ARMY

 

The Louis Berger Group Inc., Washington, District of Columbia, was awarded an $860,000,000 modification (P00011) to contract W911WN-15-D-0001 to support critically needed temporary power for Puerto Rico and the Virgin Islands. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 30, 2018. U.S. Army Corps of Engineers, Pittsburgh, Pennsylvania, is the contracting activity.

 

LEIDOS Innovations Corp., Gaithersburg, Maryland, was awarded a $22,626,937 modification (P00022) to contract W911W4-16-C-0002 to provide service to Intelligence and Security Command G-3 Foundry Service in Korea. Work will be performed at Fort Belvoir, Virginia, with an estimated completion date of Nov. 30, 2018. Fiscal 2018 operations and maintenance (Army) funds in the amount of $22,626,937 were obligated at the time of the award. Army Contracting Command, Warren, Michigan, is the contracting activity. Laibe Corp.,* Indianapolis, Indiana, was awarded a $10,365,625 firm-fixed-price contract for the procurement of three water well drilling systems, support, storage and transportation. Bids were solicited via the Internet with one bid received. Work will be performed in Indianapolis, Indiana, with an estimated completion date of Nov. 22, 2020. Fiscal 2017 other procurement funds in the amount of $10,365,625 were obligated at the time of the award. The Army Contracting Command Warren, Michigan, is the contracting activity (W56HZV-18-D-0023).

 

CORRECTION:  The contract announced on Nov. 21, 2017, to National Academy of Sciences for $30,000,000 has not yet been awarded (W911NF-18-D-0002).

 

NAVY

 

BAE Systems Information and Electronic Systems Integration Inc., Nashua, New Hampshire, is being awarded $75,905,989 for firm-fixed-price delivery order N0010418FMM03 under a previously awarded basic ordering agreement (N00104-16-G-0726) for the new manufacture of T-1687/ALE-70(V) countermeasures in support of PMA272 Air Expendable Countermeasures Program.  Work will be performed in Nashua, New Hampshire, and is expected to be completed by March 2020.  Fiscal 2017 procurement of ammunition (Navy and Marine Corps) funds (52 percent); fiscal 2017 procurement of aircraft (Air Force) funds (30 percent); and 2016 procurement of aircraft (Air Force) funds (18 percent) in the full amount of $75,905,989 will be obligated to fund the delivery order, and funds will not expire at the end of the current fiscal year.  This non-competitive requirement was solicited in accordance with 10 U.S. Code 2304(c)(1),  with one offer received.  Naval Supply Systems Command Weapon Systems Support, Mechanicsburg, Pennsylvania, is the contracting activity.

 

L-3 Unidyne Inc., Norfolk, Virginia, is being awarded a $19,816,901 cost-plus-fixed-fee modification to a previously awarded contract (N66604-17-C-3107) to continue services for the Naval Array Technical Support Center (NATSC).  The Naval Undersea Warfare Center’s Newport Division NATSC facility provides lifecycle support for Navy towed arrays. Services are required on a continuing basis to ensure sufficient inventory levels to serve the Navy’s missions. This modification increases the value of the basic contract to a new total value of $26,193,258.  Work will be performed in Newport, Rhode Island, and is expected to be completed by July 2018.  Service cost center funding in the amount of $9,316,901 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Undersea Warfare Center Newport Division, Newport, Rhode Island, is the contracting activity.

 

Huntington Ingalls Industries Newport News Shipbuilding, Newport News, Virginia, was awarded an $8,029,299 modification to previously awarded contract N00024-18-C-4314 to exercise option contract line item number 0008 for Headquarters Nuclear Alteration Planning and Execution in support of USS Boise (SSN 764) engineered overhaul.  Work will be performed in Newport News, Virginia, and is expected to be completed by February 2021.  Fiscal 2018 other procurement (Navy) funding in the amount of $3,891,530 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Supervisor of Shipbuilding, Conversion and Repair, U.S. Navy, Newport News, Virginia, is the contracting activity. Lockheed Martin Corp., Baltimore, Maryland, is being awarded a $22,748,516 cost-plus-fixed-fee modification to a previously awarded contract (N00024-11-C-2300) to exercise an option for class services in support of foreign military sales for the Littoral Combat Ship program.  Work will be performed in Hampton, Virginia (41 percent); Moorestown, New Jersey (38 percent); and Washington, District of Columbia (21 percent), and is expected to be completed by July 2018.  Foreign military sales funds for the Kingdom of Saudi Arabia in the amount of $22,748,516 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Vericor Power Systems LLC, Alpharetta, Georgia, is being awarded a $19,169,760 firm-fixed-price contract for the manufacture, testing and delivery of ETF40B marine gas turbine engines in support of the Landing Craft Air Cushion (LCAC) Service Life Extension Program (SLEP). The LCAC engines are an integral part of the LCAC SLEP. These engines are provided to the SLEP contractor as government-furnished equipment for installation into existing LCACs. The SLEP will extend the service life of LCAC an additional 10 years; sustain/enhance craft capability; replace obsolete electronics; repair corrosion damage; reduce life cycle cost by improving reliability and maintainability; increase survivability; and establish a common configuration baseline. This contract includes options which, if exercised, would bring the cumulative value of this contract to $32,130,435.  Work will be performed in Winnipeg, Manitoba, Canada, and is expected to be completed by April 2020.  Fiscal 2017 shipbuilding and conversion (Navy) funds in the amount of $19,169,760 will be obligated at time of award and not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-4100).

 

General Dynamics Mission Systems Inc., Pittsfield, Massachusetts, is being awarded a $9,500,217 cost-plus-incentive-fee modification to a previously awarded contract (N00024-15-C-6228) to exercise options for the engineering service and production of technology insertion 16 multipurpose processors and total ship monitoring systems.  Work will be performed in Fairfax, Virginia (53 percent); and Pittsfield, Massachusetts (47 percent), and is expected to be completed by May 2019.  Fiscal 2018 other procurement (Navy); fiscal 2018 research, development, test and evaluation (Navy); and fiscal 2017 and 2018 shipbuilding and conversion (Navy) funding in the amount of $9,500,217 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

AIR FORCE

 

Raytheon Co. - Missile Systems, Tucson, Arizona, has been awarded a $59,725,813 combined firm-fixed-price and cost-reimbursable contract for Enhanced Paveway II's support equipment and support hours.  Work will be performed at Tucson, Arizona, with an expected completion date of Feb. 28, 2019.  This was a sole-source acquisition.  Fiscal 2016 and 2018 procurement funds in the amount of $59,725,813 are being obligated at time of award.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8681-18-C-0010).

 

Elta North America Inc., Annapolis Junction, Maryland, has been awarded a not-to-exceed $39,270,867 undefinitized contract action for counter unmanned aerial system supplies.  This contract provides counter unmanned aerial system in support of U.S. Strategic Command joint emergent operational needs.  Work will be performed at Annapolis Junction, Maryland, with an expected completion date of March 27, 2018.  This contract was a sole-source acquisition.  Fiscal 2016 and 2018 procurement funds in the amount of $19,242,725 are being obligated at time of award.  Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-18-C-0007).

 

DEFENSE LOGISTICS AGENCY

 

General Dynamics Ordnance and Tactical Systems, Williston, Vermont, has been awarded a maximum $14,732,973 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for machine gun barrels. This is a three-year contract with no option periods. This was a competitive acquisition with one response received. Location of performance is Vermont, with a Dec. 24, 2021, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2021 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-D-0015).

 

Peckham Vocational Services,** Lansing, Michigan, has been awarded a maximum $11,815,335 firm-fixed-price contract for cold-weather undergarments. This was a mandatory acquisition with one response received. This is a one-year base contract with two one-year option periods. Location of performance is Michigan, with a Nov. 21, 2018, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-18-D-N029).

 

EFW Inc., Fort Worth, Texas, has been awarded a maximum $7,815,783 firm-fixed-price contract for V-22 integrated avionics processors. This was a sole source acquisition using justification 10 U.S.C. 2304 (c)(1). This is a four-year contract with no option periods. Locations of performance are Texas and Israel, with an April 30, 2021, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 through fiscal 2021 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania (SPRPA1-18-F-L800).

 

M&M Manufacturing, LLC,*** Lajas, Puerto Rico, has been awarded a maximum $7,079,188 modification (P00023) exercising the fourth one-year option period of a one-year base contract (SPM1C1-14-D-1015) with four one-year option periods for various types of coats and trousers. The modification brings the maximum dollar value of the contract to $30,970,285 from $23,891,097. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Puerto Rico, with a May 28, 2019, estimated performance completion date. Using customers are Air Force and Afghanistan government. Types of appropriation are fiscal 2018 through 2019 defense working capital and foreign military sales funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
