Deloitte & Touché LLP, Arlington, Virginia, has been awarded an $800,000,000 ceiling indefinite-delivery/indefinite-quantity for the financial improvement and audit readiness follow-on support. This contract provides for financial management including auditing support, producing financial statements, enduring audit readiness, development and implementation of corrective action plans, assessing and documenting information technology compliance. Work will be performed at various locations in the U.S., and is expected to be complete by July 22, 2023. This award is the result of a competitive acquisition and three offers were received. Fiscal 2018 operations and maintenance funds in the amount of $33,858,322 are being obligated on a task order at the time of award. Air Force District of Washington, Joint Base Andrews, Maryland, is the contracting activity (FA7014-18-D-5000).
Vectrus Systems Corp., Colorado Springs, Colorado, has been awarded a $15,800,659 firm-fixed-price modification (A00027) to previously awarded contract FA3002-17-C-0001 for Keesler Air Force Base operations support services. This modification provides for exercise of the second option, and brings the total cumulative face value of the contract to $32,989,794. Work will be performed at Keesler Air Force Base, Mississippi, and is expected to be complete by May 31, 2019. Fiscal 2018 operations and maintenance funds in the full amount are being obligated at the time of award. L-3 Communication, Vertex Aerospace, Madison, Mississippi, has been awarded an estimated value $30,000,000 predominantly firm-fixed-price modification (P00004) to previously awarded contract FA8106-17-D-0001 for contractor logistics support of the Air Force C-12 fleet. This modification provides for the exercise of an option under the basic contract, and brings the total cumulative face value of the contract to $28,255,628. Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $200,000,000 modification (0001 03) cost-plus-incentive-fee contract W31P4Q-17-G-0001 for Terminal High Altitude Area Defense, Phased Array Tracking to Intercept of Target (PATRIOT), Advanced Capability (PAC-3) missile segment enhancement integration and PATRIOT launch on remote development. One bid was solicited with one bid received. Work will be performed in Grand Prairie, Texas, with an estimated completion date of Feb. 28, 2022. Fiscal 2018 research, development, test and evaluation funds in the amount of $10,500,000 were obligated at the time of the award. SLSCO Ltd., Galveston, Texas, was awarded a $147,113,112 firm-fixed-price contract for replacement of border fencing at Imperial Beach, California. Three bids were solicited with one bid received. Work will be performed in San Ysidro, California, with an estimated completion date of June 13, 2019. Fiscal 2018 procurement, construction and improvement funds in the amount of $147,113,112 were obligated at the time of the award. The option period one estimated cumulative value is $104,102,904. Work will be performed in San Diego, California, and is expected to be completed by May 2019. Raytheon Co., Portsmouth, Rhode Island, is being awarded an $83,312,265 cost-plus-incentive-fee contract for the design, test and deployment of the Barracuda mine neutralization system. The Barracuda mine neutralization system is an expendable, autonomous unmanned underwater vehicle intended to identify and neutralize bottom, near surface and drifting sea mines. It will field a shallow water capability and be an expendable modular neutralizer consisting of a kill mechanism, propulsion, sensors, and communications buoy that enables wireless communication to the deployment platform. This contract includes options which, if exercised, would bring the cumulative value of this contract to $362,740,742. Work will be performed in Portsmouth, Rhode Island (96 percent); and DeLeon Springs, Florida (4 percent), and is expected to be completed by November 2022. Fiscal 2017 and 2018 research, development, test and evaluation (Navy) funding in the amount of $11,392,392 will be obligated at time of award and $1,594,935 will expire at the end of the current fiscal year. This contract was competitively procured on the basis of full and open competition via the Federal Business Opportunities website, with one offer received. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-6303).
Corvid Technologies Inc.,* Mooresville, North Carolina, is being awarded a $19,948,423 firm-fixed-price Small Business Innovation Research Phase III, indefinite-quantity/indefinite-delivery contract to provide high fidelity computational physics for production-level ballistic event simulation, to gain insight into design decisions prior to vehicle manufacturing for Program Executive Officer Land Systems, Marine Corps Systems Command, and other Department of Defense agencies. Work will be performed in Mooresville, North Carolina, and is expected to be completed by April 16, 2023. No funds are being obligated with the base contract award. Funds will be obligated as individual task orders are issued under the contract. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(5). DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
Dynetics Inc., Huntsville, Alabama, been awarded a $32,461,184 cost-plus-fixed-fee contract for Phase III of the Gremlins program. This contract provides for the research, development, and demonstration of safe and reliable aerial launch and recovery of multiple unmanned air vehicles, with traceability to an objective system capable of employing and recovering diverse distributed payloads in volley quantities. Work will be performed in Huntsville, Alabama (56 percent); Sacramento, California (17 percent); Sparks, Nevada (9 percent); Walled Lake, Michigan (5 percent); Niceville, Florida (4 percent); Phoenix, Arizona (3 percent); Santa Ana, California (2 percent); Elma, New York (2 percent); and Kirkland, Washington (2 percent), with an estimated completion date of January 2020. Fiscal 2018 research and development funds in the amount of $650,000 are being obligated at the time of award. This follow-on contract was a competitive acquisition in accordance with the original broad agency announcement, DARPA-BAA-15-59. DEFENSE LOGISTICS AGENCY
Claremont Foods LLC,* Longmont, Colorado, has been awarded a maximum $11,340,000 firm-fixed-price contract for performance readiness bars. This is a two-year contract with no option periods. This was a competitive acquisition with eight responses received. Location of performance is Colorado, with an April 15, 2020, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2018 through 2020 defense working capital funds.
