CONTRACTS

 

NAVY

 

Electric Boat Corp., Groton, Connecticut, is being awarded a $95,550,000 cost-plus-fixed-fee modification to a previously awarded contract (N00024-13-C-2128) for the manufacturing of 17 tactical missile tubes in support of the Columbia Class Submarine (formerly known as the Ohio Class Replacement).  This is a joint U.S./United Kingdom Common Missile Compartment program and this modification includes foreign military sales to the United Kingdom.  Work will be performed in Quonset Point, Rhode Island, and is expected to be completed by December 2023.  United Kingdom foreign military sales funding in the amount of $22,957,933 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded $78,723,292 for modification P00022 to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-15-D-0028).  This modification provides for support and sustainment of the AIM-9X Sidewinder Block II tactical missiles in support of the Navy,  Air Force and the governments of Australia, Belgium, Denmark, Finland, Israel, Japan, Korea, Kuwait, Oman, Malaysia, Morocco, Netherlands, Norway, Poland, Romania, Saudi Arabia, Singapore, Switzerland, Taiwan, and Turkey, under the Foreign Military Sales program.  Services to be provided include repair of AIM-9X Block II tactical missiles, captive air training missiles and special air training missiles, and integrated product support, such as training, in-service software support, depot management, and obsolescence/diminishing manufacturing sources and material shortages monitoring.  Work will be performed in Tucson, Arizona, and is expected to be completed in May 2019.  No funds will be obligated at time of award.  Funds will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Lockheed Martin Rotary and Mission Systems (LM RMS), Moorestown, New Jersey, is being awarded a $22,028,470 firm-fixed-price modification to a previously awarded contract (N00024-14-C-5114) to exercise options for the AEGIS weapon system computing, display and peripheral equipment for DDG 125 and DDG 126.  LM RMS shall procure, assemble, and test the equipment and provide the associated software licenses in accordance with applicable drawings and specifications.  Work will be performed in Moorestown, New Jersey (80 percent); Clearwater, Florida (19 percent); and Owego, New York (1 percent), and is expected to be completed by August 2021.  Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $22,028,470 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $10,392,093 modification to a previously awarded cost-plus-incentive fee contract (N00019-14-C-0002) to provide additional funding for affordability-based cost reduction initiatives in support of low-rate initial production Lot 9 F-35 Lightening II Joint Strike Fighter.  Work will be performed in Fort Worth, Texas (30 percent); El Segundo, California (25 percent); Warton, United Kingdom (20 percent); Orlando, Florida (10 percent); Nashua, New Hampshire (5 percent); Nagoya, Japan (5 percent); and Baltimore, Maryland (5 percent), and is expected to be completed in March 2020.  Fiscal 2015 aircraft procurement (Air Force, Marine Corps, and Navy) funds in the amount of $10,392,093 are being obligated on this award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Vigor Marine LLC, Portland, Oregon, is being awarded a $7,778,751 firm-fixed-price contract for a 55 calendar day shipyard availability for the regular overhaul and dry docking of USNS Guadalupe (T-AO 200).  Work will include general services; clean and gas free tanks; rafting of tanks; ultrasonic thickness gauging of steel throughout the vessel; aft mooring deck steel deck replacement; central fresh water steel deck replacement; 06 fan room bulkhead steel replacement; marine sanitation device holding tank bolting ring replacement; annual lifeboat recertification; annual inspection and overhaul of the firefighting system; replacement of the sliding block sprockets and lower pillow block bearings; dry docking items such as hull painting and free board painting; stern tube seal overhaul; controllable pitch propeller system overhaul; remove both port and starboard tail shafts and re-centralize the port shaft; cathelco marine growth inhibitor anode replacement; cathodic protection system maintenance; American Bureau of Shipping and Coast Guard annuals and certificate of inspection renewal.  The contract includes options which, if exercised, would bring the total contract value to $8,234,616.  Work will be performed in Portland, Oregon, and is expected to be completed by Aug. 7, 2017.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $7,778,751 are being obligated.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with two offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-17-C-4005).

 

ARMY

 

Y-Tech Services,* Huntsville, Alabama, was awarded a $21,371,547 modification (P00062) to contract W58RGZ-14-C-0007 for maintenance, repair, and logistics support for the Aviation Flight Test Directorate at Redstone Test Center. Work will be performed in Huntsville, Alabama, with an estimated completion date of May 4, 2019. Fiscal 2017 research, development, test and evaluation funds in the amount of $1,720,000 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

 

APC Construction LLC,* New Orleans, Louisiana, was awarded a $17,283,825 firm-fixed-price contract for the construction of New Orleans to Venice Hurricane Protection System; New Orleans to Venice nonfederal West Bank 06B.1 Woodpark floodwalls, Plaquemines Parish, Louisiana. Bids were solicited via the Internet with six received. Work will be performed in Port Sulpher, Louisiana, with an estimated completion date of Jan. 30, 2019. Fiscal 2014 other funds in the amount of $17,283,825 were obligated at the time of the award. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-17-C-0020).

 

Pride Industries, Roseville, California, was awarded a $15,911,930 modification (P00036) to contract W911SG-14-C-0001 for facility support services. Work will be performed in Fort Bliss, Texas, with an estimated completion date of Oct. 31, 2017. Fiscal 2017 operations and maintenance (Army) funds in the amount of $15,911,930 were obligated at the time of the award. U.S. Army Contracting Command, Fort Bliss, Texas, is the contracting activity.

 

Herndon Products LLC, O’Fallon, Missouri, was awarded an $8,111,850 contract for hardware in support of the ambulance program at the Rock Island Arsenal, Joint Manufacturing and Technology Center. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of April 20, 2022. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W9098S-17-D-0015).

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Northrop Grumman Systems Corp., Linthicum Heights, Maryland, was awarded a $19,448,202 cost-plus-fixed-fee completion contract for a Defense Advanced Research Projects Agency research project. Work will be performed in Linthicum Heights, Maryland, with an expected completion date of October 2019. Fiscal 2016 research, development, test and evaluation (RDT&E) funds in the amount of $5,972,985; and fiscal 2017 RDT&E funds in the amount of $2,645,430 are being obligated at time of award. This contract was a limited competitive acquisition with six offers received. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-17-C-0043).
