DEFENSE LOGISTICS AGENCY

 

Toshiba America Medical Systems, Tustin, California, has been awarded a maximum $827,608,050 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for radiology systems, accessories and training. This is a five-year base contract with one five-year option period. This was a competitive acquisition with 27 responses received. Location of performance is California, with a Feb. 2, 2022, performance completion date. Using customers are Air Force, Army, Navy, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-17-D-0022).

 

SunPower Corp. Systems, doing business as Powerlight, Richmond, California, has been awarded a $96,252,862 firm-fixed-price contract for the provision, operation, production, purchase and delivery of energy and all associated environmental attributes generated from an on-site solar energy production facility. This was a competitive acquisition with 10 offers received. This is a 26-year, three-month contract with no option periods. Location of performance is California, with an April 30, 2043, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2017 through 2043 Air Force operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-17-D-8000).

 

Herndon Products, O'Fallon, Missouri, has been awarded a $67,399,269 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for the establishment of a total supply chain management initiative supporting bench stock items used on the Letterkenny Army Depot maintenance/manufacturing lines. This was a competitive acquisition with one response received. This is a five-year base contract with two one-year option periods. Locations of performance are Missouri and Pennsylvania, with a Feb. 12, 2022, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7MX-17-D-0038).

 

Herndon Products, O'Fallon, Missouri, has been awarded a $7,123,598 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for the establishment of a total supply chain management initiative supporting bench stock items at Tobyhanna Army Depot maintenance and manufacturing lines. This was a competitive acquisition with two offers received. This is a five-year base contract with two one-year option periods. Locations of performance are Missouri and Pennsylvania, with an April 4, 2022, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7MX-17-D-0039).

 

AIR FORCE

 

Orbital Sciences Corp., Dulles, Virginia, has been awarded a $78,176,000 undefinitized contract action for Space Test Program Satellite-6 (STPSat-6) spacecraft integration and testing. Contractor will provide integration and early on-orbit support of the Department of Defense STPSat-6 space vehicle. Work will be performed at Dulles, Virginia; and Cape Canaveral, Florida, and is expected to be complete by Aug. 15, 2021. This award is the result of a sole-source acquisition. Fiscal 2017 research, development, test, and evaluation funds in the amount of $17,806,766 are being obligated at the time of award. Space and Missile Systems Center, Kirtland Air Force Base, New Mexico, is the contracting activity (FA8817-17-C-0001).

 

NAVY

 

Raytheon Technical Services Co., Indianapolis, Indiana, is being awarded a $49,997,847 indefinite-delivery/indefinite quantity hybrid, cost-plus-fixed-fee, firm-fixed-price contract (N00039-17-D-0004) for the procurement of Program Executive Office Command Control Communications Computers and Intelligence (PEO C4I) Environmental Satellite Receiver Processor (ESRP) (AN/SMQ-11 and AN/FMQ-17) program.  ESRP is for engineering, production, procurement, in-service engineering agent, and support services.  Work will be performed primarily in Indianapolis, Indiana, and work is expected to be completed in September 2022.  No funds will be obligated at the time of award.  Funds will be obligated on individual task orders as they are issued to the contractor using fiscal 2017 operations and maintenance (Navy); fiscal 2017 other procurement (Navy); research, development, test and evaluation; and ship construction (Navy) funds.  This contract was a sole-source procurement in accordance with 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.302-1.  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039-17-D-0004).

 

BAE Systems San Diego Ship Repair, San Diego, California, was awarded a $26,665,643 cost-plus-award-fee, incentive-fee modification to a previously awarded contract (N00024-12-C-4403) to definitize USS Harpers Ferry (LSD-49) fiscal 2017 phased maintenance availability undefinitized contract action.  A phased maintenance availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities.  Work will be performed in San Diego, California, and is expected to be completed by January 2018.  Fiscal 2017 operations and maintenance (Navy); and fiscal 2017 other procurement (Navy) funding in the amount of $26,665,643 was obligated at time of award, and funds in the amount of $25,397,503 will expire at the end of the current fiscal year.  The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity. ARMY

 

Specialized Materials and Chemicals LLC,* Brigham City, Utah, was awarded a $22,440,000 firm-fixed-price contract for ammonium perchlorate, a highly explosive propellant used to support production efforts for manufacture of 2,000-pound Air Force penetrator bombs and Navy 2,000-pound BLU121 bombs.  This contract is for a guaranteed minimum of 120,000 pounds and a maximum of 2,000,000 pounds.  Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 2, 2020.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-17-D-3002).

 

IBIS TEK LLC,* Butler, Pennsylvania, was awarded a $14,763,206 modification (P00029) to contract W56HZV-13-C-0036 for a quantity of 49 International Organization for Standardization containers, with four Family of Medium Tactical Vehicles 58-gallon armor B-kits; and a quantity of 40 International Organization for Standardization containers with four Family of Medium Tactical Vehicles 78-gallon armor B-Kits.  Work will be performed in Butler, Pennsylvania, with an estimated completion date of Jan. 30, 2018.  Fiscal 2017 other funds in the amount of $14,763,206 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.
