Contracts For July 24, 2018

AIR FORCE

Leidos Inc., Reston, Virginia, has been awarded a $620,000,000 firm-fixed-price requirements contract, with a cost reimbursement line for travel, for the avionics intermediate shop product support integration program.  The contract is for an independent, prime non-manufacturing product support integrator to provide single-point solutions for the F-16 advanced avionics intermediate shop, improved avionics intermediate shop, rackmount improved avionics intermediate shop, AIS automated test equipment components, ancillary support equipment, and test program set system hardware and software sustainment and procurement activities.  Work will be at Hill Air Force Base, Utah; and Robins AFB, Georgia, supporting seven Air Force major commands and 23 European participating Air Force and foreign military sales countries. Work is expected to be completed by July 24, 2023.  This award is the result of a full and open competitive acquisition with three offers received.  No funds are being obligated at the time of award.  This contract involves foreign military sales.  Air Force Sustainment Center, Hill AFB, Utah, is the contracting activity (FA8251-18-D-0017).

Alsalam Aerospace Industries, Riyadh, Saudi Arabia, has been awarded a not-to-exceed $59,691,840  undefinitized firm-fixed-price, cost-reimbursable-no-fee, and cost-plus-fixed-fee contract line items order for the conversion of six mission capable Saudi F-15S aircraft to a F-15SA configuration for the Royal Saudi Air Force.  Services include program management, conversion touch labor, over-and-above, and kit storage. Work will be performed in Riyadh, Saudi Arabia, and is expected to be completed by Aug. 3, 2020. This award is the result of a sole-source, non-commercial acquisition. Foreign military sales funds in the amount of $17,809,626 will be obligated at the time of award.  The Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8505-18-F-0041).

PACE-AMTEX JV LLC, Boerne, Texas, has been awarded a $12,297,200 contract for design build dormitory renovation. This contract provides for the renovation of Dormitories 6125 and 6138. Work will be performed at Dyess Air Force Base, Texas, and is expected to be completed by Feb. 23, 2019. This award is the result of a competitive acquisition. Fiscal 2018 operations and maintenance funds in the amount of $12,297,200 are being obligated at the time of award. Dyess AFB, Texas is the contracting activity (FA4661-18-F-0071). McKinsey and Company Inc., Washington, has been awarded an $8,447,163 modification (P00002) to contract FA8807-18-F-0010 for the space acquisition transformation. The contract modification is for the implementation of the Space Acquisition Transformation Plan. Work will be performed at Los Angeles Air Force Base, El Segundo, California, and is expected to be completed by March 29, 2019. Fiscal 2018 3021 funds are being obligated at the time of award. Total cumulative face value of the contract is $8,447,163. The Space and Missile Systems Center, Global Positioning Systems Directorate Contracting Division, Los Angeles AFB, El Segundo, California, is the contracting activity. 

ARMY 

Raytheon-Lockheed Martin Javelin JV, Tucson, Arizona, was awarded a $307,535,950 modification (P00107) to Foreign Military Sales (Australia, Estonia, Lithuania, Turkey Taiwan and Ukraine) contract W31P4Q-13-C-0129 for Javelin Weapon System full-rate production. Work will be performed in Tucson, Arizona, with an estimated completion date of Aug. 31, 2021. Fiscal 2018 other procurement, Army funds in the amount of $307,535,950 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Parsons Government Services Inc., Pasadena, California, was awarded a $75,646,832 modification (P00011) to contract W56KGY-17-C-0006 for the development, procurement and build out of the Enhanced Network Visualization Environment Cyber Operations Infrastructure. Work will be performed in Centerville, Virginia, with an estimated completion date of Dec. 13, 2019. Fiscal 2018 research, development, test and evaluation funds in the amount of $48,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

Swank Enterprises, Valier, Montana, was awarded a $17,335,200 firm-fixed-price contract to construct a 3,839-square-meter Tactical Alert Force Facility with an 809-square-meter space for a flight simulator. Bids were solicited via the Internet with three received. Work will be performed in Malmstrom Air Force Base, Montana, with an estimated completion date of Aug. 13, 2020. Fiscal 2018 military construction funds in the amount of $17,335,200 were obligated at the time of the award. U.S. Army Corps of Engineers, Seattle, Washington, is the contracting activity (W912DW-18-C-0020).

Great Lakes Dredge & Dock Co. LLC, Oak Brook, Illinois, was awarded a $10,510,752 modification (P00011) to contract W912BU-15-C-0054 for hard material (cobbles with coarse to fine grain sand). Work will be performed in Chester, Pennsylvania, with an estimated completion date of Nov. 30, 2018. Fiscal 2018 operations and maintenance, Army funds in the amount of $10,510,752 were obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania is the contracting activity.

NAVY 

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is awarded a $24,629,842 modification to a previously awarded cost-plus-incentive-fee, fixed-price-incentive-fee-target contract (N00019-14-C-0004).  This modification provides for the procurement of F135 Low-Rate Initial Production 9 non-annualized sustainment support equipment and associated labor for depot activation outside the continental U.S. to include support equipment fleet modernization in support of the Navy, Marine Corps, Air Force, Foreign Military Sales (FMS) and non-Department of Defense participants.   Work will be performed in East Hartford, Connecticut (90 percent); and Indianapolis, Indiana (10 percent), and is expected to be completed in May 2021.  Fiscal 2017 aircraft procurement (Air Force, Marine Corps and Navy), FMS and non-DoD participant funds in the amount of $24,629,842 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This modification combines purchases for the Air Force ($310,294; 1 percent); Marine Corps ($134,106; 0.5 percent); Navy ($84,622; 0.3 percent); FMS ($50,350; 0.2 percent); and non-DoD participants ($24,050,470; 98 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

DRS Laurel Technologies, Johnstown, Pennsylvania, was awarded a $19,147,411 firm-fixed-price modification to previously awarded contract N00024-18-C-5395 to exercise options for AN/SPQ-9B radar system production.  This modification will provide for five AN/SPQ-9B radar systems; four Combat Interface Kits; First Article Testing; and physical configuration audit.  Work will be performed in Johnstown, Pennsylvania, and is expected to be completed by January 2025. Fiscal 2018 shipbuilding and conversion (Navy); and 2018 other procurement (Navy) funding in the amount of $19,147,411 will be obligated at time of award and will not expire at the end of the current fiscal year.  Foreign military sales funding in the amount of $10,260 was deobligated at the time of award. As a result, the total amount of $19,147,411 was obligated.  The Naval Sea Systems Command, Washington Navy Yard, District of Columbia, is the contracting activity.   (Awarded July 23, 2018)

NAVMAR Applied Sciences Corp.*, Warminster, Pennsylvania, is awarded$12,297,326 for cost-plus-fixed-fee delivery order N6833518F0360 against a previously issued basic ordering agreement (N68335-14-G-0040) for the continuation of intelligence, surveillance and reconnaissance sensor development, test and evaluation under Small Business Innovation Research topic number N92-170 and AF-083-0006 in support of the Advanced Capability and Rapid Transition Division (AIR-4.11.6).  Work will be performed in Yuma, Arizona (45 percent); Warminster, Pennsylvania (17 percent); St. Inigoes, Maryland (16 percent); Washington, District of Columbia (3 percent); and various locations outside the continental U.S. (19 percent), and is expected to be completed in July 2020.  Fiscal 2016 other procurement (Air Force); and working capital (Navy) funds in the amount of $1,640,719 will be obligated at time of award, $1,500,000 of which will expire at the end of the fiscal year.  This order combines purchases for the Air Force ($1,500,000; 91 percent); and the Navy ($140,000; 9 percent).  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Insitu Inc., Bingen, Washington, is awarded $10,826,778 for modification P00004 to a previously issued firm-fixed-price delivery order (N6833518F0050) placed against basic ordering agreement N68335-16-G-0046.  This modification provides for the procurement of 27 ScanEagle unmanned aircraft systems, 37 payloads and spares in support of the government of the Islamic Republic of Afghanistan.  Work will be performed in Bingen, Washington, and is expected to be completed in December 2019.  Fiscal 2017 building partner capacity funds in the amount of $10,826,778 will be obligated at time of award, all of which will expire at the end of the fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.
