NAVY

 

Auxiliary Systems, Norfolk, Virginia (N42158-18-D-S001); Delphinus Engineering, Eddystone, Pennsylvania (N42158-18-D-S002); East Coast Repair, Norfolk, Virginia (N42158-18-D-S003); Epsilon Systems, Portsmouth, Virginia (N42158-18-D-S004); G.I. Industrial Marine, Portsmouth, Virginia (N42158-18-D-S005); L-3 Unidyne, Norfolk, Virginia (N42158-18-D-S006); Oceaneering Intl., Chesapeake, Virginia (N42158-18-D-S007); Orbis, Mt. Pleasant, South Carolina (N42158-18-D-S008); Q.E.D. Systems Inc., Virginia Beach, Virginia (N42158-18-D-S009); and Te’cnico Corp., Chesapeake, Virginia (N42158-18-D-S010), are being awarded a combined cumulative $99,567,165 in cost-plus fixed fee, indefinite-delivery/indefinite-quantity multiple award contracts to provide non-nuclear production support for U.S. naval ship and vessel projects/repairs.  The services under these contracts cover welding; marine pipefitting; shipfitting; blasting; painting; equipment in-place repair, removal, repair, and installation; sheet metal forming, shaping, cutting and stamping; electrical/electronic repairs and modernization; electrical/electronic alteration; pump/motor and ship’s mechanical systems repair and alignment; tank cleaning; rigging; and temporary scaffolding removal/installation for Navy waterborne vessels, surface ships and submarines for upcoming availabilities.  Work will be performed in Portsmouth, Virginia, and is expected to be completed by September 2019.  If all options are exercised, work will continue through September 2023.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $100,000 ($10,000 minimum guarantee per contract) will be obligated at time of award and expire at the end of the current fiscal year.  These contracts were competitively procured via the Federal Business Opportunities website, with 10 offers received in accordance with Federal Acquisition Regulations Part 15.  The Norfolk Naval Shipyard, Portsmouth, Virginia, is the contracting activity.

 

Insitu Inc., Bingen, Washington, is being awarded a $47,037,076 firm-fixed-price delivery order (N6833518F0050) to a previously issued basic ordering agreement (N68335-16-G-0046).  This order provides for the procurement of eight ScanEagle unmanned aircraft systems (UAS), spares, support equipment, one logistician field service representative (FSR); 16 FSR operators to provide ScanEagle UAS technical services; two site surveys and site activation teams; and program management to sustain and operate the ScanEagle UAS in support of the government of the Islamic Republic of Afghanistan under a Building Partnership Capacity case.  Work will be performed in Afghanistan (95 percent); and Bingen, Washington (5 percent), and is expected to be completed in March 2019.  Fiscal 2018 Afghan Security Forces funding in the amount of $47,037,076 are being obligated at time of award; none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

 

Lockheed Martin Mission Systems and Training, Owego, New York, is being awarded $22,939,110 firm-fixed-price delivery order (N0001918F2591) against a previously awarded indefinite-delivery/ indefinite-quantity contract (N00019-16-D-0051) for the procurement of 10 Automatic Radar Periscope Detection and Discrimination Standard Retrofit P-kits.  Work will be performed Farmingdale, New York (82.77 percent); Owego, New York (17.10 percent); Oldsmar, Florida (0.11 percent); and Syracuse, New York (0.02 percent), and is expected to be completed in October 2021.  Fiscal 2017 and 2018 aircraft procurement (Navy) funds in the amount of $22,939,110 are being obligated at time of award; none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

The Boeing Co., St. Louis, Missouri, is being awarded a $19,343,257 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity requirements contract to investigate and address events related to physiological episodes on the F/A-18A-F and EA-18G aircraft, including performing research, developing solutions, testing, and fielding inspections and modifications.  Work will be performed in St. Louis, Missouri (50 percent); and El Segundo, California (50 percent), and is expected to be completed in March 2020.   Fiscal 2018 aircraft procurement (Navy) funds in the amount of $91,319 will be obligated at time of award, none of which will expire at the end of the fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-D-0117).

 

JJLL LLC, Austin, Texas, is being awarded a $15,935,494 modification under a previously awarded cost-plus-incentive-fee contract (N62742-17-C-3580) to exercise the first option period to provide services for Philippines Operations support in the Republic of the Philippines for the Marine Corps Forces, Pacific and Pacific Command Augmentation Team – Philippines.  The work to be performed provides for management and administration; commercial telephones, cable television and other services; security; airfield facilities; passenger terminal and cargo handling; ordnance; material management; supply services; morale, welfare and recreation support; galley; billeting; facility management; facility investment; facility services; utilities; base support vehicles and equipment; and environmental services.  After award of this option, the total cumulative contract value will be $87,489,847.  Work will be performed in the Republic of the Philippines, and work is expected to be completed in March 2019.  Fiscal 2018 operation and maintenance, (Navy) contract funds in the amount of $6,436,139 are obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity.

 

Electronic Metrology Laboratory LLC*, Franklin, Tennessee, is being awarded a $10,638,943 modification under previously awarded indefinite-delivery/indefinite-quantity contract N69450-14-D-8000 to exercise Option Four for base operations support services at Naval Air Station Whiting Field and outlying fields.  The work to be performed provides for all management, supervision, labor, equipment, materials, supplies, and tools necessary to perform facilities management, facilities investment, facility maintenance services (non-family housing), pest control, utility plant and distribution system operations and maintenance (chiller, electrical, gas, wastewater, steam and water), managed safety services, and base support vehicles and equipment.  After award of this option, the total cumulative contract value will be $50,980,567.  Work will be performed in Milton, Florida (80 percent); and outlying fields (20 percent).  Work is expected to be completed in March 2019.  No funds will be obligated at time of award.  Fiscal 2018 operation and maintenance, (Navy); fiscal 2018 Navy working capital funds; fiscal 2018 Navy family housing; and fiscal 2018 Defense Health Program contract funds in the amount of $8,582,107 for recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Peraton Inc., Annapolis, Maryland, is being awarded an $8,191,013 modification to previously awarded firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract N00174-11-D-0002 to extend the ordering period and exercise Option Year VII for the procurement and support of the Transmitting Set, Countermeasures AN/PLT-4 to support explosive ordnance disposal personnel.  The AN/PLT-4 is a man-portable system in support of the Joint Service Explosive Ordnance Disposal Counter Radio Controlled Improvised Explosive Device Electronic Warfare program.  Work will be performed in Annapolis, Maryland, and is expected to be completed by March 2019.  No funds are being obligated at the time of this action.  The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity.

 

ARMY

 

General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded a $61,236,277 modification (P00047) to contract W56HZV-17-C-0067 for Abrams systems technical support. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of March 31, 2019. Fiscal 2018 research, development, test and evaluation; Army working capital and aviation procurement, Army funds in the combined amount of $61,236,277 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

L-3 Fuzing and Ordnance System Inc., Cincinnati, Ohio, was awarded a $50,887,204 modification (P00007) to Foreign Military Sales (Afghanistan and Bahrain) contract W15QKN-17-C-0024 for procurement of M734A1 and M783 fuze units. Work will be performed in Cincinnati, Ohio, with an estimated completion date of Jan. 31, 2022. Fiscal 2016, 2017 and 2018 aviation procurement, Army; and foreign military sales funds in the combined amount of $50,887,204 were obligated at the time of the award. Fluke Electronics Corp., Everett, Washington, was awarded a $39,371,810 firm-fixed-price contract for multifunctional calibrator (model 5730A) and reference source (model 96040A). Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of March 29, 2023. U.S. Army Contracting Command, Red Stone Arsenal, Alabama, is the contracting activity (W31P4Q-18-D-0036).

 

Birdon America Inc.,* Denver, Colorado, was awarded a $13,745,587 modification (P00048) to contract W56HZV-14-C-0015 for bridge erection boats and crew protection kits. Work will be performed in Denver, Colorado; and Wichita, Kansas, with an estimated completion date of March 29, 2019. Fiscal 2018 other procurement, Army funds in the amount of $13,745,587 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $8,865,727 modification (0020 05) to contract W56HZV-15-D-0031 for production cut-in of the Guided Missile Transport Engineering Change Proposal FHTV399 into the Family of Heavy Tactical Vehicles recapitalized M984E1A4. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of July 31, 2020. Fiscal 2017 other procurement, Army funds in the amount of $8,865,727 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Eaton Aerospace LLC, Jackson, Mississippi, has been awarded a maximum $37,933,586 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for axial piston pumps. This was a sole-source acquisition in accordance with 10 U.S. Code 2304 (c)(1), implemented by Federal Acquisition Regulation 6.302-1, which states that only one responsible source and no other supplies or services will satisfy agency requirements. This is a five-year contract with no option periods. Location of performance is Mississippi, with a Sept. 30, 2024, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2023 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-D-0070).
