NAVY

 

Huntington Ingalls Industries, Pascagoula, Miss., is being awarded a $1,430,821,350 fixed-price-incentive modification to a previously awarded contract (N00024-16-C-2431) for the procurement of the detail design and construction of landing platform dock 29.  Work will be performed in Pascagoula, Mississippi (82 percent); Crozet, Virginia (3 percent); Beloit, Wisconsin (2 percent); and New Orleans, Louisiana (2 percent), with other efforts performed at various sites throughout the U.S. (11 percent), and is expected to be completed by July 2023.  Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $1,247,244,740 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Corp., Rotary and Mission Systems, Liverpool, New York, is being awarded a $50,867,139 ceiling increase modification totaling to a previously awarded contract (N00039-15-C-0214).  The modification will increase the contract value from $101,059,648 to $151,926,787.  The contract modification includes the production of two twin line towed array (TL-29A) systems, one TL-29A spare array, two array refurbishments, and additional engineering services, material and spares for the Maritime Surveillance Systems Program Office, Program Executive Office Submarines.  Work will be performed at Syracuse, New York, and is expected to be completed by February 2018.  Fiscal 2017 operations and procurement (Navy) funding in the amount of $11,525 will be obligated at time of modification award.  Contract funds will not expire at the end of the current fiscal year.  This contract modification was not competitively procured because it is a sole-source acquisition in accordance with the authority of 10 U.S. Code 2304(c)(1) - only one responsible source (Federal Acquisition Regulation Subpart 6.302-1).  Noncompetitive procedures were approved for this modification under Justification and Authority 17,811.  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity. 

 

Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded $37,607,000 for firm-fixed-price modification P00003 to a previously awarded advance acquisition contract (N00019-17-C-0030) for the procurement of additional long-lead items for 27 Lot 16 AH-1Z aircraft in support of the Marine Corps.  Work will be performed in Fort Worth, Texas (60 percent); and Amarillo, Texas (40 percent), and is expected to be completed in March 2019.  Fiscal 2018 aircraft procurement funds (Navy) in the amount of $37,607,000 are being obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity.

 

Detyens Shipyards Inc., North Charleston, South Carolina, is being awarded a $16,418,401 firm- fixed-price contract (N3220518C4250) for a 75-calendar day shipyard availability for the regular overhaul and dry docking of USNS Robert E. Peary (T-AKE 5).  Work will include clean and gas-free tanks, voids, cofferdams and spaces, propulsion motor and cooler, main generator maintenance and cleaning, high voltage switchboard and emergency switchboard cleaning, five year main engine flex hose replacement, dry-docking and undocking, propeller shaft and stern tube inspect, freshwater (closed loop) stern tube lubrication, underwater hull cleaning and painting, freeboard cleaning and painting, sea valve replacements, renew flight deck nonskid, and reverse osmosis unit sea-chest installation.  The contract includes options which, if exercised, would bring the total contract value to $16,418,401.  Work will be performed in North Charleston, South Carolina, will begin March 19, 2018 and is expected to be completed by June 1, 2018.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $16,418,401 are being obligated at the time of award.  Funds will expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with two offers received.  The U. S. Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220518C4250).

 

Austal USA LLC, Mobile, Alabama, is being awarded a $14,999,969 firm-fixed-price contract for Guided Missile Frigate (FFG(X)) conceptual design.  Austal will be maturing their proposed ship design to meet the FFG(X) system specification. The conceptual design effort will inform the final specifications that will be used for the detail design and construction request for proposal that will deliver the required capability for FFG(X). The conceptual design phase will reduce cost, schedule, and performance risk for the follow-on detail design and construction contract.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $21,399,022. Work will be performed in Mobile, Alabama (57 percent); Pittsfield, Massachusetts (33 percent); Annapolis, Maryland (8 percent); Groton, Connecticut (1 percent); and Houston, Texas (1 percent), and is expected to be complete by June 2019.  Fiscal 2018 research, development, test and evaluation; and fiscal 2017 research, development, test and evaluation funding in the amounts of $11,000,000 and $1,200,000 respectively will be obligated at time of award and funds in the amount of $1,200,000 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with six offers received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-2325).

 

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $14,999,924 firm-fixed-price contract for Guided Missile Frigate (FFG(X)) conceptual design.  Huntington Ingalls Inc. will be maturing their proposed ship design to meet the FFG(X) system specification.  The conceptual design effort will inform the final specifications that will be used for the detail design and construction request for proposal that will deliver the required capability for FFG(X).  The conceptual design phase will reduce cost, schedule, and performance risk for the follow-on detail design and construction contract.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $22,997,330. Work will be performed in Pascagoula, Mississippi (95 percent); and Ocean Springs, Mississippi (5 percent), and is expected to be complete by June 2019. Fiscal 2018 research, development, test and evaluation; and fiscal 2017 research, development, test and evaluation funding in the amounts of $11,000,000 and $1,200,000 respectively will be obligated at time of award and funds in the amount of $1,200,000 will expire at the end of the current fiscal year. Lockheed Martin Inc., Baltimore, Maryland, is being awarded a $14,999,889 firm-fixed-price contract for Guided Missile Frigate (FFG(X)) conceptual design.  Lockheed Martin Incorporated will be maturing their proposed ship design to meet the FFG(X) system specification.  The conceptual design effort will inform the final specifications that will be used for the detail design and construction request for proposal that will deliver the required capability for FFG(X).  The conceptual design phase will reduce cost, schedule, and performance risk for the follow-on detail design and construction contract.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $21,972,630. Work will be performed in Baltimore, Maryland (39 percent); Arlington, Virginia (23 percent); Moorestown, New Jersey (13 percent); New York, New York (12 percent), Newport News, Virginia (12 percent); and Marinette, Wisconsin (1 percent), and is expected to be complete by June 2019. Fiscal 2018 research, development, test and evaluation; and fiscal 2017 research, development, test and evaluation funding in the amounts of $11,000,000 and $1,200,000 respectively will be obligated at time of award and funds in the amount of $1,200,000 will expire at the end of the current fiscal year. Marinette Marine Corp., doing business as Fincantieri Marinette Marine, Marinette, Wisconsin, is being awarded a $14,994,626 firm-fixed-price contract for Guided Missile Frigate (FFG(X)) conceptual design.  Fincantieri Marinette Marine will be maturing their proposed ship design to meet the FFG(X) system specification.  The conceptual design effort will inform the final specifications that will be used for the detail design and construction request for proposal that will deliver the required capability for FFG(X).  The conceptual design phase will reduce cost, schedule, and performance risk for the follow-on detail design and construction contract.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $22,977,617.  Work will be performed in Arlington, Virginia (40 percent); Marinette, Wisconsin (25 percent); Moorestown, New Jersey (18 percent); Iron Mountain, Michigan (7 percent); Crozet, Virginia (5 percent); and Metairie, Louisiana (5 percent), and is expected to be complete by June 2019. Fiscal 2018 research, development, test and evaluation; and fiscal 2017 research, development, test and evaluation funding in the amounts of $11,000,000 and $1,200,000 respectively will be obligated at time of award and funds in the amount of $1,200,000 will expire at the end of the current fiscal year. General Dynamics Bath Iron Works, Bath, Maine, is being awarded a $14,950,000 firm-fixed-price contract for Guided Missile Frigate (FFG(X)) conceptual design.  General Dynamics Bath Iron Works will be maturing their proposed ship design to meet the FFG(X) system specification.  The conceptual design effort will inform the final specifications that will be used for the detail design and construction request for proposal that will deliver the required capability for FFG(X).  The conceptual design phase will reduce cost, schedule, and performance risk for the follow-on detail design and construction contract.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $22,900,000. Work will be performed in Bath, Maine (81 percent); Spain (10 percent); and Portsmouth, Rhode Island (9 percent), and is expected to be complete by June 2019.  Fiscal 2018 research, development, test and evaluation; and fiscal 2017 research, development, test and evaluation funding in the amounts of $11,000,000 and $1,200,000 respectively will be obligated at time of award and funds in the amount of $1,200,000 will expire at the end of the current fiscal year. Nexagen Networks Inc.,* Marlboro, New Jersey, is being awarded an $11,390,168 modification to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N66001-15-D-0083) to provide engineering support services for information assurance and security engineering-related services to the Department of Defense and Department of Homeland Security. The exercise of this two-year option period to the three-year base contract brings the cumulative value of this contract to an estimated $27,305,949. Work will be performed at the contractor’s facilities in New Jersey (25 percent); and at government facilities in Philadelphia, Pennsylvania (75 percent).  Work is expected to be completed Feb. 17, 2020.  No funds will be obligated at the time of award.  Funding will be obligated via individual task orders as they are issued.  The types of funding to be obligated include operations and maintenance (Navy); operations and maintenance (Army); other procurement (Navy); research and development (Air Force); research, development, test and evaluation (Navy); and Coast Guard multi-year appropriation acquisition, contracts and improvements.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via 100 percent small business set-aside solicitation via publication on the Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website. Two proposals were originally received and one was selected for award.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity.

 

Adept Process Services Inc., National City, California, is being awarded a $7,255,147 for modification P00013 under a previously awarded firm-fixed-price contract (N00604-16-C-3013) to exercise the first option year for port operations at Joint Base Pearl Harbor Hickam, Oahu, Hawaii. This contract includes a 90 day phase-in, a base year, three one-year options and a six-month extension.  The exercise of this option will bring the estimated value of the contract to $15,454,952, and if all options are exercised, it will bring the total value to $34,365,793.  Work will be performed in Oahu, Hawaii, and the option’s period of performance is expected to be completed by February 2019. If all options on the contract are exercised, work will be completed by August 2021.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $1,229,595 will be obligated at time of award and funds will not expire before the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website and the Navy Electronic Commerce Online website as a 100 percent 8(a) set-aside requirement with three offers received. Naval Supply Systems Command Fleet Logistics Center Pearl Harbor, Hawaii, is the contracting activity.

 

ARMY

 

General Dynamics Land Systems Inc., Sterling Heights, Michigan, has been awarded a $148,964,414 modification (DO0006) to contract W56HZV-16-D-0060 to provide parts supply support for the entire Stryker program. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 28, 2019. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

CACI-CMS Information Systems Inc., Chantilly, Virginia, has been awarded a $60,000,000 firm-fixed-price contract for strength maintenance program resource development and delivery of Army National Guard specific messaging for appropriate calls-to-action across key markets to generate leads required to achieve Army National Guard end strength. Bids were solicited via the Internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 14, 2021. National Guard Bureau, Arlington, Virginia, is the contracting activity (W9133L-18-D-0001).

 

DynCorp International LLC, Fort Worth, Texas, was awarded a $39,130,408 modification (P00179) to domestic and foreign military sales (Sweden and Tunisia) contract W58RGZ-13-C-0040 for aviation field maintenance services. Work will be performed in Tunisia, Sweden, Egypt, Kuwait, Germany and Iraq, with an estimated completion date of Dec. 31, 2018. Fiscal 2010, 2015 and 2018 other procurement (Army); operations and maintenance (Army); and foreign military sales funds in the combined amount of $39,130,408 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Propper International, Mayagüez, Puerto Rico, has been awarded a maximum $27,125,193 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for athletic shoes. This was a competitive acquisition with six responses received. This is an 18-month base contract with one 18-month option period. Maximum dollar amount is for the life of the contract. Location of performance is Puerto Rico, with a Feb. 15, 2021, performance completion date. Using customers are Army, Air Force, Navy, Marine Corps and Coast Guard. Type of appropriation is fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-18-D-1036).
