CONTRACTS

 

ARMY

 

Textron Systems Marine and Land Systems, New Orleans, Louisiana, has been awarded a $332,900,000 firm-fixed-price contract for the procurement of up to 255 mobile strike force vehicles and related fielding hardware and field representative services for system de-processing. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 13, 2024. U.S. Army Contracting Command Warren, Michigan, is the contracting activity (W56HZV-18-D-0014).

 

U.S. TRANSPORTATION COMMAND

 

XPO Logistics Worldwide Government Services, High Point, North Carolina, has been awarded a modification not to exceed $139,533,290 for the extension of the defense transportation coordination initiative contract (HTC711-07-D-0032) which provides freight transportation arrangement services.  This is an indefinite-delivery, requirements contract.  Work will be performed throughout the continental U.S., and is expected to be completed by Oct. 16, 2018.  This modification increases the total value of the contract from $2,182,536,773 to $2,322,070,063.  Fiscal 2018 defense working capital funds in the amount of $139,533,290 were obligated at time of award.  The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

 

NAVY

 

Coffman Specialties Inc., San Diego, California, is being awarded $31,100,000 for firm-fixed-price task order N6247318F4019 under a previously awarded multiple award construction contract (N62473-15-D-2442) to repair taxiway shoulders and lights at Travis Air Force Base.  The work to be performed provides for construction services for the repair of taxiway shoulder and lights for taxiways M, N, K, L, J, and offsite disposal of petroleum contaminated soil.  The work also includes environmental conservation measures for endangered species such as biological monitoring and inspections.  The task order also contains one unexercised option, which if exercised would increase cumulative task order value to $37,775,000.  Work will be performed in Fairfield, California, and is expected to be completed by January 2019.  Fiscal 2014 operations and maintenance (Air Force) contract funds in the amount of $31,100,000 are obligated on this award and will not expire at the end of the current fiscal year.  Three proposals were received for this task order.  This contract action is a re-award as a result of corrective action taken due to U.S. Armed Services Board of Contract Appeals.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

 

American Electronics Inc.,* California, Maryland, is being awarded a $27,581,636 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering, technical and management services in support of Naval Air Warfare Center Aircraft Division, St. Inigoes, Maryland.  These services shall support the Rapid Capability Engineering Department (AIR-4.11) and the Engineering, Prototyping and Business Operations Division (AD-4.11.5). Work will be performed at St. Inigoes, Maryland (80 percent); California, Maryland (10 percent); and other locations in the U.S. (10 percent), and is expected to be completed in December 2022.  No funds are being obligated at the time of award. Funding will be obligated on individual delivery orders as they are issued.  This contract was competitively procured as a 100 percent small business set-aside via an electronic request for proposals; four proposals were received.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-18-D-0003).

 

Programs Management Analytics and Technologies Inc.,* Norfolk, Virginia, is being awarded a $7,424,213 cost-plus-fixed-fee contract to perform integrated mission platform and collaborative targeting (IMPaCT) analysis in support of the Office of Naval Research.  This contract provides for the demonstration of the operational impact of replacing large volumes of compact messages with tailored detailed messages for a given operational area by using shore-side analytics using IMPaCT.  Work will be performed in San Diego, California (45 percent); Denver, Colorado (40 percent); and Patuxent River, Maryland (15 percent), and is expected to be completed in October 2020.  Fiscal 2017, research, development, test and evaluation (Navy) funds in the amount of $100,000 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was competitively procured via a broad agency announcement; five offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-18-C-0028).

 

AIR FORCE

 

Tunista Services LLC, Honolulu, Hawaii, has been awarded a $7,377,904 firm-fixed-price contract for operations, maintenance, and support services at Melrose Air Force Range.  Work will be performed in Melrose, New Mexico, and is expected to be completed by Nov. 30, 2021.  This award is the result of a competitive acquisition with five offers received.  Fiscal 2018 operations and maintenance funds in the amount of $5,506,472 are being obligated at the time of award. The 27th Special Operations Contracting Squadron, Cannon Air Force Base, New Mexico, is the contracting activity (FA4855-18-C-0001).
