Contracts For April 8, 2016

CONTRACTS

 

ARMY

 

Blue Cord Design and Construction LLC,* Orlando, Florida (W9127S-16-D-6000); Herman/JCG Co JV,* San Diego, California (W9127S-16-D-6001); Synergy Kirlin JV,* El Paso, Texas (W9127S-16-D-6002); and Doyon Project Services LLC,* Federal Way, Washington (W9127S-16-D-6003), were awarded a $249,000,000 firm-fixed-price, multiple award task order contract for design and build construction services .  Bids were solicited via the Internet with 25 received, with an estimated completion date of April 8, 2019.  Funding and work location will be determined with each order.  Army Corps of Engineers, Little Rock, Arkansas, is the contracting activity.

 

Raytheon/Lockheed Martin Javelin JV, Tucson, Arizona, was awarded an $181,307,878 firm-fixed-price, multi-year, foreign military sales contract (Estonia, Czech Republic) for GEU hybrid regulators.  Bids were solicited via the Internet with one received. Work will be performed in Tucson, Arizona, with an estimated completion date of Aug. 31, 2018.  Fiscal 2016 other procurement funds in the amount of $181,307,878 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-13-C-0129).

 

Rogers, Lovelock & Fritz Inc., was awarded a $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Medical Command facilities support.  Bids were solicited via the Internet with 24received, with an estimated completion date of April 7, 2011.  Funding and work location will be determined with each order.  Army Corps of Engineers, Mobile, Alabama, is the contracting activity (W91278-16-D-0045).

 

AIR FORCE

 

Lockheed Martin Aeronautics, Marietta, Georgia, has been awarded a $93,654,627 delivery order modification (0005-04) to previously awarded contract FA8625-15-D-6591. The contractor will provide the development effort for the incorporation of the MC-130J Common Terrain Following (MCTF) radar system. Work will be performed at Marietta, Georgia, and is expected to be complete by March 31, 2021. Fiscal 2016 research, development, test and evaluation funds in the amount of $31,000,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

AIP Enterprise LLC,* Newcastle, Oklahoma (FA8101-16-D-0002); Comanche Nation Construction LLC,* Oklahoma City, Oklahoma (FA8101-16-D-0003); Gideon Contracting LLC,* San Antonio, Texas (FA8101-16-D-0004); and Warden Construction Corp.,* Jacksonville, Florida (FA8101-16-D-0005), have been awarded a combined estimated $20,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for construction services. This contract provides a broad range of construction services including full design-build, minimal design-build, and construction only. Contractors will be required to furnish all materials, equipment, transportation, and personnel necessary to manage and accomplish projects. The location of performance is Tinker Air Force Base, Oklahoma. The work is expected to be complete by Oct. 7, 2020. These awards are the result of a competitive acquisition with six offers received. Fiscal 2016 operation and maintenance funds in the amount of $5,000 are being obligated to each company at the time of award. Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

Weldin Construction LLC, Palmer, Alaska, has been awarded a $20,000,000 modification (P00001) to exercise the option on previously awarded contract FA5000-15-D-0007 for a broad range of maintenance, repair, and minor construction work. Work will be performed at Joint Base Elmendorf-Richardson, Alaska, and is expected to be complete by April 23, 2017. No funds are being obligated at the time of award. The 673d Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska, is the contracting activity (FA5000-15-D-0007).

 

NAVY

 

Triton Marine Construction Corp., Bremerton, Washington, is being awarded a $28,269,600 firm-fixed-price contract for construction of a commercial power connection in Cutler, Maine.  The work to be performed provides for the installation of a dedicated, underwater subsea power transmission and fiber optic cable system between the utility provider-owned substation and the Naval Computer and Telecommunications Area Master Station Atlantic, Cutler power plant.  Work will be performed in Cutler, Maine, and is expected to be completed by October 2018.  Fiscal 2014 military construction (Navy) contract funds in the amount of $28,269,600 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-16-C-3013).

 

Hamilton Sundstrand, Rockford, Illinois, is being awarded $8,696,829 for firm-fixed-price delivery order 7011 under a previously awarded long-term contract (N00383-12-D-011N) for the repair of the computer frequency generator used on the V-22 aircraft in support of both MV-22 (Marines) and CV-22 (Air Force).  Work will be performed in Rockford, Illinois, and is expected to be completed by September 2017.   Fiscal 2016 working capital (Navy) funds in the amount of $8,696,829 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(C)(2).  The requirement was posted to the Federal Business Opportunities website and the Navy Electronic Commerce Online website, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $7,294,887 modification to a previously awarded cost-plus-award-fee, incentive-fee contract (N00024-13-C-4315) for the aircraft carrier USS Theodore Roosevelt (CVN 71) fiscal 2016 supplemental one package for the planned incremental availability.  A planned incremental availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship’s military and technical capabilities.  Work will be performed in Coronado, California, and is expected to be completed by January 2017.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $7,294,887 will be obligated at time of award and will expire at the end of the current fiscal year.  The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Agera Energy LLC,* Briarcliff Manor, New York, has been awarded a maximum $18,063,626 firm-fixed-price, indefinite-delivery requirements type contract for electricity. This is a two-year contract with a three-month hold-over period. This was a competitive acquisition with four responses received. Locations of performance are New York, Connecticut, Maine, Massachusetts and Rhode Island, with an Aug. 31, 2018, performance completion date. Using services are Army, Navy, Air National Guard and federal civilian agencies. Types of appropriation are fiscal 2016 through fiscal 2018 Army operations and maintenance, Navy working capital, National Guard bureau and Coast Guard operations funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-8010).

 

Sands Business Equipment and Supplies LLC,** York, Maine, has been awarded a maximum $17,100,000 fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract for commercial-off-the-shelf business equipment. This is a one-year contract with four one-year option periods. This was a competitive acquisition with 12 responses received. Location of performance is Maine, with an April 7, 2017, performance completion date. Using customers are Department of Defense electronic mall customers. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Philadelphia, Pennsylvania (SP47WI-16-D-0009).

 

IPC, Irvine, California, has been awarded a minimum $15,913,706 fixed-price with economic price adjustment contract for various types of fuel. This is a 41-month contract with no option periods. This was a competitive acquisition with 30 responses received. Locations of performance are California, Arizona and Utah, with a Sept. 30, 2019, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-4539).
