CONTRACTS

AIR FORCE

Engineering Research and Consulting Inc., Huntsville, Alabama, has been awarded a $99,000,000 firm-fixed-price level of effort, indefinite-delivery/indefinite-quantity contract for Seek Eagle modeling, analysis, and tools support. Contractor will provide skills and expertise to provide modeling and simulation, engineering and analysis, product development support, project management, and administrative functions.  Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by Sept. 22, 2022. This award is the result of a competitive acquisition with three offers received. Fiscal 2017 research, development, test and evaluation funds in the amount of $12,000,000 are being obligated at the time of award. Air Force Test Center, Eglin AFB, Florida, is the contracting activity (FA2486-16-R-0065).

The Boeing Co., St. Louis, Missouri, was awarded a $24,685,675 modification (P00147) to previously awarded contract FA8678-10-C-0100 for QF-16 full-scale aerial target (FSAT) Lot 5A production. Contractor will provide 18 QF-16 FSATs and 18 associated four-year warranties for the QF-16 drone-peculiar equipment program. Work will be performed at St. Louis, Missouri, and is expected to be complete by April 27, 2021. Fiscal 2017 procurement funds in the amount of $24,685,675 were obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity. (Awarded on March 14, 2017)

NAVY

Elbit Systems of America, Fort Worth, Texas, is being awarded a $49,884,371 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for a maximum quantity of 126 helmet display tracker systems (HDTS) and associated line items for the Navy on the MH-60 aircraft.  The HDTS provides situational awareness and targeting enhancements via pilot/copilot line-of-sight capability; continuously computed impact point for the 20mm automatic gun helicopter armament subsystem; 2.75-inch unguided rockets (LAU-61C/A); and precision guided rockets (digital rocket launcher (DRL, LAU-61G/A)).  Work will be performed in Fort Worth, Texas, and is expected to be completed by June 2021.  Fiscal 2016 aircraft procurement (Navy) funding in the amount of $14,150,729 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The award was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.   Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N00164-17-D-JQ63). 

The Boeing Co., Huntington Beach, California, is being awarded a $13,731,493 cost-plus-incentive-fee option to a previously awarded contract (N00178-15-C-2016) to continue to provide design agent and technical engineering services in support of the AN/USQ-82(V) Gigabit Ethernet Data Multiplex Systems (GEDMS) program.  GEDMS is a shipboard network used for DDG 51 class destroyers. The GEDMS network transfers inputs and/or outputs for the machinery control systems, damage control system, steering control system, AEGIS combat system, navigation displays and interior communications alarms and indicators.  This contract combines purchases for the Navy (91 percent); and the governments of Australia (3 percent); Korea (3 percent); and Japan (3 percent) under the Foreign Military Sales (FMS) program.  The work will be performed in Huntington Beach, California (72 percent); Arlington, Virginia (11 percent); Bath, Maine (9 percent); Pascagoula, Mississippi (3 percent); Georgetown, District of Columbia (3 percent); Richardson, Texas (1 percent); and Fairfax, Virginia (1 percent), and is expected to be completed by March 2018.  Fiscal 2017 operations and maintenance (Navy); FMS; fiscal 2017 other procurement (Navy); and fiscal 2013-2016 shipbuilding and conversion (Navy) funding in the amount of $5,999,256 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Surface Warfare Center-Dahlgren Division, Dahlgren, Virginia, is the contracting activity.  

Rockwell Collins Inc., Government Systems, Cedar Rapids, Iowa, is being awarded $10,492,100 for modification P00011 to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00019-15-D-5501) for the procurement of additional AN/ARC-210 radios and ancillary equipment for various domestic and foreign military sales aircrafts.  Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in September 2018.  Contract funds will not be obligated at the time of award.  Funds will be obligated on individual orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

Southeast Cherokee Construction Inc.,* Montgomery, Alabama, is being awarded $7,364,000 for firm-fixed-price task order WE01 under a previously awarded, multiple award construction contract (N69450-16-D-1112) for ground source heat pumps at Marine Corps Logistics Base, Albany.  The work to be performed provides for replacement of the heating ventilation and air conditioning systems in 10 buildings with new renewable energy high-efficiency geothermal heat pump (GHP) systems, coupled with an underground seasonal thermal energy storage (USTES) system.  This project will couple GHPs with a form of USTES commonly known within the industry as Borehole Thermal Energy Storage (BTES).  A BTES system involves the installation of a nonconventional, closed-loop vertical ground-loop heat exchanger rarely utilized in the U.S.  Work will be performed in Albany, Georgia, and is expected to be completed by January 2019.  Fiscal 2016 military construction (Navy) contract funds in the amount of $7,364,000 are obligated on this award and will not expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

Alamo City Engineering Services Inc., San Antonio, Texas, is being awarded a ceiling value $27,000,000 firm-fixed-price, indefinite-quantity/indefinite-delivery contract, in support of Program Manager, Marine Corps Network and Infrastructure Systems, Information Systems and Infrastructure, Marine Corps Systems Command (MCSC), to procure Network Access Control, Compliance, and Remediation (NACCR) solution.  The NACCR solution, when deployed, will be the first physical counter measure supporting the Marine Corps’ network defense strategy.  The NAC device will authenticate each asset as it connects to the Marine Corps Enterprise Network.  Before authorization is granted to full network services, the NACCR solution will perform a series of health and compliance checks based on established criteria.  Work will be performed in the Quantico, Virginia, area and is expected to be completed by March 30, 2021. No funds will be obligated at the time of the award and subsequent funding will be applied to future delivery orders.  This contract was competitively procured via the Federal Business Opportunities website with four offers received.  Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-17-D-4001).

DEFENSE LOGISTICS AGENCY

USFI Inc., Gardena, California, has been awarded a maximum $21,644,760 firm-fixed-price, indefinite-delivery/indefinite-quantity bridge contract for full food line distribution. This is a 93-day bridge contract, which possibly could end early when the guaranteed minimum is met. Locations of performance are California and Korea, with an Oct. 20, 2017, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and Coast Guard. Type of appropriation is fiscal 2017 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-17-D-4023).

ARMY

Boecore Inc.,* Colorado Springs, Colorado, was awarded a $13,500,000 modification (P00009) to contract W91260-13-D-0001 for the Command Information Management System II, which provides non-commercial integrated information technology solutions and support services for the Army Space and Missile Defense Command, Army Forces Strategic Command, and other Department of Defense agencies. Work locations and funding will be determined with each order; with an estimated completion date of July 31, 2018. Army Space and Missile Defense Command, Peterson Air Force Base, Colorado, is the contracting activity.

Hydrogeologic Inc., Reston, Virginia, was awarded a $10,000,000 modification (P00001) to contract W912P9-16-D-0009 for the environmental response actions, associated investigation, design and removal activities which will include service and construction activities mandated by the Formerly Utilized Sites Remedial Action Program. Work locations and funding will be determined with each order, with an estimated completion date of May 1, 2018. Army Corps of Engineers, Rock Island, Illinois, is the contracting activity.
