NAVY
 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $4,123,746,486 modification to a previously awarded fixed-price-incentive firm-target contract (N00019-13-C-0008) for the production of 43 Low Rate Initial Production (LRIP) Lot VIII F-35 Lightning II aircraft. This includes manufacture and delivery of 29 F-35A aircraft for the U. S. Air Force (19), government of Italy (two), government of Norway (two), government of Japan (four) and government of Israel (two). In addition, this modification provides for 10 F-35B aircraft for the U.S. Marine Corps (six) and government of the United Kingdom (four); and four F-35C aircraft for the U.S. Navy (three) and U.S. Marine Corps (one). This modification also provides for LRIP Lot VIII production requirements, including diminishing manufacturing sources redesign and management, ancillary mission equipment, including pilot flight equipment, and concurrency changes to LRIP Lot VIII aircraft. Work will be performed in Fort Worth, Texas (55 percent); El Segundo, California (15 percent); Warton, United Kingdom (10 percent); Orlando, Florida (5 percent); Nashua, New Hampshire (5 percent); Baltimore, Maryland (5 percent); and Cameri, Italy (5 percent), and is expected to be completed in May 2017. Fiscal 2014 aircraft procurement funds (Air Force, Marine Corps and Navy), international partner funds, and foreign military sales funds in the amount of $4,120,352,986, will be obligated at the time of this award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the Air Force ($1,701,415,744; 41 percent); Marine Corps ($583,570,317; 14 percent); Navy ($491,755,261; 12 percent); international partners ($786,460,233; 19 percent); and foreign military sales ($557,151,431; 14 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting authority.
 

BAE Systems Information and Electronics Systems Integration, Inc., Nashua, New Hampshire, is being awarded a $19,862,638 firm-fixed-price contract to procure 283 AN/ALE-55 fiber optic towed decoys for the Integrated Defense Electronic Countermeasures Radio Frequency Countermeasure program. Work will be performed in Nashua, New Hampshire, and is expected to be completed in November 2016. Fiscal 2015 procurement of ammunition (Navy and Marine Corps) funds in the amount of $19,862,638 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity (N00019-15-C-0018).
 

Boston Ship Repair, LLC, Boston, Massachusetts, is being awarded an $8,625,966 firm fixed-price contract for a 57-calendar day regular overhaul and dry-docking of Military Sealift Command’s Fleet Replenishment Oiler Ship USNS Big Horn (T-AO 198). Work will include clean and gas free tanks, voids, cofferdams and spaces, deck non-skid renewal, ballast tank preservation, cylinder head and liner overhaul, main engine turbo overhaul, cargo console mechanical support, auxiliary boiler maintenance and inspection, annual lifeboat certification, house ventilation system cleaning, docking and undocking, propeller system maintenance and hub replacement, overhauling sea valves, and underwater hull cleaning and painting. Big Horn’s primary mission is to provide fuel to U.S. Navy ships at sea and jet fuel to aircraft assigned to aircraft carriers. The contract includes options, which, if exercised, would bring the cumulative value of this contract to $10,610,786. Work will be performed in Boston, Massachusetts, and is expected to be completed by Feb. 23, 2015. Fiscal 2015 operations and maintenance (Navy) contract funds in the amount of $8,625,966 are obligated and will expire at the end of the current fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with three proposals received. The U.S. Navy’s Military Sealift Command, Washington, District of Columbia, is the contracting activity (N32205-15-C-1010).
 

Islands Mechanical Contractor, Inc.,* Middleburg, Florida, is being awarded $7,727,970 for firm-fixed-price task order 0015 under a previously awarded multiple award construction contract (N69450-12-D-1274) for refurbishment of the Taurman Avenue Electrical Substation at Naval Station Guantanamo Bay. The work to be performed provides for the design and construction of new outdoor substation infrastructure to recapitalize the existing outdoor substation which has deteriorated and needs to be replaced. The project includes construction of site improvements, new metal support structure with concrete foundations and concrete equipment pads, security fencing surrounding gravel interior space, grounding system, medium voltage busing systems, vacuum circuit breakers, liquid filled transformers, enclosed metal-clad switchgear, manual isolation and bypass switches, lightning and surge protection, and modular enclosure to house solid-state, programmable monitoring, relaying and controlling system equipment. Work will be performed in Guantanamo Bay, Cuba, and is expected to be completed by August 2016. Fiscal 2015 Navy working capital funds in the amount of $7,727,970 are being obligated on this award and will not expire at the end of the current fiscal year. Two proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.
 

Lockheed Martin Corp., Baltimore, Maryland, is being awarded a $7,032,577 performance based logistics, firm-fixed-price contract, with delivery order 0001 being awarded concurrently, for the manufacture of 137 spares and 289 repair parts used in the MK-41 Vertical Launching System. Work will be performed in Ventura, California (85 percent), and Baltimore, Maryland (15 percent), and work is expected to be completed by November 2015. Fiscal 2015 Navy working capital funds in the amount of $6,848,930 will be obligated at the time of award and will not expire before the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c) (1), with one offer received in response to this solicitation. NAVSUP Weapon Systems Support, Mechanicsburg, Pennsylvania, is the contracting activity (N00104-15-D-ZD21).
 

AIR FORCE
 

Lockheed Martin Information Systems & Global Services, Colorado Springs, Colorado, has been awarded a $52,923,105 modification (P00320) to exercise an option on previously awarded contract F19628-00-C-0019. Contractor will support critical mission operations for North American Aerospace Defense Command Cheyenne Mountain Complex/Integrated Tactical Warning/Attack Assessment in support of air, missile and space defense for the national command authority. Work will be performed at Colorado Springs, Colorado, and Vandenberg Air Force Base, California, and is expected to be completed by Sept. 30, 2015. Fiscal 2015 operations and maintenance funds in the amount of $20,541,249 are being obligated at the time of award. Air Force Life Cycle Management Center, Peterson Air Force Base, Colorado, is the contracting activity.
 

Lockheed Martin Space Systems Co., Sunnyvale, California, has been awarded a $40,729,757 cost-plus-award-fee modification (P00067) to previously awarded contract FA8808-10-C-0002 for additional logistics and sustainment support of the Defense Satellite Communications System and Milstar Military Satellite Communications Systems. Work will be performed at Schriever Air Force Base, Colorado; Peterson Air Force Base, Colorado; Vandenberg Air Force Base, California; Wheeler Air Force Base, Hawaii; Offutt Air Force Base, Nebraska; and MacDill Air Force Base, Florida, and is expected to be completed by May 31, 2015. Fiscal 2015 operations and maintenance funds in the amount of $7,457,651 are being obligated at the time of award. Space and Missile Systems Center, MILSATCOM Contracting Division, Peterson Air Force Base, Colorado, is the contracting activity.


Raytheon Co., Raytheon Missile Systems, Tucson, Arizona, has been awarded a $32,221,204 modification (P00010) to previously awarded contract FA8681-13-C-0196 for Enhanced Paveway II guided bomb unit kits and a 10-year warranty for each kit. Contractor will provide 500 Enhanced Paveway II guided bomb units 49 and 50 kits (each kit includes an enhanced computer control group and an air foil group) and a 10-year warranty for each kit to be supplied to the Royal Saudi Air Force. Work will be performed at Tucson, Arizona, and is expected to be completed by July 1, 2016. This contract involves foreign military sales. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8681-13-C-0196).
 

Sierra Nevada Corp., Sparks, Nevada, has been awarded a not-to-exceed $15,800,000 undefinitized contract modification (P0007) to exercise an option to previously awarded undefinitized contract FA8620-14-C-3027. Contractor will provide Afghan National Army Special Operations Forces contractor logistics support for fixed-wing aircraft (PC-12) sustainment necessary to perform the maintenance operations and keep the aircraft operational. Work will be performed at Kabul International Airport, Afghanistan, and Kandahar, Afghanistan, and is expected to be completed by March 16, 2015. This contract involves foreign military sales. The 645th Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-14-C-3027).
 

DEFENSE LOGISTICS AGENCY
 

BP Products North America Inc., Naperville, Illinois, has been awarded a maximum $44,183,579 modification (DO 0001-0006) under contract SP0600-14-G-0616 for aviation turbine fuel. This is a fixed-price with economic-price-adjustment contract. Locations of performance are Illinois and New York, with an April 30, 2017, performance completion date. Using service is Defense Logistics Agency Energy. Type of appropriation is fiscal 2015 defense working capital funds. Coachys and Associates, LLC,** Canton, Georgia, has been awarded a maximum $10,281,250 firm-fixed-price contract for extreme cold/wet weather parkas. This contract was a competitive acquisition, and four offers were received. This is a one-year base contract. Locations of performance are Georgia and Tennessee, with a Nov. 20, 2015, performance completion date. Using military services are Army and Air Force. This contract was a competitive acquisition and 13 offers were received. This is a one-year base contract. Locations of performance are Florida and Tennessee, with a Nov. 20, 2015, performance completion date. Using military services are Army and Air Force. ARMY
 

Conti Federal Services, Inc., Edison, New Jersey, was awarded a $25,871,678 firm-fixed-price, foreign military sales (Israel), design-bid-build construction contract, with options, for multiple buildings in Israel, including an underground structure on a military installation. Estimated completion date of the project is April 25, 2016. Bids were solicited via the Internet, with four offers received. Fiscal 2015 other procurement funds in the amount of $25,871,678 are being obligated at the time of the award. U.S. Army Corps of Engineers – Europe District, is the contracting activity (W912GB-15-C-0002).
 

Aegis Defense Services, LLC, McLean, Virginia, was awarded a $12,756,407 firm-fixed-price contract for private security services at Kandahar Airfield, Afghanistan, with an estimated completion date of Sept. 19, 2015. Sixteen bids were solicited, with four received. Fiscal 2015 operations and maintenance (Army) funds in the amount of $12,756,407 are being obligated at the time of the award. CENTCOM Joint Theater Support Contracting Command - Kandahar is the contracting activity (W91B4L-15-C-0001).
 

L-3 Combat Propulsion Systems, Muskegon, Michigan, was awarded a $10,492,234 modification (P00006) to firm-fixed-price contract W56HZV-14-C-0048 for increasing the undefinitized contract action amount for the transmission operational reliability 800 horsepower transmissions and the required ancillary hardware. Fiscal 2014 and 2015 other procurement funds in the amount of $5,141,194 were obligated at the time of the award. Estimated completion date is March 31, 2016. Work will be performed in Muskegon, Michigan. Army Contracting Command, Tank and Automotive (Warren), Warren, Michigan, is the contracting activity.
 

AECOM Technical Services, Inc., Los Angeles, California (W9128A-15-D-0001), and Jacobs Development Services, Co., Pasadena, California (W9128A-15-D-0002), were awarded a $9,900,000 firm-fixed-price, indefinite-delivery contract with options for design and engineering services for miscellaneous projects in the Pacific region. Funding and work location will be determined with each order, with an estimated completion date of Nov. 19, 2019. Bids were solicited via the Internet, with 12 received. U.S. Army Corps of Engineers, Fort Shafter, Hawaii, is the contracting activity.
 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
 

Northrop Grumman Systems Corporation, Redondo Beach, California, has been awarded a $20,163,543 modification (P00007) to a previously awarded contract (HR0011-14-C-0017), exercising the first option to the 12-month base contract for Phase 2 of the Defense Advanced Research Projects Agency research program. This is a cost-plus-fixed-fee contract. The modification brings the total cumulative face value of the contract to $34,785,925 from $14,622,382. Work will be performed in Redondo Beach, California, with an expected completion date of March 21, 2016. Fiscal 2014 research, development, test and evaluation funds in the amount of $9,579,398 are being obligated at time of award.
