NAVY

 

ACI Technologies Inc., Philadelphia, Pennsylvania, is being awarded a maximum value $99,000,000 indefinite-delivery/indefinite-quantity contract.  The Office of Naval Research (ONR) Manufacturing Technology (ManTech) requires support for the ManTech Navy Electronics Manufacturing Center of Excellence (NEMC).  The primary mission of the NEMC is to develop advanced manufacturing technologies and deploy it in the U.S. advanced electronics industrial base with the goal of facilitating industry improvements and ultimately reducing the cost and time required to transition advanced electronics technology into Navy and Department of Defense system applications as defined in the ONR ManTech investment strategies.  Work will be performed in Philadelphia, Pennsylvania, and is expected to be completed June 21, 2021.  No funds will be obligated at the time of award.  Fiscal 2016 research, development, test and evaluation (Navy) funds will be obligated as task orders are issued.  The contract was competitively procured under solicitation N00014-16-R-0004, with one offer received.  The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-16-D-4004).

 

Gulf Extreme Engineering & Mir Sulaiman Amini Construction Co., Shar-e-Now, Kabul, Afghanistan (N33191-16-D-1034); Consorzio Stabile GMG S.C.AR.L.,* Catania, Italy (N33191-16-D-1035); Eiffage Infraestructuras SA, Poligono Industrial Carretera, Dos Hermanas, Spain (N33191-16-D-1036); Dover Vantage Inc.,* New York, New York (N33191-16-D-1037); Maruf Sharif Construction Co.-MACEC, Kabul, Afghanistan (N33191-16-D-1038); Prime Projects International Ltd., Dubai, United Arab Emirates (N33191-16-D-1039); 77 Insaat Ve Taahhut A.S., Istanbul, Turkey (N33191-16-D-1040); JV SKE Djibouti MACC, Vicenza, Italy (N33191-16-D-1041); and EMTA Insaat Taahhut ve Ticaret A.S., Ankara, Turkey (N33191-16-D-1042), are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, design-build/design-bid-build, multiple award construction contract for construction, renovation, repair, and demolition of facilities, airfields, or other related infrastructure at Camp Lemonnier, Djibouti.  The maximum dollar value for all nine contracts combined is $25,000,000.  No task orders are being issued at this time.  Work will be performed in Djibouti.  The terms of the contracts are not to exceed 60 months, with an expected completion date of April 2021.  Fiscal 2008 operation and maintenance (Navy) contract funds in the amount of $45,000 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by operation and maintenance (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with 25 proposals received.  These nine contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Europe Africa Southwest Asia, Naples, Italy, is the contracting activity.

 

Northrop Grumman Systems Corp., Melbourne, Florida, is being awarded $19,189,897 for order 1253 against a previously issued basic ordering agreement (N00019-15-C-0026) for non-recurring and recurring engineering efforts for the installation, integration and testing of the NP2000 propeller system in support of the E-2C Hawkeye program.  This order includes systems engineering; technical, logistical and management support; installation modification; instrumentation installation and removal; aircraft maintenance; ground and flight testing; data analysis and transmittal; technical documentation development; and installation kit development and procurement for the government of Japan under the Foreign Military Sales program.  Work will be performed in Misawa, Japan (52 percent); Melbourne, Florida (25 percent); Norfolk, Virginia (7.8 percent); Windsor Locks, Connecticut (7.5 percent); St. Augustine, Florida (4.7 percent); Rolling Meadows, Illinois (1.3 percent); Indianapolis, Indiana (0.7 percent); Salisbury, Maryland (0.6 percent); Bridgeport, West Virginia (0.2 percent); Longmont, Colorado (0.1 percent), and Herndon, Virginia (0.1 percent), and is expected to be completed in July 2018.  Foreign military sales funds in the amount of $19,189,897 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

The Boeing Co., St. Louis, Missouri, is being awarded a $13,715,272 modification to a previously awarded fixed-price-incentive-firm contract (N00019-14-C-0032) to provide additional funding for a portion of the small business contract incentive that was negotiated as part of the Lot 38 full-rate production procurement of EA-18G and F/A-18E aircraft. Work will be performed in St. Louis, Missouri, and is expected to be completed in April 2016. Fiscal 2013 and 2014 aircraft procurement (Navy) funds in the amount of $13,715,272 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Cabrillo Enterprises,* doing business as R.W. Little, National City, California (N55236-16-D-(0005); South Bay Sand Blasting and Tank Cleaning Inc.,* San Diego, California (N55236-16-D-(0006); and Surface Technologies Corp.,* San Diego, California (N55236-16-D-0007), are being awarded a $10,000,000 five-year (one base and four option years) firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award contract to provide deck covering removal and non-skid and installation services onboard Navy ships and vessels within a 50-mile radius of San Diego, California.  Work performed under the contract will be for all management, administrative services, materials, tools, equipment, labor, rigging, scaffolding, utilities (i.e. air, water and electricity, etc.) and required services/support to accomplish deck covering removal and non-skid installation onboard Navy ships within a 50-mile radius of San Diego.  Further, the contractor must be familiar with and conform to all prescribed procedures set forth in applicable instructions, directives, publications, etc.  These contracts contain options which, if exercised, would bring the cumulative value to a maximum ceiling of $50,000,000.  Work will be performed in San Diego, California, which may include Oceanside, California, and is expected to be complete by April 2017.  Fiscal 2016 operations and maintenance (Navy) funding in the amount of $9,000 ($3,000 for minimum obligation for each contract) will be obligated at time of award.  Contract funds will expire at the end of the current fiscal year.  These contracts were competitively procured via the Federal Business Opportunities website, with three offers received.  The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.

 

ARMY

 

Randy Kinder Excavating & Koehler Engineering & Land Surveying JV,* Dexter, Missouri (W9126G-16-D-0009); Decatur Construction Inc.,* New Braunfels, Texas (W9126G-16-D-0010); JDM Construction,* San Antonio, Texas (W9126G-16-D-0011); and Terra Construction Inc.,* Oklahoma City, Oklahoma (W9126G-16-D-0012) were awarded a $70,000,000 firm-fixed-price, multi-year, indefinite-delivery/indefinite-quantity multiple award task order contract with options for construction in  the Laredo, Del Rio, and Big Bend border patrol sectors for the Army Corps of Engineers, Southwestern Division, Fort Worth District.  Bids were solicited via the Internet with 14 received with an estimated completion date of April 11, 2021.  Funding will be determined with each order.  Army Corps of Engineers, Ft. Worth, Texas, is the contracting activity.

 

OPS-Core Inc., Boston, Massachusetts, was awarded a $17,526,260 firm-fixed-price foreign military sales (Austria) contract for sentry helmets and accessories.  One bid was solicited with one received. Work will be performed in Boston, Massachusetts, with an estimated completion date of Aug. 2, 2016.  Fiscal 2016 other procurement funds in the amount of $17,526,260 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-16-C-0017).

 

DEFENSE LOGISTICS AGENCY

 

Senergy Petroleum LLC,* Phoenix, Arizona, has been awarded a minimum $15,913,706 fixed-price with economic price adjustment contract for fuel. This was a competitive acquisition with 30 responses received. This is a 41-month base contract with no option periods. Location of performance is Arizona, with a Sept. 30, 2019, performance completion date. Using customers are Army, Navy, Air Force and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-4556).

 

*Small business
