Contracts For March 8, 2018

CONTRACTS

 

ARMY

 

Raytheon Co. Intelligence and Information Systems, Garland, Texas (W56KGY-18-D-0002); and Palantir Technologies Inc., Palo Alto, California (W56KGY-18-D-0003), will share in an $876,000,000 firm-fixed-price contract for Distributed Common Ground System-Army Capability Drop 1, requirements consists of a commercial item that is a combined hardware and software solution to meet the interoperability, security, training, usability, and data management capabilities. Bids were solicited via the Internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of March 8, 2028. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

 

Airbus Helicopters Inc., Grand Prairie, Texas, was awarded a $273,289,949 firm-fixed-price contract for procurement of 35 UH-72A aircraft. One bid was solicited with one bid received. Work will be performed in Columbus, Mississippi, with an estimated completion date of March 8, 2021.  Fiscal 2017 and 2018 aircraft procurement (Army) funds in the amount of $136,644,970 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-18-C-0007).

 

Day & Zimmermann Inc., Parsons, Kansas (W52P1J-18-D-0001); and Nammo Pocal Inc., Scranton, Pennsylvania (W52P1J-18-D-0002), will share in a $84,515,216 cost-plus-fixed-fee contract for the load, assemble, and pack of 60mm and 81mm full-range practice cartridges. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2023. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

AIR FORCE

 

Orbital ATK, Fort Worth, Texas, has been awarded an $86,402,055 firm-fixed-price, undefinitized contract action for the Afghanistan Air Force AC-208 armed intelligence surveillance and reconnaissance aircraft requirement.  Work will be performed in Fort Worth, Texas, and is expected to be complete by June 9, 2019.  This contract involves pseudo foreign military sales.  This award is the result of a sole-source acquisition.  Fiscal 2017 Afghan security forces funds in the amount of $42,337,007 are being obligated at the time of award.  645th Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-18-C-4023).

 

Raytheon Co., Space and Airborne Systems, El Segundo, California, has been awarded a $39,901,565 cost-plus-fixed-fee modification (P00004) to previously awarded contract FA8119-17-D-0015 for B-2 antenna supplemental work. The modification brings the total cumulative face value of the contract to $113,738,669, and provides for the production of an additional two B-2 antenna tool aids.  Work will be performed in El Segundo, California, and is expected to be complete by Sept. 7, 2021. Tinker Air Force Base, Oklahoma City, Oklahoma, is the contracting activity.

 

Moog Inc., Elma, New York, was awarded a $27,616,139 modification (P00008) to previously awarded indefinite-delivery/requirements contract FA8118-15-D-0001 for the overhaul of the B-2  hydraulic servocylinder contract line item numbers during option periods two, three, and four.  This modification brings the total cumulative face value to $100,061,258.  Work will be performed in Elma, New York, and is expected to be complete by May 7, 2020.  The award was the result of a sole-source acquisition.  Air Force Sustainment Center, Tinker Air Force Base, Oklahoma is the contracting activity. The Boeing Co., Defense, Space and Security, St. Louis, Missouri, has been awarded a $22,032,269 firm-fixed-price modification (P00017) to previously awarded contract FA8621-16-C-6397 for mission training center services on contractor-furnished, high-fidelity simulation equipment.  This modification provides the simulation capability to train pilots and weapons system operators for F-15C and F-15E aircraft platforms.  Work will be performed at Seymour Johnson Air Force Base, North Carolina; Mountain Home Air Force Base, Idaho; Langley Air Force Base, Virginia; Kadena Air Base, Japan; and Royal Air Force, Lakenheath, England, and is expected to be complete by June 30, 2019.  This award is a result of a sole-source acquisition.  Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contract activity.  Awarded March 7, 2018

 

NAVY

 

Huntington Ingalls Inc. - Ingalls Shipbuilding, Pascagoula, Mississippi, is being awarded a $77,561,557 cost-plus-fixed-fee contract modification (N00024-17-C-4444) for the execution of USS Fitzgerald (DDG 62) emergent repair and restoration.  This effort shall provide for the additional collision repairs as well as maintenance and modernization of USS Fitzgerald.  Work will be performed in Pascagoula, Mississippi, and is expected to be completed by January 2020.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $31,630,520; and fiscal 2017 other procurement (Navy) in the amount of $7,150,259 will be obligated at time of award.  Contract funds in the amount of $31,630,520 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Homeland Security Solutions Inc., Hampton, Virginia, is being awarded a $16,278,611 fixed-priced modification under a previously awarded contract (M00264-17-C-0014) for program management support, training, human resources services and non-guard security support services to the Marine Corps.  This contract contains options, which if exercised, will bring the contract value to $27,032,448.  Work will be performed at the following locations Camp Lejeune/New River, North Carolina (11 percent); Camp Pendleton, California (10 percent); District of Columbia (9 percent); Cherry Point, North Carolina (8 percent); Miramar, California (8 percent); Quantico, Virginia (8 percent); Camp Smith and Kaneohe Bay, Hawaii (7 percent); Beaufort/Parris Island, South Carolina (6 percent); Yuma, Arizona (5 percent); Barstow, California (5 percent); San Diego, California (5 percent); Albany, Georgia (5 percent); Okinawa, Japan (5 percent); Bridgeport, California (2 percent); Blount Island, Florida (2 percent); New Orleans, Louisiana (2 percent) and Iwakuni, Japan (2 percent).  Work is expected to be completed Sept. 10, 2018.  If options are exercised work will continue through March 9, 2019.  Fiscal 2018 operation and maintenance (Marine Corps) funds in the amount of $5,233,032 will be obligated at the time of award and will expire at the end of the current fiscal year.  The contract was sole-sourced under Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), as being the only responsible source.  The Marine Corps Installations National Capitol Region - Regional Contracting Office, Marine Corps Base Quantico, Virginia, is the contracting activity.

 

Alliance Consulting Group,* Alexandria, Virginia, is being awarded a maximum amount $15,000,000 indefinite-delivery/indefinite-quantity contract for cost engineering and related services for projects located throughout the Naval Facilities Engineering Command (NAVFAC) Atlantic area of responsibility (AOR), but may also be worldwide.  The work to be performed is for development and preparation of detailed cost estimates for complex facilities encompassing horizontal and vertical construction, development and preparation of concept and budget estimates, preparation of comprehensive DD Form 1391 documentation, development of general and specific economic analyses, life cycle cost analyses, total ownership costs and other non-present value cost analyses, cost and schedule risk analyses, construction schedule development including contract modifications and impact analysis, value engineering studies and value engineering charrette facilitation, other cost engineering support services associated with facility construction and environmental remediation such as regional construction market analysis or economic evaluation, quality reviews and constructability reviews consisting of a study by a multi-disciplined team of professionals, and reports and/or detailed regional cost studies to provide guidance on enhancing the accuracy of construction cost estimates for future projects at various locations under the cognizance of NAVFAC.  Work will be performed throughout the NAVFAC AOR, but may also be worldwide.  The term of the contract is not to exceed 60 months with an expected completion date of March 2023.  Fiscal 2018 supervision, inspection, and overhead contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by military construction funds. This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-18-D-4011).

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded $16,204,483 for modification P00040 to a previously awarded cost-plus-fixed-fee, firm-fixed-price contract (N00019-15-C-0121) to redesign the missile processor unit subsystem in support of the AIM-9X Block II System Improvement program, increment III development.  Work will be performed in Tucson, Arizona, and is expected to be completed in December 2021.  Fiscal 2018 research, development, test and evaluation (Navy and Air Force) funds in the amount of $91,280 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This modification combines purchases for Navy ($45,640; 50 percent); and Air Force ($45,640; 50 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

GTA Container Inc.,* South Bend, Indiana (SPRDL1-18-D-0047; $36,213,230); and North American Fuel Tanks Inc.,* Mansfield, Texas (SPRDL1-18-D-0045; $30,028,303), have each been awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract under solicitation SPRDL1-16-R-0348 for collapsible fuel storage tank assemblies. This was a competitive acquisition with five responses received. These are five-year contracts with no option periods. Locations of performance are Indiana and Texas, with a March 12, 2023, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2023 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan.

 

Kerns Manufacturing Corp., Long Island City, New York, has been awarded an $8,659,288 firm-fixed-price contract for F/A-18 aircraft front frames. This is a one-year contract with no option periods. This was a limited competition acquisition using justification 10 U.S. Code 2304(c)(1). Location of performance is New York, with a May 31, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania (SPRPA1-18-C-Z044).

 

U.S TRANSPORTATION COMMAND

 

AAR Airlift Group Inc., Palm Bay, Florida, has been awarded a task order (HTC711-18-F-R029) under indefinite-delivery/indefinite-quantity contract HTC711-17-D-R016. The contract will provide dedicated rotary wing air transportation services moving passengers, cargo, human remains and provide casualty evacuation in support of NATO Air Command-Afghanistan/Combined Security Command. Work will be performed in the Islamic Republic of Afghanistan. The task order base period is from March, 18, 2018, to March 17, 2019, with three available 12-month option periods. Fiscal 2018 Afghan security force funds (Army) in the amount of $25,941,416 were obligated at award. The contracting activity is U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois.

 

DEFENSE HEALTH AGENCY

 

Panamerica Computers Inc., Luray, Virginia, has been awarded an $8,757,321 firm-fixed-price contract, HT0015-18-F-0024.  This contract provides information technology hardware for the Defense Health Agency (DHA).  This is a one-time purchase of 9,321 computer notebooks which will support the DHA's Windows 10 upgrade effort.  The requirement was competed as a 100 percent HUBZone set-aside and seven contractors responded with quotes.  The requirement is funded with fiscal 2018 procurement funds.  The Contracting Office-Health Information Technology, located in San Antonio, Texas, is the contracting activity (HT0015).
