Contracts For July 16, 2018

NAVY

Lockheed Martin Corp., Baltimore, Maryland, is awarded a $450,744,723 not-to-exceed undefinitized contract action modification to previously awarded contract N00024-18-C-2301 for long-lead-time material and detail design in support of the construction of four Multi Mission Surface Combatant ships.  The Multi-Mission Surface Combatant is a lethal and highly maneuverable surface combatant capable of littoral and open ocean operation. This contract involves Foreign Military Sales to the Kingdom of Saudi Arabia.  Work will be performed in Crozet, Virginia (17 percent); Iron Mountain, Michigan (15 percent) Milwaukee, Wisconsin (15 percent); Baltimore, Maryland (9 percent); Novi, Michigan (9 percent ); Sweden (8 percent); Marinette, Wisconsin (3 percent); Patuxent River, Maryland (2 percent); Stevensville, Maryland (2 percent); Carson, California (2 percent); Orlando, Florida (2 percent); Moorestown, New Jersey (1 percent); Canada (1 percent); St. Charles, Missouri (1 percent); Burns Harbor, Indiana (1 percent); Louisville, Kentucky (1 percent); United Kingdom (1 percent); Kingsford, Michigan (1 percent); Fridley, Minnesota (1 percent); Grand Rapids, Michigan (1 percent); and other areas in the U.S. (8 percent), and is expected to be completed by October 2025. Foreign military sales funding for the Kingdom of Saudi Arabia in the amount of $225,372,361 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

The Whiting-Turner Contracting Co., Baltimore, Maryland, is awarded a $21,400,000 firm-fixed-price contract for the design and construction of two applied instruction facilities and the renovation of two applied instruction facilities at Joint Expeditionary Base Little Creek-Fort Story.  The work to be performed provides for the design and construction of two new multi-story applied instruction facilities and will renovate Buildings 1081 and 1082 (applied instruction facilities).  The facilities will support a variety of functions including applied instruction, dive operations, operational gear storage and administrative.  The project will include all pertinent site improvements, site preparations, mechanical and electrical utilities, telecommunications, pile foundation, emergency generator, landscaping, irrigation, fencing, drainage, parking, road reconfiguration, exterior lighting and removal of two modular facilities.  The contract also contains one unexercised option and three unexercised planned modifications, which if exercised would increase cumulative contract value to $24,605,737.  Work will be performed in Virginia Beach, Virginia, and is expected to be completed by October 2020.  Fiscal 2016 military construction (Defense-Wide) contract funds in the amount of $21,400,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 16 proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-C-1137).

Vigor Marine LLC, Portland, Oregon, is being awarded a $16,286,095 firm-fixed-price contract for the USNS Mercy (T-AH 19) mid-term availability commencing on Aug. 27, 2018.  Work will include marine sanitation device unit deck repairs, auxiliary salt water piping renewal, marine sanitation device controller repairs, HVAC cleaning, industrial support, vinyl deck tile repairs, laundry modifications and fan coil and orifice and valve installation. This contract includes options which, if exercised, would bring the cumulative value of this contract to $18,077,737. Work will be performed in Portland, Oregon, and is expected to be completed by Oct. 26, 2018.  Fiscal 2018 operations and maintenance (Navy) Extended Service Life Program funds in the amount of $16,286,095 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was procured with proposals solicited via the Federal Business Opportunities website, with one offer received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220518C4551).

ARMY

Thales Defense & Security Inc., Clarksburg, Maryland (W15P7T-18-D-0003); Rockwell Collins Inc., Cedar Rapids, Iowa (W15P7T-18-D-0004); Northrop Grumman Space & Mission Systems Corp., San Diego, California (W15P7T-18-D-0005); Harris Corp., Rochester, New York (W15P7T-18-D-0006); and General Dynamics Mission Systems, Scottsdale, Arizona (W15P7T-18-D-0007) will compete for each order of the $249,600,000 hybrid (cost, cost-plus-fixed-fee, cost-plus-incentive-fee, and firm-fixed-fee) contract to support the Waveform Development Environment Ecosystem, multiple waveforms and network services. Bids were solicited via the Internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of July 12, 2023. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

EFT Diversified Inc.,* Kenner, Louisiana, was awarded a $28,000,000 firm-fixed-price contract for Mississippi River, Southwest Pass stone foreshore dike and stone jetty repairs. Bids were solicited via the Internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of July 31, 2019. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-18-D-0004).

K.L. House Construction Co. Inc.,* Albuquerque, New Mexico, was awarded a $11,219,000 firm-fixed-price contract for two-phase design and build Space Vehicles Component Development Lab at Kirtland Air Force Base, New Mexico. Bids were solicited via the Internet with eight received. Work will be performed in Albuquerque, New Mexico, with an estimated completion date of Jan. 10, 2020. Fiscal 2016 military construction funds in the amount of $11,219,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Albuquerque, New Mexico, is the contracting activity (W912PP-18-C-0016).

AIR FORCE

North Star Construction, Yuba City, California; Allright‐KOO JV, Kerman, California; AMA Diversified Construction, Torrance, California; Patriot Construction, Stockton, California; and Nomlaki Technologies, Yuba City, California, have been awarded a $59,000,000 face value contract using a bi-lateral modification to previously awarded contracts FA4686-17-D-0001, FA4686-17-D-0002, FA4686-17-D-0003, FA4686-17-D-0004, and FA4686-17-D-0005 for a general construction multiple award construction contract.  The contract modification is to increase the contract value from $48,000,000 to $107,000,000. Work will be performed in Beale Air Force Base, California, and is expected to be completed by Jan. 31, 2022.  Total cumulative face value of the contract is $107,000,000. No funds are obligated at the time of award. The 9th Contracting Squadron, Beale Air Force Base, Marysville, California, is the contracting activity. 

Orbit Communication Systems Inc., Deerfield Beach, Florida has been awarded a $29,822,602 requirements contract for systems sustainment.  This contract provides repair for the Airborne Digital Interphone System and redesign of the Interphone Audio Control Panel in overall support on the KC-135.  Work will be performed in Deerfield Beach, Florida, and is expected to be completed by July 2023. This award is the result of a sole-source acquisition. No funds are being obligated at time of award.  Air Force Sustainment Center, Robins Air Force Base, Georgia, is the contracting activity (FA8539-18-D-0003). 

AAR Manufacturing Inc., Cadillac Michigan, has been awarded an $18,993,848 task order (FA8534-18-F-0065) to previously awarded contract FA8519-14-D-0002 for the production and repair of 463L cargo pallets.  Work will be performed in Cadillac, Michigan, and is expected to be completed by June 30, 2019. Fiscal 2018, operations and maintenance central asset management funds in the amount of $6,140,957; and working capital funds in the amount of $12,852,892 are being obligated at time of award.  Total face value of the task order is $18,993,848.  This task order brings the total cumulative face value of the contract to $143,116,385.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

Thales Defense and Security Inc., Clarksburg, Maryland, has been awarded a $12,255,608 firm-fixed-price contract for Deployable-Instrument Landing System (D-ILS) production units. This contract provides up to 29 D-ILS to be deployed worldwide. Work will be performed in Clarksburg, Maryland, and is expected to be completed July 15, 2023. Fiscal 2017 procurement funds in the amount of $12,255,608 are being obligated at the time of award. The total cumulative face value of the contract is $126,104,149.  Aerospace Management Systems Contracting Office, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-18-C-0034).

Birmingham Industrial Construction LLC, Alabaster, Alabama, has been awarded a $7,484,809 firm-fixed-price contract (FA3300-18-C-0013) to renovate Administrative Building 678, Maxwell-Gunter Air Force Base, Alabama.  Work will be performed at Maxwell AFB-Gunter, Alabama, and will be performed 480 days after issuance of notice to proceed. This award is the result of a competitive acquisition, posted to the Federal Business Opportunity website. A total of seven offers were received. The 42nd Contracting Squadron, Maxwell AFB-Gunter, Alabama, is the contracting activity.

URS Federal Services Inc. Germantown, Maryland, has been awarded a $7,368,957 firm-fixed task order under a previously completed indefinite-delivery/indefinite-quantity contract (FA3002-17-D-0008) for the acquisition of F-16 aircraft maintenance and supply support to meet all of the 21st Fighter Squadron mission objectives. This task order provides safe, efficient and effective maintenance for sortie production of Taiwan's 14 Block 20 F-16 aircraft for the Taiwan Air Force.  Foreign military sales funds in the amount of $7,368,957 are being obligated at the time of award. Work will be performed at Luke Air Force Base, Arizona, and is expected to be completed July 31, 2019. The Air Force Installation Contracting Agency and 338th Specialized Contracting Squadron, Joint Base San Antonio-Randolph, Texas, is the contracting activity. (Awarded July 2, 2018)

DEPARTMENT OF DEFENSE EDUCATION ACTIVITY

Axel Tuecks, Prüm, Germany (HE1254-18-D-2014); and Faber Bus and Taxi, Binsfeld, Germany (HE1254-18-D-2018), have each been awarded indefinite-delivery/indefinite-quantity, multiple-award contracts for daily commute and special needs student transportation services, in the amounts of $7,479,147 and $7,395,276, respectively.  The location of performance is Spangdahlem, Germany.  The awards are for a five-year base period, ending July 31, 2023; and a five-year option period, ending July 31, 2028.  Fiscal 2018 operations and maintenance funds will be used to fund the initial task orders.  These contracts were competitively procured via request for proposal HE1254-18-R-2014, with 2 offers received.  The contracting activity is the Department of Defense Education Activity, Alexandria, Virginia.

Alibus International, Pordenone, Italy (HE1254-18-D-2015 – Daily Commute and Special Needs); Autoservizi Meridionale, Naples, Italy (HE1254-18-D-2007 – Daily Commute); and Oliviero Tours, Vicenza, Italy (HE1254-18-D-2016 – Daily Commute and Special Needs), have each been awarded indefinite-delivery/indefinite-quantity, multiple-award contracts for daily commute and special needs student transportation services, in the amounts of $10,141,384; $11,812,213; and $12,627,218, respectively.  The awards are for a five-year base period, ending July 31, 2023; and a five-year option period, ending July 31, 2028.  Fiscal 2018 operations and maintenance funds will be used to fund the initial task orders.  These contracts were competitively procured via request for proposal HE1254-18-R-2007, with 5 offers received.  The contracting activity is the Department of Defense Education Activity, Alexandria, Virginia.
