ARMY

 

Gilbane Federal, Concord, California, was awarded a $133,471,473 firm-fixed-price contract for the construction of two facilities: U.S. Forces Korea Operations Center, and Phase III Facility at U.S. Army Garrison Humphreys. Bids were solicited via the Internet with seven received. Work will be performed in the Republic of Korea, with an estimated completion date of May 2, 2020. Fiscal 2017 other funds in the amount of $133,471,473 were obligated at the time of the award. U.S. Army Corps of Engineers Far East District is the contracting activity (W912UM-17-C-0006).

 

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $24,456,460 modification (0019) to contract W56HZV-15-D-0031 for recapitalized Heavy Expanded Mobility Tactical Trucks M984A4 (M984A0/A2 to M984A4 – 10); Palletized Load System M1075A1 (M1075A0 to M1975A1 – 50); and M984A4 self-recovery winches – 10. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Aug. 31, 2018. Fiscal 2015 and 2017 other procurement, Army funds in the amount of $24,456,460 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

SAIC, McLean, Virginia, was awarded a $13,423,506 modification (P00039) to Foreign Military Sales (Jordan) contract W31P4Q-15-F-0007 for engineering and software support services. Work will be performed in McLean, Virginia, with an estimated completion date of May 14, 2018. Fiscal 2017 other funds in the amount of $13,423,506 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Parsons Brinckerhoff, Virginia Beach, Virginia, was awarded a $10,000,000 firm-fixed-price contract for multi-discipline architect-engineer services in support of the Norfolk District, U.S. Army Corps of Engineers. NAVY

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $113,185,103 cost-plus-fixed-fee contract (N00024-17-C-5410) for Standard Missile engineering and technical services for Navy, other government agencies, and foreign military sales for fiscal years 2017 through 2021.  This contract will provide engineering and technical services for Standard Missile 2, 3, and 6. These services include research and development efforts; design, systems and production engineering; technical services; evaluation services; component improvement services and production proofing services for missile producibility, missile production and shipboard integration.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $466,054,483.  Work will be performed in Tucson, Arizona (95 percent); Camden, Arkansas (2 percent); St. Petersburg, Florida (2 percent); and Huntsville, Alabama (1 percent), and is expected to be completed by April 2022.  Fiscal 2017 research, development, test and evaluation (Navy); and fiscal 2017 weapons procurement (Navy) funding in the amount of $2,625,379 will be obligated at the time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(iii).  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $21,664,219 cost-plus-fixed-fee modification to previously awarded contract N00024-08-C-2110 for production and test engineering efforts to correct government responsible work items for Pre-Commissioning Unit Gerald R. Ford (CVN 78).  Work will be performed after ship delivery at Naval Station Norfolk.  The design and construction of a nuclear powered aircraft carrier requires highly technical and specialized knowledge of the ship’s mission, design, systems, and nuclear reactor plants.  Huntington Ingalls Inc. (HIINC) is the nation’s only designer and builder of nuclear powered aircraft carriers.  HIINC has developed a unique capability encompassing all aspects of aircraft carrier design, construction, modernization, repair, and technical and engineering support which, because of its uniqueness, cannot be acquired elsewhere. Additionally, HIINC is the only private shipbuilder with adequate facilities to accommodate construction of the large deck carrier.  Work will be performed in Norfolk, Virginia, and is expected to be complete by February 2018.  Fiscal 2016 shipbuilding conversion (Navy) funding in the amount of $50,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Supervisor of Shipbuilding, Conversion and Repair, Newport News, Virginia, is the contracting activity.

 

Leidos Inc., Reston, Virginia, is being awarded a $12,416,137 sole-source bridge contract to provide continuity of logistics, operations, and maintenance services in support of Navy and Marine signature silencing programs.  The services under this contract support Navy and Marine signature silencing programs for naval ships and undersea systems; and provide engineering and program management support for the scheduling and planning of the Southeast Alaska Acoustic Measurement Facility array repair; the repair and installation of the west and east arrays; and the array health assessment and the array validation trials for the final installation/certification report.  Work will be performed in Ketchikan, Alaska (66 percent); Long Beach, Mississippi (24 percent); and Poulsbo, Washington (10 percent), and is expected to complete by January 2018.  Fiscal 2017 service cost center and fiscal 2017 overhead funding in the amounts of $2,540,000 and $270,000 respectively will be obligated at the time of award and not expire at the end of the current fiscal year.  Fiscal 2017 operations and maintenance (Navy) funding in the amount of $2,200,000 will be obligated at time of award and expire at the end of the fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center, Carderock Division, West Bethesda, Maryland, is the contracting activity (N0016717C0002).

 

Asturian Group Inc.,* Virginia Beach, Virginia, is being awarded a $7,463,837 firm-fixed-price contract for repair and renovation of the Navy Gateway Inn and Suites (NGIS) Building A-125 at Naval Station Norfolk.  Under this contract, the contractor will be required to renovate and make upgrades such that all major building systems meet current code requirements and anti-terrorism/force-protection standards including additional upgrades to the WiFi access points, handrails/guardrails, industrial washer/dryer installation, and the main entrance canopy.  Work will be performed in Norfolk, Virginia, and is expected to be completed by August 2018.  Fiscal 2017 non-appropriated funds (Navy) in the amount of $7,463,837 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via a select bidders list in accordance with Naval Facilities Acquisition Standards 36.2102, non-appropriated funded contracts waiving Federal Acquisition Regulation Part 6, with six proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-17-C-0303). 

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Vencore Labs Inc., doing business as Applied Communication Sciences, Basking Ridge, New Jersey, was awarded a $10,345,758 cost-plus-fixed-fee contract for a research project under the Dispersed Computing (DCOMP) program solicited under Defense Advanced Research Projects Agency broad agency announcement 16-41 (DARPA-BAA-16-41). The DCOMP program will produce software instantiations of algorithms and protocol stacks that leverage pervasive, physically dispersed computing platforms to boost application and network performance by orders of magnitude. Work will be performed in Basking Ridge, New Jersey, with an expected completion date of April 2021. Fiscal 2016 research, development, test and evaluation (RDT&E) funding in the amount of $187,500; and fiscal 2017 RDT&E funding in the amount of $975,000 are being obligated at time of award. This contract was a competitive acquisition under an open broad agency announcement and 42 offers were received. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR001117C0047).

 

DEFENSE LOGISTICS AGENCY

 

San Antonio Lighthouse for the Blind,** San Antonio, Texas, has been awarded a maximum $8,286,377 firm-fixed-price contract for fire resistant environmental ensemble trousers. This contract is a one-year contract with two one-year option periods. This was a directed award under the Ability One program. Location of performance is Texas, with an April 16, 2018, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-B017).
