CONTRACTS

 

NAVY

 

eScience & Technology Solutions Inc.,* North Charleston, South Carolina (N0003917D0011); IDEAMATICS Inc.,* McLean, Virginia (N0003917D0012); and Rite-Solutions Inc.,* Pawcatuck, Connecticut (N0003917D0013), are being awarded a multiple award, indefinite-delivery/indefinite-quantity contract for the rapid product development and sustainment contract vehicle to support the Program Executive Office for Enterprise Information Systems in the design, development, implementation and sustainment of information technology systems and software supporting enterprise business services, personnel and pay, position management, recruiting and accessions, workforce development and distance support.  This multiple award contract has a base five-year ordering period with a cumulative value of $300,000,000.  This contract includes three one-year options that will only be exercised if the ceiling is not exhausted.  If all options are exercised, the ordering period could continue until July 2025.  Work will be performed in North Charleston, South Carolina (34 percent); McLean, Virginia (33 percent); Pawcatuck, Connecticut (33 percent), and is expected to be completed by July 2022. Fiscal 2017 operations and maintenance (Navy) funds in the amount of $10,000 will be applied to each of the three contracts with an initial task order issued to each contractor at the time of award. Future actions will be issued and funds obligated as individual task orders.  Contract funds will expire at the end of the current fiscal year.  The multiple award contracts were competitively procured by a small business set-aside with numerous proposals solicited via the Commerce Business Daily’s Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website, with 20 offers received.  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.

 

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $76,574,864 fixed-price-incentive, firm-fixed-price and cost-plus-fixed-fee modification to a previously awarded contract (N00024-14-C-5106) for fiscal 2017 AEGIS modernization production requirements.  This contract modification includes options which, if exercised, would bring the cumulative value of this contract action to $192,278,064.  Work will be performed in Moorestown, New Jersey (60 percent); Clearwater, Florida (38 percent); and Owego, New York (2 percent), and is expected to be completed by December 2020.  Fiscal 2017 defense-wide procurement; 2015, 2016 and 2017 other procurement (Navy); 2012 shipbuilding and conversion (Navy); and foreign military sales funding in the amount of $76,574,864 will be obligated at the time of award, of which $13,520,613 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Desbuild Inc., Hyattsville, Maryland (N40084-17-D-0063); P & S Construction Inc., North Chelmsford, Massachusetts (N40084-17-D-0064); PNH Resources Private Ltd., Singapore 757476 (N40084-17-D-0065); and KRD Enterprise Private Ltd., Singapore (N40084-17-D-0066), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award design-bid-build and design-build construction contract for construction projects at Navy Support Facility, Singapore.  The maximum dollar value including the base period and four option years for all four contracts combined is $30,000,000.  The work to be performed provides for design, construction, supervision, equipment, material, labor, and all incidental related services necessary for general building type projects (new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovations) including but not limited to aviation and aircraft facilities, marine facilities, barracks and personnel housing facilities, administrative facilities, warehouses and supply facilities, training facilities, personnel support and service facilities, security level facilities, abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and polychlorinated biphenyls).  Projects may also require comprehensive interior design and incorporation of sustainable features, and any incidental related work.  These four contractors may compete for task orders under the terms and conditions of the awarded contract.  KRD Enterprise Private Ltd. is being awarded task order 0001 at $154,362 for the repair of buildings 210-3A and 210-3B at the Port of Singapore Authority Sembawang Wharves, Singapore.  Work for this task order is expected to be completed by January 2018.  All work on this contract will be performed within the Naval Facilities Engineering Command, Far East area of responsibility in Singapore.  The term of the contract is not to exceed 60 months with an expected completion date of July 2022.  Fiscal 2017 operations and maintenance (Navy) contract funds in the amount of $184,362 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operations and maintenance (Navy).  This contract was competitively procured via the Asia Navy Electronic Commerce Online website with four proposals received.  The Naval Facilities Engineering Command, Far East, Yokosuka, Japan is the contracting activity.

 

Hydroid Inc., Pocasset, Massachusetts, is being awarded a $27,279,291 modification to a previously awarded cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00174-14-D-0001) for additional engineering services and technical expertise for the development, testing and installation of pre-planned product improvements for the Mk 18 family of unmanned underwater vehicle systems.  Work will be performed in Pocasset, Massachusetts, and is expected to be completed by November 2018.  No additional funds are being obligated at the time of this action.  The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity.

 

AIR FORCE

 

Sallyport Global Holdings, Reston, Virginia, has been awarded a six-month service contract for a not-to-exceed amount of $133,864,963. This contract provides base operations support, life support and security services.  Work will be performed at Balad Air Base, Iraq, and is expected to be complete by Jan. 30, 2018.  This award is the result of sole-source request by the government of Iraq.  Foreign military sales funds will be incrementally obligated after contract award as needed.  Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-14-C-6020).

 

BAE Systems, Rockville, Maryland, has been awarded a $45,177,892 modification (P00205) to the integration support contract to exercise an option on previously awarded contract for Ground Based Strategic Deterrent (GBSD) integration support. Contractor will provide schedule management, acquisition program documentation, program risk management, strategic planning, quality assurance, logistics planning, business and financial management, data rights, data management, systems engineering, trade studies, technical studies, and integration needs for the GBSD.  Work will be performed at Hill Air Force Base, Utah, and is expected to be complete by July 23, 2018.  Fiscal 2016 research, development, test, and evaluation funds in the amount of $210,511; and 2017 research, development, test and evaluation funds in the amount of $6,162,699 are being obligated at the time of contract modification with the remaining balance to be incrementally funded with 2016, 2017 and 2018 research, development, test, and evaluation  funding.  Air Force Nuclear Weapons Center, Hill Air Force Base, Utah, is the contracting activity (FA8214-13-C-0001).

 

University of Dayton Research Institute, Dayton, Ohio, has been awarded a $43,000,000 indefinite-delivery/indefinite-quantity contract for composite, adhesives, specialty technologies, and elastomer research. Contractor will provide systems support for improved materials and process (M&P) for field systems, next generation aircraft M&P, and novel M&P testing, evaluation, repair, development technology transition, and integration activities. This effort will address interactions between adhesives, composites, elastomers, specialty materials and various other aerospace materials to deliver solutions for aerospace customer needs. Work will be performed at Wright-Patterson Air Force Base, Ohio; and in Dayton, Ohio, and is expected to be complete by Oct. 14, 2024. Fiscal 2017 research, development, test, and evaluation funds in the amount of $40,000 are being obligated at time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-17-D-5650).

 

DEFENSE LOGISTICS AGENCY

 

Florida Ordnance Corp.,* Fort Lauderdale, Florida, has been awarded a maximum $14,003,451 firm-fixed-price contract for engine cylinder assemblies. This is a five-year contract with no option periods. This was a competitive acquisition with two offers received. Location of performance is Florida, with a Jan. 17, 2023, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through 2023 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-17-D-0101).

 

ARMY

 

Manson Construction Co., Seattle, Washington, was awarded an $11,487,450 firm-fixed-price contract for hopper dredging, deep draft, maintenance of the Freeport Harbor & Matagorda Ship Channel Entrance channels.  Bids were solicited via the Internet with three received. Work will be performed in Galveston, Texas, with an estimated completion date of March 12, 2018.  Fiscal 2015 operations and maintenance funds in the amount of $479,654.60 were obligated at the time of the award.  U.S. Army Corps of Engineers, Galveston District, Galveston, Texas, is the contracting activity (W9126G-17-C-0058).

 

Messer Construction Co., Dayton, Ohio, was awarded a $9,115,000 firm-fixed-price contract for design and construction of a Relocation Entry Control Facility.  Bids were solicited via the Internet with three received. Work will be performed in Dayton, Ohio, with an estimated completion date of Sept. 8, 2019.  Fiscal 2017 military construction funds in the amount of $9,115,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-17-C-0025).

 

T&T Construction Enterprises LLC,* Leitchfield, Kentucky, was awarded a $7,898,703 firm-fixed-price contract for construction of approximately 4,000 linear feet of sheet pile I-wall with a cast-in-place concrete form liner.  Bids were solicited via the Internet with 6 received. Work will be performed in Indianapolis, Indiana, with an estimated completion date of July 20, 2019.  Fiscal 2016 and 2017 other funds in the amount of $7,898,703 were obligated at the time of the award.  U.S. Army Corps of Engineers, Louisville District, Louisville, Kentucky, is the contracting activity (W912QR-17-C-0023).
