CONTRACTS

 

NAVY

 

L3 Technologies Inc., Arlington, Texas, is being awarded a $218,060,000 not-to-exceed indefinite-delivery/indefinite-quantity contract for the procurement of new training systems, as well as hardware and software upgrades and modifications to existing F/A-18C/D/E/F and EA-18G aircrew training systems. This contract will also support software configuration set upgrades, engineering change proposals, Naval Aviation Simulation Master Plan upgrades and spare parts for hardware deliverables. Work will be performed in Arlington, Texas, and is expected to be completed in April 2023. Fiscal 2016 aircraft procurement (Navy); and 2018 operation and maintenance (Navy) funds in the amount of $1,510,620 will be obligated at time of award, $200,000 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N61340-18-D-0004).

 

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded an $80,334,239 fixed-price-incentive modification to previously awarded contract N00024-14-C-5106 to exercise an option for Multi-Mission Signal Processor; Ballistic Missile Defense Kill Assessment System 5.1; and AEGIS AMOD Upgrade for DDG-85, DDG-87 and DDG-88. Work will be performed in Moorestown, New Jersey (60 percent); Clearwater, Florida (38 percent); and Owego, New York (2 percent), and is expected to be completed by August 2020. Fiscal 2018 other procurement (Navy); 2018 defense-wide procurement; 2017 other procurement (Navy); and 2012 shipbuilding and conversion (Navy), funding in the amounts of $59,782,725; $15,774,678; $2,905,064;and $1,871,772 respectively will be obligated at the time of the award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Comtech EF Data, Tempe, Arizona, is being awarded a $58,891,826 indefinite-quantity/indefinite-delivery contract for Comtech SLM-5650B modems, SLM-5650B modem upgrade kits, firmware upgrades and technical support services. The commercially available modems support satellite communications and interoperability across Navy platforms and shore sites. The contract includes five one-year ordering periods. Work will be performed in Tempe, Arizona, and is expected to be completed by March 2023. Fiscal 2018 other procurement (Navy) funds in the amount of $8,213,031 will be placed on contract and obligated at the time of award. Contract funds will not expire at the end of the current fiscal year. This sole-source contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1). The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039-18-D-0007).

 

Lumbee Tribe Enterprises,* Pembroke, North Carolina, is being awarded a not-to-exceed ceiling $22,000,000 five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract in support of the Joint Non-Lethal Weapons Directorate, Quantico, Virginia. Support services will include advisory and assistance, science and technology, and research and development. Work will be performed in Stafford, Virginia (50 percent); and Quantico, Virginia (50 percent), and the ordering period is expected to be completed by April 6, 2023. No funds will be obligated at the time of award. Fiscal 2018 research, development, test and evaluation (Marine Corps) funds in the amount of $549,868 will be obligated on the first task order immediately following contract award and no funds will expire the end of the current fiscal year. This contract was not competitively procured and was awarded as a sole-source 8(a) to an Alaskan Native Corp. under the authority of the Small Business Administration’s 8(a) program.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-18-D-7200).

 

Watts-Healy Tibbitts JV, Honolulu, Hawaii, is announcing a firm-fixed-price modification under a previously awarded multiple award construction contract (N62478-09-D-4019) to decrease the dollar value of the task order by $12,906,337. This modification was for the construction of a Drydock Waterfront Facility at Joint Base Pearl Harbor-Hickam. The work to be performed provides for re-mobilization; remove trailer, perimeter fence and best management practices; back fill excavation; cover drain openings with steel plates; leave test piles in place; dispose of piles, structural steel, utility pipes, manholes, drain inlets, and other miscellaneous material; demobilize; and credit all other remaining work. After award of this modification, the total cumulative contract value will be $5,704,922. Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by July 2018. The fiscal 2014 military construction (Navy) contract funds in the amount of $12,906,337 are being de-obligated on this award and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $7,279,329 modification to previously awarded contract (N00024 17-C-5410) to exercise option D for Standard Missile-2 and Standard Missile-6 engineering and technical services to ensure continuity in production, design integrity, and total systems integration of the missile round and its components. Work will be performed in Tucson, Arizona, and is expected to be completed by December 2019. Fiscal 2018 research, development, test and evaluation (Navy) funding in the amount of $5,355,221; foreign military sales funding to the countries of Taiwan $1,286,000; Commonwealth of Australia $305,607; Federal Republic of Germany $162,501; Japan $75,000; and Republic of Korea $25,000, for the combined amount of $1,854,118; and fiscal 2017 research, development, test and evaluation (Navy) funding in the amount of $70,000, totaling $7,279,329, will be obligated at contract award. Fiscal 2017 research, development, test and evaluation (Navy) funding of $70,000 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

CORRECTION:  A contract awarded on April 5, 2018, for $10,252,142 (N00024-15-G-2304) was posted with the incorrect contractor name.  The name should have been listed as Austal USA, Mobile, Alabama.

 

 

ARMY

PowerSecure Inc., Wake Forest, North Carolina, was awarded a $140,449,730 modification (P000010) to contract W912EP-18-C-0003 to repair and restore the electric power grid in Puerto Rico. Work will be performed in San Juan, Puerto Rico, with an estimated completion date of May 18, 2018. Fiscal 2018 Federal Emergency Management Agency funds in the amount of $140,449,730 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity.

 

Luhr Bros. Inc., Columbia, Illinois, was awarded a $21,000,000 firm-fixed-price contract for lease of dredge, attendant plant, on-shore disposal equipment for channel maintenance dredging on the Ohio River and Ohio River pooled tributaries of the Upper Mississippi. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of April 6, 2021. U.S. Army Corps of Engineers Louisville, Kentucky, is the contracting activity (W912QR-18-D-0021).

 

Innovative Technologies International (NovaTech),* Lynchburg, Virginia, was awarded a $14,494,358 fixed-price-with-economic-price-adjustment contract for the procurement of MK84 Mod 0 conical fin assembly. Bids were solicited via the Internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of April 1, 2023. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-18-D-0048).

 

CH2M Hill Inc., Englewood, Colorado, was awarded a $9,500,000 firm-fixed-price Foreign Military Sales (Israel) contract for architect and engineer support for the Israel Foreign Military Sales program. Six bids were solicited with five bids received. Work locations and funding will be determined with each order, with an estimated completion date of April 5, 2023. U.S. Army Corps of Engineers, Wiesbaden, Germany, is the contracting activity (W912GB-18-D-0011).

 

AIR FORCE

 

The Boeing Co., St. Louis, Missouri, has been award a $49,534,984 indefinite-delivery/indefinite-quantity modification (P00015) to previously awarded contract FA3002-13-D-0012 for Royal Saudi Air Force F-15SA OEM. This modification provides for a one-year extension to the period of performance of the existing contract and brings the total cumulative face value of the contract to $305,000,000. Work will be performed in Khamis, Saudi Arabia, and is expected to be complete by Aug. 6, 2019. This modification involves foreign military sales to Saudi Arabia. Foreign military sales funds in the amount of $49,534,984 are being obligated at the time of award. The 338th Specialized Contracting Squadron, Joint Base San Antonio Randolph, Texas, is the contracting activity.

 

Sierra Nevada Corp., Hagerstown, Maryland, has been awarded a not-to-exceed $14,029,200 ceiling increase modification (P00010) to previously awarded undefinitized contract action FA8620-16-C-4003 for the Saudi King Air 350 program. This contract provides for the modification of two King Air 350 extended range aircraft with intelligence, surveillance, reconnaissance/synthetic aperture radar capability, one transportable ground station, one fixed ground station, and one mission system trainer. This modification brings the total cumulative face value of the contract to not-to-exceed $85,774,950. Work will be performed in Hagerstown, Maryland, and is expected to be complete by April 2020. This contract involves 100 percent foreign military sales to Saudi Arabia. Foreign military sales funds in the amount of $9,494,750 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Old North Utility Services Inc., San Dimas, California, has been awarded a maximum $48,123,360 modification (P00219) incorporating the economic-price-adjustment agreement for calendar year 2011 to the existing 50-year contract (SP0600-07-C-8258) with no option periods, for the water/wastewater operations and maintenance, and renewal and replacement utility service charge. This is a fixed-price with economic-price-adjustment contract. Locations of performance are California and North Carolina, with a Feb. 28, 2058, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2058 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

 

Universal Fuels Inc., Houston, Texas, has been awarded a minimum $28,076,293 fixed-price with economic-price-adjustment contract for fuel. This was a competitive acquisition with 60 responses received. This is a 46-month contract with a six-month option period. Locations of performance are Texas and Hawaii, with a March 31, 2022, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2018 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE607-18-D-0021).

 

Carter Enterprises LLC, doing business as Mil-Spec Enterprises, Brooklyn, New York, has been awarded a maximum $15,854,179 firm-fixed-price, indefinite-quantity contract for improved outer tactical vest generation III conversion kits, yoke and collar assemblies, groin protector ballistic inserts and universal external side plate pouches. This is a one-year base contract with one one-year option period. This was a competitive acquisition with three offers received. Location of performance is New York, with an April 5, 2019, performance completion date. Using military services are Air Force and Army. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-18-D-1040).

 

C.E. Niehoff & Co.,* Evanston, Illinois, has been awarded a maximum $9,239,535 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for generators and alternators for 2 1/2 ton medium tactical vehicles. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a five-year contract with no option periods. Location of performance is Illinois, with an April, 30, 2023, estimated performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2023 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-D-0060).
