Walsh Construction Co. II LLC, Chicago, Illinois (W9127S-17-D-6002); J.E. Dunn Construction Co., Kansas City, Missouri (W9127S-17-D-6003); United Excel Corp., Shawnee Mission, Kansas (W9127S-17-D-6004); J&J Maintenance Inc., (dba J&J Worldwide Services), Austin, Texas (W9127S-17-D-6005); SpecPro Environmental Services LLC,* Oak Ridge, Tennessee (W9127S-17-D-6006); Encompass IDBO LLC,* Bucyrus, Kansas (W9127S-17-D-6007); and JJ Brun JV LLC,* San Antonio, Texas (W9127S-17-D-6008), will share a $900,000,000 firm-fixed-price contract for design-build construction in support of  Air Force Medical Service healthcare facilities nationwide. Bids were solicited via the Internet with 28 received. Work locations and funding will be determined with each order, with an estimated completion date of July 20, 2022. U.S. Army Corps of Engineers, Little Rock, Arkansas, is the contracting activity.

 

Honeywell International Inc., Phoenix, Arizona, was awarded a $147,130,501 modification (P00066) to contract W56HZV-12-C-0344 for total integrated engine revitalization hardware to meet the Anniston Army Depot production requirements. Work will be performed in Phoenix, Arizona, with an estimated completion date of April 30, 2019. Fiscal 2017 other funds in the amount of $20,080,677 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Lockheed Martin Missiles and Fire Control, Grand Prairie, Texas, was awarded a $130,342,972 modification (P00004) to foreign military sales (Qatar, Saudi Arabia, Republic of Korea, United Arab Emirates, and Taiwan) contract W31P4Q-17-C-0006 for fiscal 2017 PATRIOT Advanced Capability-3 production to increase the total missile segment enhancement quantity by 35, add 130 launcher modification kits with motor control units for the U.S.; add the parts library and missile segment enhancement storage and aging requirements for the U.S.; add the cost and software data reporting requirement for the United States; reduce the missile round trainer quantity by 30 for Qatar, and reduce the empty round trainer quantity by 36 for Qatar. Work will be performed in Grand Prairie, Texas; Lufkin, Texas; Camden, Arizona; Chelmsford, Massachusetts; Ocala, Florida; Huntsville, Alabama; Huntingdon Beach, California; and El Paso, Texas; with an estimated completion date of June 30, 2020. Fiscal 2015, 2016 and 2017 other; and other procurement (Army) funds in the combined amount of $130,342,972 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

LOC Performance,* Plymouth, Minnesota, was awarded a $49,108,304 modification (0001) to contract W56HZV-17-D-0078 for 276 Bradley engineering change proposal 1 kits and installation; and two spare parts kits. Work will be performed in Plymouth, Minnesota, with an estimated completion date of April 30, 2019. Fiscal 2017 other procurement (Army) funds in the amount of $49,108,304 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Global Finishing Solutions, Osseo, Wisconsin, was awarded a $7,497,970 firm-fixed-price contract for aircraft painting supplies at Corpus Christi Army Depot, Texas. Bids were solicited via the Internet with one received. Work will be performed in Corpus Christi Army Depot, Texas, with an estimated completion date of July 31, 2018. Fiscal 2017 other funds in the amount of $7,497,970 were obligated at the time of the award. DEFENSE LOGISTICS AGENCY

 

BP Products North America, Chicago, Illinois, has been awarded a $75,401,162 modification (0001) to an existing one-year contract (SPE600-17-D-0501) with a 30-day carryover period for jet fuel. This is a firm-fixed-price with economic-price-adjustment contract. This was a competitive acquisition with 11 responses received. This is a one-year contract with a 30-day carry-over period. Locations of performance are Illinois, Turkey, and a defense fuel support point serving the Central European Pipeline System, with a June 30, 2018, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. Wolverine World Wide Inc., Rockford, Michigan, has been awarded a maximum $11,626,800 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for temperate boots. This was a competitive acquisition with two responses received. This is a one-year contract with no option periods. Location of performance is Michigan, with a July 12, 2018, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-1075).

 

Pietro Carnaghi USA Inc.,* Pine Brook, New Jersey, has been awarded a $10,470,550 firm-fixed-price contract for a 5-axis computer numerical controlled vertical turning center. This was a competitive acquisition with five offers received. This is a two-year contract with no option periods. Locations of performance are New Jersey, and Italy, with an Aug. 31, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 defense working capital funds.  The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia (SPM4A8-17-C-0004).

(N00244-17-D-0049); Metters Industries Inc.,** McLean, Virginia (N00244-17-D-0050); Evanhoe & Associates Inc.,** Dayton, Ohio (N00244-17-D-0051); Innovative Management Concepts Inc.,** Sterling, Virginia (N00244-17-D-0052); Advanced Onion Inc.,** Monterey, California (N00244-17-D-0053); Metova Federal LLC,** Cabot, Arizona (N00244-17-D-0054); and Network and Simulation Technologies Inc.,** Middleton, Rhode Island (N00244-17-D-0055), are being awarded an estimated $17,239,176 multiple award, indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee task order contracts to provide a variety of information technology support services for the Naval Higher Education Information Technology Consortium, which includes the Naval Postgraduate School, the Naval War College, and the U.S. Naval Academy.  Each contract includes a one-year base period and four one-year option periods.  If all options are exercised, the contract value will reached a ceiling value of $92,261,110.  Work will be performed at various locations throughout the U.S. and percentage of work cannot be determined at this time.  Work is expected to be completed by July 2018; if all options are exercised, work will be completed by July 2022.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $1,000 will be obligated on each of the eleven contracts to fund the contracts’ minimum amount and funds will expire at the end of the current fiscal year. Proposals were requested of service–disabled, veteran-owned small businesses via the Federal Business Opportunities website and the Navy Electronic Commerce Online website, with 18 offers received.  Naval Supply Systems Command Fleet Logistics Center, San Diego, California, is the contracting activity.

 

Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, is being awarded a $30,487,380 cost-plus-fixed-fee modification to previously awarded contract (N00024-17-C-2110) for naval nuclear propulsion components.  Work will be performed in Monroeville, Pennsylvania.  No completion date or additional information is provided on Naval Nuclear Propulsion Program contracts.  Fiscal 2017 other procurement (Navy) funding in the amount of $30,487,380 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity. 

 

Lockheed Martin Rotary and Mission Systems Moorestown, New Jersey, is being awarded a $14,083,369 cost-plus-incentive-fee modification to a previously awarded contract (N00024-15-C-5151) to exercise an option for ship integration and test of the Aegis Weapon System (AWS) for AWS baselines through advanced capability build 16.  Work will be performed in Moorestown, New Jersey (90 percent); and Washington, District of Columbia (10 percent), and is expected to be completed by August 2018.  Fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $147,856 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a not-to-exceed $9,222,000 modification to a previously awarded advance acquisition contract (N00019-17-C-0001) for additional long-lead material and parts in support of the low-rate initial production Lots 12, 13, and 14 F-35 Lightning II aircraft for the government of the Netherlands.  Work will be performed in Fort Worth, Texas (30 percent); El Segundo, California (25 percent); Warton, UK (20 percent); Orlando, Florida (10 percent); Nashua, New Hampshire (5 percent); Nagoya, Japan (5 percent); and Baltimore, Maryland (5 percent), and is expected to be completed in December 2019.  International partner funds in the amount of $9,222,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Lockheed Martin Corp., Baltimore, Maryland, is being awarded an $8,617,000 cost-plus-fixed-fee modification to a previously awarded contract (N00024-11-C-2300) to exercise options for core Littoral Combat Ship (LCS) class services and LCS class services for the LCS program.  Work will be performed in Hampton, Virginia (31 percent); Moorestown, New Jersey (28 percent); Washington, District of Columbia (21 percent); and Marinette, Wisconsin (20 percent), and is expected to be completed by April 2018.  Fiscal 2015 shipbuilding and conversion (Navy); and 2017 operations and maintenance (Navy) funding in the amount of $8,617,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Electric Boat Corp., Groton, Connecticut, is being awarded a $7,693,290 cost-plus-fixed-fee contract action against a previously awarded contract (N00024-13-C-2128) for detail design, prototype manufacture and testing of the Columbia main thrust bearing/vibration reducer system in support of the Columbia-class submarine program (formerly Ohio Replacement program). Work will be performed in Groton, Connecticut, and is scheduled to be completed by June 2021.  Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $7,693,290 will be obligated at the time of award and will not expire at the end of the current fiscal year.  Supervisor of Shipbuilding, Conversion and Repair, Groton, Connecticut, is the contracting activity.

 

DEFENSE INFORMATION SYSTEMS AGENCY

 

VIASAT Inc., Carlsbad, California, was awarded a non-competitive, cost-plus-fixed-fee contract for engineering support services to the Blue Force Tracker-2 program consisting of:  Tier 4-6 help desk support, out of warranty repairs, satellite ground stations and satellite network control centers maintenance/inspections, and software assurance.  The not-to-exceed value of this action is $9,922,870. Funding for this action will include appropriate fiscal year operations and maintenance, Army; and other procurement, Army.  Performance will be at the contractor's facility.  This is a sole-source contract.  Period of performance is July 20, 2017, through Jan. 19, 2018.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1028-17-C-0021).
