CONTRACTS

 

NAVY

 

Jacobs Ewingcole A JV, Pasadena, California, is being awarded a maximum amount $99,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, architect-engineering contract for multi-discipline services for large projects under the military construction program in the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).  The work to be performed provides for preparation of design-bid-build construction contract packages; site investigations; cost estimates; post construction award services; preparation of request for proposals for design-build projects; studies and report related to the design of new facilities; technical reviews of government-prepared designs and design-build packages; preparation of planning and programming support documents; coordination of various technical disciplines; and identification and abatement methods for existing hazardous materials.  Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Southwest AOR including, but not limited to California (87 percent); Arizona (5 percent); Nevada (5 percent); Colorado (1 percent); New Mexico (1 percent); and Utah (1 percent), and is expected to be completed by November 2022.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by military construction (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity (N62473-18-D-5801).

 

Neptec Design Group Ltd, Kanata, Ontario, Canada, is being awarded a $13,750,676 firm-fixed-price contract for a space-qualified light detection and ranging pose sensor.  This contract contains an option, which if exercised, will bring the contract value to $15,046,531. 

Work will be performed in Kanata, Ontario, Canada, and is expected to be completed April 20, 2020.  If the sole option is exercised the delivery date for it shall be 29 months from date of exercise.  Fiscal 2017 research, development, test and evaluation funds in the amount of $1,058,953 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured under a request for proposal number N00173-17-R-WR01, with one offer received.  The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity (N00173-18-C-6002).

 

Northrop Grumman Systems Corp., Woodland Hills, California, is being awarded $10,709,752 for firm-fixed-price delivery order 3000 against a previously issued basic ordering agreement (N00019-15-G-0026). This delivery order provides for the delivery of 54 technical refresh mission computers for incorporation into the production line H-1 aircraft.  Work will be performed in Baltimore, Maryland (42 percent); Salt Lake City, Utah (38 percent); and Woodland Hills, California (20 percent), and is expected to be completed in May 2020.  Fiscal 2016, 2017 and 2018 aircraft procurement (Navy); and fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $10,709,752 are being obligated at time of award, $793,904 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

BAE Systems San Diego Ship Repair Inc., San Diego, California, is being awarded an $8,788,214 cost-plus-award-fee modification to a previously awarded contract (N00024-16-C-2439) to exercise the option for the accomplishment of the fitting out availability (FOA) for the LPD 27 amphibious transport dock ship and for continued efforts associated with the post shakedown availability (PSA) for the LPD 26 amphibious transport dock ship.  BAE Systems will provide efforts including program management, planning, engineering, design, liaison, scheduling, labor and procurement of incidental material in support of the availabilities.  Work will be performed in San Diego, California.  LPD 26 PSA work is expected to be completed by February 2018 and LPD 27 FOA work is expected to be completed by October 2018.  Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $5,060,822 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

Lockheed Martin Space Systems Co., Huntsville, Alabama, is being awarded a $80,648,725 competitive, fixed-price-incentive-firm-target contract for the modified ballistic re-entry vehicle/re-entry vehicle separation modules, including: development; production; storage and surveillance; maintenance of delivered hardware and software; and transportation of end items to the designated launch vehicle provider. Options include additional quantity, integration, analysis, and mission support. The contract will be incrementally funded and fiscal 2017 research, development, test and evaluation funds in the amount of $8,000,000 are being obligated at the time of award. Work will be performed in Huntsville, Alabama. This award is the result of a competitive acquisition that was posted to the Federal Business Opportunities website, and two proposals were received. The period of performance is contract award through Dec. 31, 2022. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-18-C-0007).

 

ARMY

 

BAE Systems Ordnance Systems Inc., Kingsport, Tennessee, has been awarded a $51,919,855 modification (P00651) to contract DAAA09-98-E-0006 for design, construction and commissioning of steam and gas plant at Holston Army Ammunition Plant. Work will be performed in Kingsport, Tennessee, with an estimated completion date of Jan. 22, 2020.  Fiscal 2017 other procurement (Army) funds in the amount of $51,919,855 were obligated at the time of the award. Army Contracting Command Rock Island, Rock Island, Illinois, is the contracting activity.

 

National Academy of Sciences, Washington, District of Columbia, has been awarded a $30,000,000 cost contract to provide a board that will serve as the convening authority to conduct, facilitate, and manage periodic discussions, workshops and studies on science and technical topics of interest to the Army. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 20, 2022. Army Contracting Command Aberdeen Proving Ground, Aberdeen, Maryland is the contracting activity (W911NF-18-D-0002).

 

Power Secure Inc., Wake Forest, North Carolina, has been awarded a $10,900,007 modification (P00002) to contract W912EP-18-C-0003 to repair and restore the electric power grid in Puerto Rico. Work will be performed in San Juan, Puerto Rico, with an estimated completion date of Dec. 17, 2017. Fiscal 2018 Federal Emergency Management Agency funds in the amount of $10,900,007 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity.

 

Oshkosh Defense LLC, Oshkosh, Wisconsin, has been awarded a $7,703,306 fixed-price-incentive contract for recapitalized trucks and trailers.  Bids were solicited via the Internet with one received. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Nov. 21, 2017.  Fiscal 2014 and 2015 other procurement (Army) funds in the amount of $7,703,306 were obligated at the time of the award.  Army Contracting Command Warren, Michigan is the contracting activity (W56HZV-15-D-0031 001 12).

 

AIR FORCE

 

Booz Allen Hamilton, McLean, Virginia, has been awarded a $14,744,131 cost-plus-fixed-fee, completion type contract for research and development.  The contract provides for applied and advanced research and development where the overall and primary research objective of the virtual combat studies and analysis task is to maintain and improve the virtual combat lab's virtual and constructive modeling, simulation, and analysis experimental technologies.  Work will be performed at Wright-Patterson Air Force Base, Ohio; Dayton, Ohio; and McLean, Virginia, with an expected completion date of Feb. 21, 2023.  This contract was a competitive acquisition and three offers were received.  Fiscal 2017 research and development funds in the amount of $1,003,000 are being obligated at time of award.  Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-18-C-1010).

 

Tecolote Research Inc., Goleta, California, has been awarded a $7,083,673 modification (22) to a previously awarded task order (FA8802-13-D-0002 RS01) for advisory and assistant services to support the Space and Missile Systems Center remote sensing systems directorate.  Work will be performed at Los Angeles Air Force Base, California; Buckley Air Force Base, Colorado; and Boulder, Colorado, with an expected completion date of Sept. 8, 2018.  Fiscal 2018 research, development, test, and evaluation funds in the amount of $613,442; and fiscal 2018 space procurement funds in the amount of $5,325,314 are being obligated at time of award.  Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
