AIR FORCE

 

United Launch Services, Centennial, Colorado, has been awarded a $354,811,947 firm-fixed-price contract for launch services to deliver the AFSPC-8 and AFSPC-12 satellites to their intended orbit.  This contract provides launch vehicle production, mission integration/launch operations/spaceflight worthiness, mission unique activities, and mission unique options for the AFSPC-8 and AFSPC-12 missions.  Work will be performed in Centennial, Colorado; Decatur, Alabama; and Cape Canaveral, Florida, and is expected to be complete by June 2020; and March 2020, respectively.  This award is the result of a competitive acquisition and two offers were received.  Fiscal 2017 and 2018 space procurement; and fiscal 2018 research, development, test, and evaluation funding in the amount of $354,811,947 will be obligated at the time of award.  The Contracting Division, Launch Systems Enterprise Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California is the contracting activity (FA8811-18-C-0002).

 

Space Exploration Technologies Corp., Hawthorne, California, has been awarded a $290,594,130 firm-fixed-price contract for launch services to deliver the GPS III to its intended orbit.  This contract provides launch vehicle production, mission integration/launch operations/spaceflight worthiness and mission unique activities for a GPS III mission, with options for two additional GPS III launch services.  Work will be performed in Hawthorne, California; Cape Canaveral Air Force Space Station, Florida; and McGregor, Texas, and is expected to be complete by March 2020.  This award is the result of a competitive acquisition and two offers were received.  Fiscal 2017 and 2018 space procurement funding in the amount of $96,937,905 will be obligated at the time of award.  The Contracting Division, Launch Systems Enterprise Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California is the contracting activity (FA8811-18-C-0001).

 

ARMY

 

Kiewit Infrastructure West Co., Vancouver, Washington, has been awarded an $112,047,000 firm-fixed-price contract for construction of a fish passage facility at Mud Mountain Dam in Buckley, Washington. Bids were solicited via the Internet with five received. Work will be performed in Buckley, Washington, with an estimated completion date of Sept. 20, 2022. Fiscal 2018 general construction funds in the amount of $6,757,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Seattle, Washington, is the contracting activity (W912DW-18-C-0011).

 

Michael Baker International Inc., Moon Township, Pennsylvania, has been awarded a $40,000,000 firm-fixed-price contract for design services to support the Transatlantic Middle East District Center of Standardization for non-permanent facilities. Bids were solicited via the Internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of March 14, 2023. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-18-D-0014).

 

NAVY

 

Orbital Sciences Corp., Chandler, Arizona, is being awarded a $67,579,333 firm-fixed-price, cost-plus-fixed-fee, cost contract to procure 24 full-rate production Lot 11 GQM-163A Coyote Supersonic Sea Skimming Target base vehicles and spares for the Navy; and the government of Qatar, as well as D6AC long lead steel for the government of Japan.  Work will be performed at Chandler, Arizona (50 percent); Camden, Arkansas (37 percent); Vergennes, Vermont (6 percent); Lancaster, Pennsylvania (5 percent); and Hollister, California (2 percent); and is expected to be completed in June 2021.  Fiscal 2016, 2017 and 2018 weapons procurement (Navy); and foreign military sales funds in the amount of $67,579,333 are being obligated at time of award, $222,035 of which will expire at the end of the current fiscal year.  This contract combines purchases for the Navy ($67,461,135; 99.83 percent); the governments of Qatar ($97,597; 0.14 percent); and Japan ($20,601; 0.03 percent), under the Foreign Military Sales program.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1047).

 

Drew Marine USA Inc., Whipany, New Jersey, is being awarded a $57,845,088 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for chemicals, industrial gases, refrigerants, and firefighting foams to support Military Sealift Command vessels worldwide.  Work will be performed worldwide and is expected to be completed by March 12, 2023.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $256,628 will be obligated at time of award through the issuance of the initial delivery order.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The U. S. Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220518D7000).

 

Northrop Grumman Systems Corp., Bethpage, New York, is being awarded a $46,791,709 cost-plus-fixed-fee, cost-only modification to a previously awarded contract (N00024-17-C-6311) to exercise options for engineering, technical and sustainment services for littoral combat ship mission modules.  Work will be performed in Bethpage, New York (35 percent); San Diego, California (18 percent); Mayport, Florida (13 percent); Port Hueneme, California (11 percent); Pittsfield, Massachusetts (8 percent); Washington, District of Columbia (7 percent); Panama City, Florida (4 percent); and various locations at less than one percent each (4 percent), and is expected to be completed by March 2019.  Fiscal 2018 other procurement (Navy); fiscal 2018 research, development, test and evaluation (Navy); fiscal 2018 operation and maintenance (Navy); and fiscal 2014 shipbuilding and conversion (Navy) funding in the amount of $5,677,842 will be obligated at time of award, and funds in the amount of $800,000 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

URS Federal Services Inc. (an AECOM Co.), Germantown, Maryland, is being awarded a $33,735,531 cost-plus-fixed-fee contract to provide responsive and real-time intelligence, surveillance, and reconnaissance support to U.S. Central Command, U.S. Naval Forces Central Command, and Commander Task Force 57 in forward deployed locations to support ongoing overseas contingency operations.  Work will be performed in Patuxent River, Maryland; and is expected to be completed in March 2021.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $7,250,000 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1038).

 

General Dynamics National Steel and Shipbuilding Co., Norfolk, Virginia, is being awarded a $15,253,370 firm-fixed-price contract modification to a previously awarded contract (N00024-18-C-4429) for the execution of USS Mesa Verde (LPD 19) docking phased maintenance availability.  This effort provides for repair of engine casualties as well as maintenance.  Work will be performed in Norfolk, Virginia, and is expected to be completed by May 2019.  Fiscal 2018 operation and maintenance (Navy) funding in the amount of $7,715,585 will be obligated at time of award and will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a $9,526,424 cost-plus-incentive-fee, cost-only modification to a previously awarded contract (N00024-13-C-5225) to produce Technical Insertion-18 shore sites systems and provide incremental funding in support of  the continued development, integration and production of the Navy’s AN/SQQ-89A(V)15 Surface Ship Undersea Warfare System.  The AN/SQQ-89A(V)15 is the Surface Ship Undersea Warfare (USW) combat system with the capabilities to search, detect, classify, localize and track undersea contacts, and to engage and evade submarines, mine-like small objects and torpedo threats. The contract is for development, integration and production of future advanced capability build and technical insertion baselines of the AN/SQQ-89A(V)15 USW systems.  Work will be performed in Lemont Furnace, Pennsylvania (37 percent); Syracuse, New York (24 percent); Manassas, Virginia (17 percent); Clearwater, Florida (9 percent); Oswego, New York (5 percent); Hauppauge, New York (5 percent); and Tewksbury, Massachusetts (3 percent), and is expected to be completed by June, 2019. Fiscal 2013, 2015 and 2016 shipbuilding and conversion (Navy); fiscal 2017 and 2018 other procurement (Navy); and fiscal 2018 research, development, test and evaluation funding the amount of $9,526,424 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

DEFENSE HUMAN RESOURCE ACTIVITY

 

Booz Allen Hamilton Inc., McLean, Virginia, has been awarded a $37,418,102 contract, contract number H9821018F0051, for the Defense Language and National Security Education Office (DLNSEO) National Language Service Corps (NLSC).  This contract provides for administering critical functions of the NLSC, a major activity of the National Security Education Program (NSEP). These functions include recruiting U.S. citizens to become members of the NLSC, collecting and retaining members’ information, providing information to government organizations that are NLSC partners or are interested in becoming partners, assisting in the process of member activation and proficiency certification, providing language acquisition services and other benefits to NLSC members, and ensuring compliance with privacy act regulations.  The work is expected to be complete by March 14, 2023. This contract does not involve foreign military sales. This award is the result of a competitive acquisition with one solicitation and two offers received.  Fiscal 2018, 0100, operations and maintenance funds in the amount of $7,086,565 are being obligated at the time of award. The Headquarters, Defense Human Resources Activity Contracting Directorate, Alexandria, Virginia, is the contracting activity. There is no known congressional interest pertaining to this acquisition.

 

DEFENSE LOGISTICS AGENCY

 

Argonaut Solutions LLC, El Cajon, California, has been awarded a maximum $21,997,050 firm-fixed-price contract for above ground fuel storage tanks, associated components and services including management, operation, maintenance, product quality, surveillance, inventory control and accounting, security, safety, and environmental protection of the government-owned, contractor operated facilities. This is a four-year base contract with one four-year option period and an option to extend, not to exceed six months. This was a competitive acquisition with five offers received. Locations of performance are California and Arizona, with a March 31, 2022, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE603-18-C-5011).

 

DEFENSE HEALTH AGENCY

 

Panamerica Computers Inc., Luray, Virginia, has been awarded a $9,326,449 firm fixed priced contract, HT0015-18-F-0036.  This contract provides information technology hardware for the Defense Health Agency (DHA).  This is a one-time purchase of 16,199 small form factor desktops which will support the DHA's Windows 10 upgrade effort.  This contract award differs from a previous contract awarded on March 8, 2018, by type of computer requirement purchased, laptop vs desktop, for enterprise replacement and upgrade. The requirement was competed as a 100 percent HUBZone set-aside and nine contractors responded with quotes.  The requirement is funded with both fiscal 2016 and 2018; and fiscal 2017 and 2019 procurement funds.  The Contracting Office-Health Information Technology San Antonio, Texas, is the contracting activity (HT0015).
