CONTRACTS

 

NAVY

 

Lockheed Martin Corp., Baltimore, Maryland, is being awarded a $481,169,145 not-to-exceed undefinitized contract action for long-lead-time material in support of the construction of four Multi-Mission Surface Combatant (MMSC) ships.  The MMSC is a lethal and highly-maneuverable surface combatant capable of littoral and open-ocean operation.  This contract involves foreign military sales to the kingdom of Saudi Arabia.  Work will be performed in Walpole, Massachusetts (32 percent); Washington, District of Columbia (20 percent); Moorestown, New Jersey (15 percent); Germany (10 percent); Beloit, Wisconsin (9 percent); Sweden (8 percent); St. Charles, Missouri (4 percent), and Canada (2 percent), and is expected to be completed by October 2024.  Foreign military sales funds for the kingdom of Saudi Arabia in the amount of $240,584,569 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured, in accordance with 10 U.S. Code 2304(c)(4) (the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the procurement of the property or services for such government, have the effect of requiring the use of procedures other than competitive procedures).  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-2301).

 

The Boeing Co., Seattle, Washington, is being awarded a $282,275,771 modification to a previously awarded firm-fixed-price contract (N00019-14-C-0067) for procurement of long lead parts associated with the manufacture of 19 Lot 10 P-8A aircraft for the U.S. Navy (10) and the governments of Norway (5) and the United Kingdom (4).  Work will be performed in Seattle, Washington (82.5 percent); Baltimore, Maryland (2.7 percent); Greenlawn, New York (2.4 percent); Cambridge, United Kingdom (1.6 percent); North Amityville, New York (.9 percent); Rockville, Illinois (.7 percent); Rancho Santa Margarita, California (.6 percent); Dickinson, North Dakota (.6 percent), and various locations throughout the United States (8 percent), and is expected to be completed in March 2022.  Fiscal 2018 aircraft procurement (Navy) and foreign military sales funds in the amount of $282,275,771 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This modification combines purchases for the U.S. Navy ($140,333,000; 49.7 percent); the governments of Norway ($81,110,155; 28.7 percent) and the United Kingdom ($60,832,616; 21.6 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Booz Allen Hamilton Inc., McLean, Virginia (N6523618D4806); CENTRA Technology Inc., Burlington, Massachusetts (N6523618D4807); ECS Federal LLC, Fairfax, Virginia (N6523618D4808); ManTech SRS Technologies Inc., Herndon, Virginia (N6523618D4809); and Schafer Government Services LLC, Arlington, Virginia (N6523618D4810), are each being awarded a combined $204,308,895 multiple award, indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, with provisions for firm-fixed-price delivery/task orders, performance-based contract.  The contracts are for technical, programmatic, financial, and administrative support services for existing and future Defense Advanced Research Projects Agency Tactical Technology Office programs. These contracts include options, which if exercised, would bring the cumulative value of these contracts to an estimated $225,761,154.  Work will be performed in Arlington, Virginia, and is expected to be completed by February, 2023.  If all options are exercised, work could continue until August 2024.  Fiscal 2018 research, development, test and evaluation contract funds in the amount of $25,000 will be obligated at the time of award.  Each contractor will be awarded $5,000 at the time of award.  Contract funds will not expire at the end of the current fiscal year.  The multiple award contracts were competitively procured by full and open competition via the Space and Naval Warfare Systems Center e-Commerce Central website and the Federal Business Opportunities website, with five offers received.  Space and Naval Warfare Systems Center Atlantic, Charleston, South Carolina, is the contracting activity.

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $24,860,231 modification to a previously awarded cost-plus-incentive-fee contract (N00019-14-C-0040) to update and revise F-35A integration requirements in accordance with the letter of offer and acceptance in support of the government of Japan.  Additionally, this modification updates program management tasking, to include additional meetings and translator services.  Work will be performed in Misawa, Japan (50 percent); Ichigaya, Japan (5 percent); Jujo, Japan (5 percent); Yokota, Japan (5 percent); Fort Worth, Texas (30 percent); and Orlando, Florida (5 percent), and is expected to be completed in March 2021.  Foreign military sales funds in the amount of $24,860,231 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded  $24,000,000 for modification P00007 to a previously issued cost-plus-fixed-fee delivery order (N0001917F0108) placed against basic ordering agreement N00019-14-G-0020.  This modification provides for the procurement of Integrated Core Processor prototypes to support laboratory system integration for all Joint Strike Fighter aircraft variants.  Work will be performed in Fort Worth, Texas, and is expected to be completed in April 2019.  Fiscal 2018 research, development, test and evaluation (Marine Corps) funds in the amount of $11,100,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Telephonics Corp., Farmingdale, New York, is being awarded a $13,305,279 firm-fixed-price contract that provides for the establishment of core depot-level maintenance and repair capability at Fleet Readiness Center Southwest (FRCSW), San Diego, California, for AN/APS-153 Advance Radar Periscope Detection and Discrimination system installed on the MH-60R helicopter.  Work will be performed in Farmingdale, New York (34.4 percent); Boston, Massachusetts (29 percent), Owego, New York (24.1 percent). Corona, California (9 percent), Baltimore, Maryland (3.3 percent); and at FRCSW San Diego, California (0.2 percent); and is expected to be completed in September 2020.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $13,305,279 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-18-C-0244).

 

Rockwell Collins, Elbit Systems of America Vision Systems, Fort Worth, Texas, is being awarded $12,260,460 for firm-fixed-price delivery order N0001918F2507 against a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-15-D-0024).  This order provides for the production and delivery of 69 Joint Helmet Mounted Cueing Display Night Vision Cueing and Display Systems (each system includes 1 night vision device and 1 night display adapter); 174 Gen3 16 millimeter image intensifier tubes; and technical data.  Work will be performed in Merrimack, New Hampshire (79 percent), Wilsonville, Oregon (15 percent), Atlanta, Georgia (4 percent); and Fort Worth, Texas (2 percent), and is expected to be completed in February 2020.  Fiscal 2016, 2017 and 2018 other procurement (Navy) funds in the amount of $12,260,460 will be obligated at time of award; $182,953 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Cianbro Corp., Pittsfield, Maine, is being awarded a $7,709,000 firm-fixed-price contract for repair of north and south Helix House ice shields at Naval Computer and Telecommunications Area, Master Station Atlantic Detachment Cutler.  The work to be performed provides for repairs of the north and south Helix House ice shields through replacement.  In total, six ice shields each will be replaced.  Steel components utilizing a corrosion resistant finish will be used in order to fight future corrosion buildup from constant exposure to the salt air.  Key components to be repaired include: temporary support, scaffolding, roof protection, testing and inspections, cranes, ice shield plate and supports, structural frames and trusses, corrosion resistant coating systems, column connections, roof patching, platforms, and access ladders.  The contract also contains two unexercised options, which if exercised, would increase cumulative contract value to $14,095,000.  Work will be performed in Cutler, Maine, and is expected to be completed by November 2018.  Fiscal 2018 operation and maintenance (Navy) contract funds in the amount of $7,709,000 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-C-8713).

 

MISSILE DEFENSE AGENCY

 

Northrop Grumman Systems Corp., Huntsville, Alabama, is being awarded a non-competitive, indefinite-delivery/indefinite-quantity contract (HQ0147-18-D-0005) with a maximum ceiling value of $475,000,000 under the statutory authority of 10 U.S.Code 2304 (c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  The majority of the work under this contract is specific to the development, integration, testing and fielding of complex advanced discrimination techniques, operation and sustainment of complex modeling and simulation techniques and tools used to model Ballistic Missile Defense Systems (BMDS) capabilities. The efforts associated with discrimination is a first-time development of advanced discrimination algorithms, and involves highly complex software development and test requirements. This contract will conduct specialized development, operations, maintenance, testing and integration for various systems and Missile Defense Agency directorates supporting the BMDS mission.  Task Order 1 in the amount of $9,861,853 for program management; and Task Order 2 for BMDS development in the amount of $143,001,630, will be issued at time of award.  The work will be performed in Huntsville, Alabama; Colorado Springs, Colorado; Boulder, Colorado; and Azusa, California.  The ordering period is from March 2, 2018, through March 2, 2023.  One offer was solicited and one offer was received.  Fiscal 2018 research, development, test and evaluation funds in the amount of $100,000 will be issued at time of award Task Order 1; and $3,337,000 for Task Order 2.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

 

AIR FORCE

 

InDyne Inc., Sterling, Virginia, has been awarded a $417,799,124 firm-fixed-price contract for operations and maintenance of the Solid State Phased Array Radar System (SSPARS). This contract provides for all non-personal services, administrative, financial, and managerial resources necessary on a continuous 24-hours-a-day, 7-days-a-week basis to support the five SSPARS installations/sites.  Work will be performed at Beale Air Force Base, California; Cape Cod Air Force Station, Massachusetts; Clear AFS, Alaska; Royal Air Force Fylingdales, United Kingdom; and Thule Air Base, Greenland.  Work is expected to be complete by April 30, 2026. This award is the result of a competitive acquisition and six offers were received. Fiscal 2018 operations and maintenance funds in the amount of $34,598,258 are being obligated at the time of award.  The 21st Contracting Squadron, Peterson AFB, Colorado, is the contracting activity (FA2517-18-C-8000).

 

Datum Software Inc.,* Johns Creek, Georgia (FA8771-12-D-1001 P00017); Diligent Consulting Inc.,* San Antonio, Texas (FA8771-12-D-1003 P00017); Diversified Technical Services Inc.,* San Antonio, Texas (FA8771-12-D-1004 P00018); Excellus Solutions LLC, McLean, Virginia (FA8771-12-D-1006 P00017); Segue Technologies Inc.,* Arlington, Virginia (FA8771-12-D-1009 P00017); and SI Systems Technologies,* Folsom, California (FA8771-12-D-1010 P00017), have been awarded a combined, not-to-exceed $400,000,000 modification to increase the ceiling amount on their previously awarded indefinite-delivery/indefinite-quantity contract.   These modifications provides contracting offices with a primary source for NetCentric application services such as sustainment, migration, integration, training, help-desk support, testing and operation support.  Work will be performed at various locations in the U.S. and around the world, and is expected to be complete by June 20, 2022. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Maxwell Air Force Base, Alabama, is the contracting office.

 

UTAS, a division of Goodrich, Westford, Massachusetts, has been awarded a $51,231,732 predominantly firm-fixed modification (P00002) to previously awarded indefinite-delivery/indefinite-quantity contract FA8620-18-D-3014 for the DB-110 Tactical Reconnaissance Pod Program.  The modification allows for the Qatar and Jordan programs to enter into the contract, includes the addition of site survey, and raises the price ceiling of the contract to $74,131,397.  Work will be performed in Westford, Massachusetts, and is expected to be complete by March 1, 2021.  This award is the result of a sole-source acquisition, and involves 100 percent foreign military sales. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

George Mason University, Fairfax, Virginia, has been awarded a $25,520,067 cost-reimbursement contract for Mobile Unmanned/Manned Distributed Lethality Airborne Network (MUDLAN). This contract demonstrates airborne high bandwidth, multi-beam common data link, autonomous connectivity between tactical data links Transition and Distribution/Access/Range Extension (DARE) Joint Area Layer Network (JALN) layers within pod-mounted systems high bandwidth, directional, multi-beam communications long haul, high date rate connectivity to swarming unmanned aircraft systems and small unmanned aircraft systems. Work will be performed in Fairfax, Virginia, and is expected to be complete by March 2, 2021. This award is the result of a competitive acquisition and two offers were received. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-18-C-0033).

 

The A-Tech Corp., Albuquerque, New Mexico, has been awarded a $13,685,414 cost-plus-fixed-fee completion task order.  This task order provides for required research and development in basic physics, engineering, design, development, integration, technical analysis, and testing.   Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be complete by Dec. 18, 2020.  Fiscal 2018 research and development funds in the amount of $1,250,000 are being obligated at the time of award. This contract was a competitive acquisition and one offer was received.  Air Force Research Laboratory, Kirtland AFB, New Mexico, is the contracting activity (FA9453-18-F-0003).

 

Universal Propulsion Co.  Inc., Fairfield, California, has been awarded an $11,923,555 ceiling indefinite-quantity/indefinite-delivery firm-fixed-price contract. This contract provides for the supply of multiple national stock numbers for the F-16 and B1-B egress systems, which includes the manufacture of detonating transfer assembly lines. Work will be performed in Fairfield, California, and is expected to be completed by March 4, 2023. This award is the result of a sole-source acquisition. This contract involves foreign military sales to multiple countries. Fiscal 2016 and 2017 Air Force and Navy munitions funds in the amount of $753,783; and foreign military sales funds in the amount of $3,038,648, are being obligated at the time of award.  Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8213-18-D-0003).

 

The A-Tech Corp., Albuquerque, New Mexico, has been awarded a $7,456,287 cost-plus-fixed-fee modification (28) to previously awarded contract FA9453-14-D-0312, task order 0004. This modification provides for the delineation of efforts required by the Advanced Space Power Program.  The areas of exploration will include energy generation, energy storage, and power management and distribution. This modification brings the total cumulative face value of the task order to $10,571,775.  Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be complete by Dec. 21, 2020. Fiscal 2017 and 2018 research and development funds in the amount of $398,603 are being obligated at the time of award.  Air Force Research Laboratory, Kirtland AFB, New Mexico is the contracting activity.

 

ARMY

 

 

Special Applications Group LLC,* Tampa, Florida, has been awarded a $90,000,000 firm-fixed-price contract for aviation training over and above the capacity of the Aviation Center of Excellence and operations support to the three Army Aviation Training Sites. Bids were solicited via the internet with seven received. Work locations and funding will be determined with each order, with an estimated completion date of May 14, 2023. Heffler Contracting Group,* El Cajon, California, has been awarded a $22,590,080 firm-fixed-price contract for design and build construction of an Emergency Services Center at Fort Hunter Liggett, California. Bids were solicited via the Internet with one received. Work will be performed in Fort Hunter Liggett, California, with an estimated completion date of Sept. 3, 2019. Fiscal 2015, 2017 and 2018 military construction; and operations and maintenance Army funds, in the combined amount of $22,590,080 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-18-C-0011).

 

Clark Construction Enterprises LLC,* St. Martinville, Louisiana, has been awarded a $15,569,358 firm-fixed-price contract for New Orleans to Venice, Hurricane Protection System, Non Federal Levee, Magnolia Pump Station, Plaquemines Parish, Louisiana. Bids were solicited via the Internet with three received. Work will be performed in West Pointe à la Hache, Louisiana, with an estimated completion date of Aug. 13, 2020. Fiscal 2014 other, flood control, emergency funding funds in the amount of $15,569,358 were obligated at the time of the award. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-18-C-0019).

 

Lockheed Martin Corp., Grand Prairie, Texas, has been awarded an $11,350,213 modification (P0005) to contract W31P4Q-13-G-0003 to provide Patriot Advanced Capability Missile Segment Enhancement services to support the Integrated Air and Missile Defense program with flight test and integration support as well as Software Fire Solution Computer. Work will be performed in Grand Prairie, Texas, with an estimated completion date of Dec. 31, 2018. Fiscal 2018 research, development, test and evaluation funds in the amount of $3,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Benham - Mead & Hunt, Oklahoma City, Oklahoma, has been awarded a $9,000,000 firm-fixed-price contract for architect and engineer services primarily for Air Force Reserve projects but could include other military projects within the Great Lakes and Ohio River Division mission boundaries. Bids were solicited via the Internet with 20 received. Work locations and funding will be determined with each order, with an estimated completion date of March 2, 2018. DEFENSE LOGISTICS AGENCY

 

Kidde Technologies Inc., doing business as Kidde Dual Spectrum, Wilson, North Carolina, has been awarded a maximum $10,239,012 firm-fixed-price, indefinite-delivery/definite-quantity contract for fire extinguishers. This was a sole-source acquisition using justification 10 U.S.Code 2304 (c)(1). This is a five-year contract with no option periods. Location of performance is North Carolina, with a March 2, 2023, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through fiscal 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-D-0062).

 

Patten Co. Inc.,* Lake Worth, Florida, has been awarded a maximum $9,900,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for life rafts. This is a small business set-aside with one offer received. This is a two-year contract with three one-year option periods. Maximum dollar amount is for the life of the contract. Location of performance is Florida, with a March 4, 2023, performance completion date. Type of appropriation is fiscal 2018 through fiscal 2023 defense working capital funds.
