AIR FORCE

 

Boeing Co., Hazelwood, Missouri, has been awarded a not-to-exceed $409,000,000 indefinite-delivery/indefinite-quantity contract for next-generation thermal, power, and controls (NGT-PAC). This contract for the NGT-PAC program is a multiple government agency and industry joint effort to develop revolutionary and innovative technologies and to conduct applied research for increased knowledge and understanding of future power, thermal and controls requirements. Work will be performed in Hazelwood, Missouri, and is expected to be completed by July 2024. This award is the result of a competitive acquisition and seven offers were received. Fiscal 2017 research and development funds in the amount of $101,401 are being obligated at time of award. Air Force Research Laboratory, Wright- Patterson Air Force Base, Ohio, is the contracting activity (FA8650-17-D-2401).

 

Spectrum Services Group Inc., Sacramento, California, has been awarded a $9,900,000, two-year ordering period, indefinite-delivery/indefinite quantity, firm-fixed-price contract for Simplified Acquisition of Base Engineering Requirements (SABER) projects. This SABER contract provides for project execution of a broad range of maintenance, repair, alteration, and/or new minor construction requirements. Work will be performed at Travis Air Force Base, California, and is expected to be completed by Aug. 2, 2019.  This award is the result of a competitive acquisition and 13 offers were received.  Fiscal 2017 operations and maintenance funds in the amount of $45,338 are being obligated at the time of award.  The 60th Contracting Squadron, Travis AFB, California, is the contracting activity (FA4427-17-D-0001).

 

NAVY

 

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded $57,107,283 for not-to-exceed cost-plus-fixed fee modification P00001 to a previously awarded firm-fixed-price contract (N00019-17-C-0015) for non-recurring engineering and the retrofit of one MV-22 aircraft in support of the V-22 Common Configuration-Readiness and Modernization (CC-RAM) Program.  CC-RAM is an aircraft readiness improvement initiative to modify MV-22 aircraft to a Block C common configuration.  Work will be performed in Ridley Park, Pennsylvania (80 percent); and Fort Worth, Texas (20 percent), and is expected to be completed in December 2019.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $15,705,749 will be obligated at time of award; none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Geodesicx Inc., Chesapeake, Virginia, is being awarded an $11,472,892 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for test and evaluation support, independent verification and validation, configuration management, software quality assurance, web site maintenance, and other support services for Space and Naval Warfare Systems Center Pacific (SSC Pacific). This is one of seven multiple award contracts. All awardees will have the opportunity to compete for task orders during the ordering period.  This two-year contract includes three one-year option which, if exercised, would bring the potential value of this contract to an estimated $59,618,564.  Work will be performed in San Diego (90 percent); and at the contractor’s facilities in Virginia (10 percent), and is expected to be completed Aug. 2, 2019.  No funds will be obligated at the time of award.  Funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); and operations and maintenance (Navy) funding.  This contract was competitively procured via request for proposal N6601-16-R-0019 published on the Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website. Nine offers were received and seven were selected for award.  SSC Pacific, San Diego, California, is the contracting activity (N66001-17-D-0206).

 

Electric Boat Corp., Groton, Connecticut, is being awarded a $8,770,000 not-to-exceed, undefinitized contract action against a previously awarded contract (N00024-13-C-2128) for procurement of progressive dies for prototyping effort in support of the Columbia-class submarine program (formerly Ohio Replacement Program).  Work will be performed in Groton, Connecticut, and is scheduled to be completed by May 2018.   Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $4,380,000 will be obligated at time of award and will not expire at the end of this fiscal year.  The Supervisor of Shipbuilding Conversion and Repair, Groton, Connecticut, is the contracting activity.

 

Leidos Innovations Corp., Gaithersburg, Maryland, is being awarded a $7,161,834 cost-only modification to previously awarded contract N00024-16-C-5202 to exercise the option for spares and hardware in support of the Navy’s AN/SQQ-89A(V)15 surface ship undersea warfare systems.  The AN/SQQ-89A(V)15 is a surface ship undersea warfare combat system with the capabilities to search, detect, classify, localize and track undersea contacts, and to engage and evade submarines, mine-like small objects and torpedo threats.  Work will be performed in Norfolk, Virginia, and is expected to be completed by July 2018.  Foreign military sales; fiscal 2015, 2016, and 2017 shipbuilding and conversion (Navy ); and fiscal 2017 other procurement (Navy) funding in the amount of $7,161,834 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Coachys and Associates LLC, Canton, Georgia, has been awarded a maximum $24,439,800 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Marine Corps combat utility uniform blouses. This is an 18-month base contract with one 18-month, and two one-year option periods. This was a competitive acquisition with four responses received. Locations of performance are Georgia, Alabama, and Mississippi, with a Feb. 2, 2019, performance completion date. Using military service is Marine Corps. Type of appropriation is fiscal 2017 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-1076).

 

Telephonics Corp., Farmingdale, New York, has been awarded a maximum $23,294,344 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Chinook weapon system communication equipment. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1) based on Federal Acquisition Regulation 6.302-1. This is a three-year contract with no option periods. Location of performance is New York, with a July 31, 2020, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2020 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama (SPRRA1-17-D-0145).

 

AAR Supply Chain Inc., Wood Dale, Illinois, has been awarded a maximum $12,893,604 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for UH-60 Blackhawk weapon system turbine disks. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1) based on Federal Acquisition Regulation (FAR) 6.302-1. This is a five-year contract with no option periods. Location of performance is Illinois, with an Aug. 2, 2022, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2022 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama (SPRRA1-17-D-0152).

 

Valley Apparel LLC, Knoxville, Tennessee,* has been awarded a maximum $8,697,775 modification (P00025) exercising the third one-year option period of a one-year base contract (SPE1C1-14-D-1067) with three one-year option periods for men's sage green, fire-resistant and cold-weather flyer jackets. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Tennessee, with a Jan. 31, 2019, performance completion date. Using military services are Air Force, Navy and Marine Corps. Type of appropriation is fiscal 2017 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

ARMY

 

Z Systems Corp.,* Greenbelt, Maryland, was awarded a $20,165,030 modification (0001) to contract W52P1J-12-G-0036 for maintenance, supply, and transportation services. Work will be performed in Fort Hood, Texas, with an estimated completion date of Aug. 7, 2018. Fiscal 2017 operations and maintenance, Army funds in the amount of $20,165,030 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island, Illinois, is the contracting activity.

 

URS Federal Services Inc., Germantown, Maryland, was awarded a $14,157,454 modification (0003) to contract W52P1J-12-G-0028 for maintenance, supply and transportation logistics support services associated with Army Prepositioned Stock-5. Work will be performed in Kuwait, with an estimated completion date of Jan. 2, 2018. Fiscal 2017 operations and maintenance, Army funds in the amount of $14,157,454 were obligated at the time of the award.  U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

URS Federal Services Inc., Germantown, Maryland, was awarded a $12,138,173 modification (000214) to contract W52P1J-12-G-0028 for maintenance, supply and transportation logistics support services associated with Army Prepositioned Stock-2. Work will be performed in Germany, with an estimated completion date of Nov. 20, 2021. Fiscal 2017 operations and maintenance, Army funds in the amount of $12,138,173 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

The Boeing Co., Mesa, Arizona, was awarded a $7,432,771 cost-plus-fixed-fee Foreign Military Sales (United Kingdom) contract for engineering services and technical support. Bids were solicited via the Internet with one received. Work will be performed in the United Kingdom with an estimated completion date of Aug. 3, 2022.
