CONTRACTS

 

NAVY

 

Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, is being awarded a $64,331,069 modification to previously awarded contract N00024-12-C-2106 for naval nuclear propulsion components.  Work will be performed in Monroeville, Pennsylvania (90 percent); and Schenectady, New York (10 percent).  Fiscal 2016 other procurement (Navy); and fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $64,331,069 will be obligated at time of award and funds will not expire at the end of the current fiscal year.  No completion date or additional information is provided on Naval Nuclear Propulsion Program contracts.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

General Dynamic Electric Boat (GDEB), Groton, Connecticut, is being awarded a $14,709,609 hybrid (cost-plus-fixed-fee and firm-fixed-price) modification to a previously awarded contract (N00024-16-C-4300) to exercise options for initial execution activities under USS Montpelier (SSN 765) interim dry docking (IDD) availability.  This option exercise will allow GDEB to accomplish preliminary execution efforts for maintenance, repair, alterations, testing and routine work that includes growth work on SSN 765 during its scheduled fiscal 2016 IDD.  Work will be performed in Groton, Connecticut, and is expected to be completed by November 2016.  Fiscal 2016 operations and maintenance (Navy) funding in the amount of $14,709,609 will be obligated at time of award and will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Raytheon Space and Airborne Systems, Marlborough, Massachusetts, is being awarded a $9,146,999 modification to a previously awarded firm-fixed-price contract (N00039-16-C-0050) to exercise an option for engineering support services for the Navy Multiband Terminal (NMT) program.  NMT is a multi-band capable satellite communications terminal that provides protected and wideband communications.  NMT supports extremely high frequency (EHF)/advanced EHF low data rate/medium data rate/extended data rate, super high frequency, Military Ka band (transmit and receive) and global broadcast service receive-only communications.  Work will be performed in Largo, Florida (54 percent); South Deerfield, Massachusetts (25 percent); Stow, Massachusetts (13 percent); Marlborough, Massachusetts (8 percent), and is expected to be completed by Aug. 8, 2021.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $1,171,660 will be obligated at the time of modification award. Contract funds will not expire at the end of the current fiscal year.  This sole-source contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039).

 

Insitu Inc., Bingen, Washington, is being awarded $8,291,844 for firm-fixed-price delivery order 0062 against a previously issued basic ordering agreement (N00019-12-G-0008) to procure spares, support equipment, and support services for the ScanEagle Unmanned Aircraft System operations for the government of Iraq intelligence, surveillance, and reconnaissance services program.  Work will be performed in Baghdad, Iraq (90 percent); and Bingen, Washington (10 percent), and is expected to be completed in August 2017.  Foreign military sales funds in the amount of $8,291,844 are being obligated at time of award, none of which will expire at the end of the fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

DEFENSE HEALTH AGENCY

 

Booz Allen Hamilton, McLean, Virginia, was awarded a $52,533,286 firm-fixed-price task order (HT0011-16-F-0011) providing services to assist the assistant secretary of defense (health affairs), Defense Health Agency, in the support of action plans resulting from the Secretary of Defense Military Health Service Review.  The task order provides the subject matter expertise required to move the Military Health System toward the cultural and process changes necessary to become a high reliability organization.  In addition, the task order will provide program management, performance management, and creates the systems and tools necessary for continuous process improvement and appropriate standardization across the enterprise.  Work will be performed in Virginia, with an estimated completion date of August 2021.  Fiscal 2015 operations and maintenance funds in the amount of $10,693,483 are obligated for this award. This task order was competitively procured on the General Service Administration’s Program Management/Continuous Process Improvement blanket purchase agreement under fair opportunity under Federal Acquisition Regulation 8.4 with four offers received. The Defense Health Agency, Falls Church, Virginia, is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

Lockheed Martin Mission Systems and Training, Moorestown, New Jersey, is being awarded a $36,369,739 fixed-price incentive (firm target) contract for the installation, integration, and testing of Aegis Ashore equipment in a deckhouse and deckhouse support building.  Work will be performed at the Aegis Ashore site in Poland, and is expected to be completed by Dec.31, 2018.  Fiscal 2015 defense-wide procurement funds in the amount of $36,369,739 are being obligated at time of award.  This award is the result of a competitive acquisition for which one offer was received.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity (HQ0276-16-C-0001).

ARMY

 

Vision Ability Execution Inc,* Reston, Virginia, was awarded a $15,883,313 modification (P00002) to contract W52P1J-16-C-0004 for network modernization in the continental U. S. for survey, engineering and implementation services to support modernization and upgrade installation campus area networks.  Work will be performed at Fort Belvoir, Virginia, with an estimated completion date of Dec. 31, 2018.  Fiscal 2015 other procurement, Army funds in the amount of $4,753,564 were obligated at the time of the award.  Army Contracting Command, Rock Island, Illinois, is the contracting activity.

 

IBIS TEK,* Butler, Pennsylvania, was awarded an $11,895,240 firm-fixed-price contract for dome lights in support of the Rock Island Arsenal joint manufacturing and technology center, M997 ambulance program.  Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 8, 2021.  Army Contracting Command, Rock Island, Illinois, is the contracting activity (W9098S-16-D-0020).

 

CTI and Associates Inc,* Novi, Michigan, was awarded an $8,000,000 firm-fixed-price, construction management services, indefinite-delivery contract with a three-year base period and one two-year option period.  Bids were solicited via the Internet with 12 received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 8, 2021.  Army Corps of Engineers, Savannah, Georgia, is the contracting activity (W912HN-16-D-0007).

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Lockheed Martin Coherent Technologies, Louisville, Colorado, has been awarded a $7,075,675 cost-plus-fixed-fee contract for a research project under the Modular Optical Aperture Building Blocks (MOABB) program. The MOABB program seeks innovative research in the area of integrated photonics for free-space optical systems. Fiscal 2016 research and development funds in the amount of $1,959,901 are being obligated at the time of award. Work will be performed in Louisville, Colorado (30 percent); Eagan, Minnesota (24 percent); Santa Barbara, California (24 percent); and Davis, California (22 percent), with an estimated completion date of May 2018. The Defense Advanced Research Projects Agency (DARPA), Arlington, Virginia, is the contracting activity (HR0011-16-C-0106).
