CONTRACTS

 

DEFENSE LOGISTICS AGENCY

 

Ameriqual Packaging, Evansville, Indiana (SPE3S1-18-D-Z208; $521,516,278); and The Wornick Co., Cincinnati, Ohio (SPE3S1-18-D-Z207; $449,352,536), have each been awarded a firm-fixed-price contract under solicitation SPE3S1-17-R-0005 for unitized group rations. These were competitive acquisitions with three offers received. These are five-year contracts with no option years, but three tier periods. Locations of performance are Indiana and Ohio, with a Feb. 26, 2023, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

NAVY

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $158,268,935 cost-plus-fixed-fee delivery order (N0001918F2476) against a previously issued basic ordering agreement (N00019-14-G-0020).  This order provides for program management, nonrecurring engineering, recurring engineering, site support and touch labor in support of modification and retrofit activities for delivered air systems for the F-35 Lightning II Joint Strike Fighter aircraft for the Air Force, Marine Corps, Navy, non-Department of Defense (DoD) participant, and foreign military sales (FMS) customers.  Work will be performed in Fort Worth, Texas, and is expected to be completed in February 2019.  Fiscal 2016 aircraft procurement (Air Force, Marine Corps); fiscal 2017 aircraft procurement (Air Force); fiscal 2018 aircraft procurement (Navy); non-DoD participant; and FMS funds in the amount of $158,268,935 will be obligated at time of award, $57,613,986 of which will expire at the end of the current fiscal year.  This order combines purchases for the Air Force ($75,206,632; 48 percent); Marine Corps ($49,310,063; 31 percent); Navy ($10,075,914; 6 percent); non-DoD participants ($16,959,383; 11 percent); and FMS customers ($6,716,943; 4 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Kratos Unmanned Aerial Systems Inc., Sacramento, California, is being awarded $24,373,450 for modification P00055 to a previously awarded firm-fixed-price, cost-plus-fixed-fee contract (N00019-11-C-0024) to exercise an option for the low rate initial production of the Subsonic Aerial Target BQM-177A and technical data.  This option provides for the procurement of 30 BQM-177A targets, 30 radar altimeters, technical manuals, training material/equipment, and contractor logistics support services.  Work will be performed in Sacramento, California, and is expected to be completed March 2020.  Fiscal 2018 weapons procurement (Navy); and fiscal 2018 operations and maintenance (Navy) funds in the amount of $23,657,570 will be obligated at time of award, $1,422,817 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

BST Systems,* Plainfield, Connecticut, is being awarded a $12,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contract with a five-year ordering period for rechargeable 750 AMP per hour silver-oxide zinc battery cells, spare parts kits, and engineering support services related to the silver-oxide zinc cells.  This contract is one of two under a multiple award indefinite-delivery/indefinite-quantity with the aggregate ceiling of $12,500,000.  The silver-oxide zinc cells are for a deep submergence application on various undersea vehicles.  Work will be performed in Plainfield, Connecticut, and is expected to be completed by February 2023.  Fiscal 2018 research, development, test, and evaluation funding in the cumulative amount of $512,730 will be obligated at time of award and will not expire at the end of the current fiscal year.  The solicitation was competed on a best value basis under full and open competition via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N00164-18-D-JM08).

 

EaglePicher Technologies LLC, Joplin, Missouri, is being awarded a $12,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contract with a five-year ordering period for rechargeable 750 AMP per hour silver-oxide zinc battery cells, spare parts kits, and engineering support services related to the silver-oxide zinc cells.  This contract is one of two under a multiple award indefinite-delivery/indefinite-quantity with the aggregate ceiling of $12,500,000.The silver-oxide zinc cells are for a deep submergence application on various undersea vehicles.  Work will be performed in East Greenwich, Rhode Island, and is expected to be completed by February 2023.  Fiscal 2018 research, development, test, and evaluation funding in the cumulative amount of $841,850 will be obligated at time of award and will not expire at the end of the current fiscal year.  The solicitation was competed on a best value basis under full and open competition via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N00164-18-D-JM25).

 

AIR FORCE

 

Raytheon Missile Systems, Tucson, Arizona, has been awarded a $77,392,758 firm-fixed-price contract to exercise an option to previously awarded contract FA8672-10-C-0002 for Small Diameter Bomb (SBD) II.  This contract provide for low rate initial production for 570 SDB II Lot 4 munitions, 398 SDB II Lot 4 single weapon containers, 126 SDB II Lot 4 dual weapon containers, 20 Production Reliability Incentive Demonstration Effort captive vehicles, 24 SDB II Lot 3 weapon load crew trainers /conventional munitions maintenance trainers, and other data.  Work will be performed in Tucson, Arizona, and is expected to be complete by July 31, 2020.  This award is the result of a sole-source acquisition.  Fiscal 2017 missile procurement funds in the amount of $18,320,912; and fiscal 2018 missile procurement funds in the amount of $59,071,846 are being obligated at the time of award.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8672-18-C-0010).

 

Leidos Inc., Reston, Virgina, has been awarded a $25,400,000 indefinite-delivery/indefinite-quantity contract for the sustainment of the Automated Logistics Management Support system.  The contract provides for the software maintenance and minor modification required to support global supply chain management for supported C2ISR weapon systems.  Work will performed in Warner Robins, Georgia; and Robins Air Force Base, Georgia, and is expected to be complete by Feb. 28, 2023.  This award is the result of a sole-source acquisition. No funds will be obligated at the time of award.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia is the contracting activity (FA8555-18-D-0002). 

 

Utah State University Research Foundation/Space Dynamic Laboratory, North Logan, Utah, has been awarded an $11,934,781 cost-plus-fixed-fee modification (0021) to previously awarded contract FA9453-16-D-0004, task order 0004, for atomic navigation and timing. This modification provides for the advancement of the optical rubidium atomic frequency standard, and brings the total cumulative face value of the contract to $22,808,753. Work will be performed in North Logan, Utah, and is expected to be complete by July 30, 2019. Fiscal 2017 research and development funds in the amount of $90,340 are being obligated at the time of award. The Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity.

 

ARMY

 

Olin Corp. - Winchester Division, East Alton, Illinois, was awarded a $51,136,258 modification (P00020) to contract W52P1J-16-C-0003 for 5.56mm, 7.62mm and caliber .50 small caliber ammunition cartridges. Work will be performed in Oxford, Mississippi, with an estimated completion date of Aug. 30, 2019. Fiscal 2016, 2017, and 2018 other procurement (Army) funds in the amount of $51,136,258 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

BAE Systems Information Solutions Inc., McLean, Virginia, was awarded a $50,498,433 modification (P00014) to contract W911W4-16-C-0008 for intelligence-related services in support of U.S. Forces-Afghanistan. Work will be performed in Afghanistan, with an estimated completion date of Oct. 27, 2018. Fiscal 2017 operations and maintenance (Army) funds in the amount of $15,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Nammo Pocal Inc., Scranton, Pennsylvania, was awarded a $38,800,000 firm-fixed-price contract for acquisition of the M1020 120mm mortar ignition cartridges. Bids were solicited via the Internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 22, 2023. U.S. Army Contracting Command, New Jersey, is the contracting activity (W15QKN-18-D-0034).

 

Six3 Intelligence Solutions Inc., McLean, Virginia, was awarded a $35,000,000 modification (P00016) to contract W911W4-16-C-0006 for intelligence-related services in support of U.S. Forces-Afghanistan. Work will be performed in Afghanistan, with an estimated completion date of Oct. 27, 2018. Fiscal 2017 operations and maintenance (Army) funds in the amount of $35,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

IBM Corp., Bethesda, Maryland, was awarded a $20,691,699 firm-fixed-price contract to provide sustainment support for the GoArmyEd system. One bid was solicited with one received. Work will be performed in Fort Knox, Kentucky, with an estimated completion date of Feb. 28, 2021. Fiscal 2018 operations and maintenance (Army) funds in the amount of $14,752,178 were obligated at the time of the award. Orbital Alliant Techsystems Operations LLC (OA), Plymouth, Minnesota, was awarded a $20,449,920 modification (P00004) to contract W52P1J-17-C-0025 to procure 120mm tank training ammunition M1002 new production cartridges. Work will be performed in Plymouth, Minnesota, with an estimated completion date of March 31, 2020. Fiscal 2018 other procurement (Army) funds in the amount of $20,449,920 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island, is the contracting activity.

 

General Dynamics Ordnance and Tactical Systems Inc., St. Petersburg, Florida, was awarded a $16,343,520 modification (P00006) to contract W52P1J-17-C-0024 to procure 120mm M1002 new production cartridges for 120mm tank training ammunition. Work will be performed in Saint Petersburg, Florida, with an estimated completion date of Dec. 31, 2019. Fiscal 2016 and 2018 other procurement, Army funds in the amount of $16,343,520 were obligated at the time of the award. Cottrell Contracting Corp., Chesapeake, Virginia, was awarded a $7,920,800 firm-fixed-price contract for dredging and sand stockpiling at Poplar Island. Bids were solicited via the Internet with seven received. Work will be performed in Tighman, Maryland, with an estimated completion date of Jan. 28, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $7,920,800 were obligated at the time of the award. Southern Dredging Co. Inc.,* Charleston, South Carolina, was awarded a $7,017,000 firm-fixed-price contract for dredging Navy Submarine Base, Kings Bay, Georgia; and Marine Corps Support Facility, Blount Island, Florida. Bids were solicited via the Internet with three received. Work will be performed in St. Marys, Georgia, with an estimated completion date of Dec. 27, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $7,017,000 were obligated at the time of the award. MISSILE DEFENSE AGENCY

 

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, has been awarded a $26,926,610 modification (P00274) to previously awarded contract HQ0276-10-C-0001. This effort will support flight test mission execution to include full mission scope.  Full mission scope includes pre mission analysis and testing, mission preparation and execution, and post mission analysis and reports. The modification brings the total cumulative face value of the contract from $2,757,490,404 to $2,784,417,014.  Work will be performed in Moorestown, New Jersey, with an expected completion date of Sept. 27, 2019. Fiscal 2018 research, development, test and evaluation funds in the amount of $1,041,538 are being obligated at the time of award.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.
