop, evaluate, analyze and mature aerospace systems technologies and/or systems capabilities. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by June 14, 2021. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-15-D-2516).

 

Northrop Grumman Amherst Systems, Buffalo, New York, has been awarded a $10,367,772 firm-fixed-price modification (P00028) to a previously awarded contract for joint threat emitters. Contractor will provide an additional quantity of two Air Force joint threat emitter wideband emitter units being produced under the basic contract. Work will be performed in Buffalo, New York, and is expected to be complete by June 26, 2019. Fiscal 2015 and 2016 procurement funds are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8210-13-C-0001).

 

The Boeing Co., St. Louis, Missouri, has been awarded a $10,217,915 firm-fixed-price delivery order for joint direct attack munition (JDAM) high compact telemetry modules. Contractor will provide flight test instrumentation hardware, which is used to gather real-time JDAM weapon data during testing. Work will be performed in San Diego, California, and is expected to be complete by April 2019. This contract involves foreign military sales to Japan, The Republic of Korea, Israel, and Singapore. This award is the result of a sole-source acquisition. Fiscal  2015, 2016 and 2017 procurement funds; fiscal 2016 research and development funds; fiscal  2017 operations and maintenance funds; and foreign military sales funds in the amount of $10,217,915 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8681-14-D-0028 0017).

 

ARMY

 

Chenega Facilities Management LLC,* San Antonio, Texas, was awarded a $19,900,255 firm-fixed-price contract to provide all planning, programing, administration, management and execution necessary to perform logistics readiness support, for the 88th Regional Support Command. One bid was solicited and one bid received. Work will be performed in Fort McCoy, Wisconsin, with an estimated completion date of June 28, 2022. Fiscal 2017 operations and maintenance (Army) funds in the amount of $3,584,788 were obligated at the time of the award. U.S. Army Contracting Command, Fort McCoy, Wisconsin, is the contracting activity (W911SA-17-C-3001).

 

STG Inc.,* Reston, Virginia, was awarded a $16,643,366 modification (P00018) to contract W91RUS-14-C-0015 to provide non-personal information technology services and support requirements necessary to support the full range of operations, maintenance and defensive functions of the Army’s portion of the Global Information Grid, or LandWarNet. Work will be performed in Fort Huachuca, Arizona, with an estimated completion date of Dec. 31, 2017. Fiscal 2017 operations and maintenance (Army) funds in the amount of $16,643,366 were obligated at the time of the award.
