AIR FORCE

 

United Technologies Corp., East Hartford, Connecticut, has been awarded a $436,688,397 cost-plus-incentive-fee modification (P00027) to contract FA8626-16-2139 for designing, fabricating, integrating, and testing complete, flight-weight adaptive engines. The contract modification is for the execution of next generation adaptive propulsion risk reduction for air superiority applications. Work will be performed in East Hartford, Connecticut, and is expected to be completed by Feb. 28, 2022. Fiscal 2018 research and development funds in the amount of $10,000,000 are being obligated at the time of award. Total cumulative face value of the contract is $1,449,687,297. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Dayton, Ohio, is the contracting activity.

 

ARMY

 

DRS Network & Imagining Systems LLC, Melbourne, Florida, was awarded a $231,467,028 firm-fixed-price contract for lightweight laser designator rangefinder. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 5, 2028. DRS Network & Imaging Systems LLC, Melbourne, Florida, was awarded an $112,777,000 firm-fixed-price contract for Maintenance Support Device Version 4 Light maintenance, accessories and support services. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 6, 2023. Professional Contract Services Inc.,* Austin, Texas, was awarded a $26,094,950 modification (P00011) to contract W9124L-17-C-0005 for labor and supplies necessary to manage and operate Fort Sill Directorate of Public Works buildings and structure maintenance, utility systems operation, HVAC and dining facility. Work will be performed in Fort Sill, Oklahoma, with an estimated completion date of Sept. 30, 2022. Fiscal 2019 operations and maintenance Army funds in the amount of $26,094,950 were obligated at the time of the award. White Mountain Construction LLC,* Palmer, Alaska, was awarded a $14,850,000 firm-fixed-price contract for construction of Entry Control Facility. Bids were solicited via the internet with three received. Work will be performed in Clear Air Force Station, Alaska, with an estimated completion date of Sept. 30, 2020. Fiscal 2014, 2015, 2017 and 2018 military construction; and research, development, test and evaluation funds in the combined amount of $14,850,000 were obligated at the time of the award. Kokosing Construction Co./O'Brien & Gere JV, Fredericktown, Ohio, was awarded an $11,534,452 modification (P00005) to contract W912P6-16-D-0004 for construction management services that include extensive water treatment management services and dredging material disposal and related services. Booz Allen Hamilton, McLean, Virginia (N00189-18-D-Z067); CACI Inc. – Federal, Chantilly, Virginia (N00189-18-D-Z068); Science Application International Corp., Reston, Virginia (N00189-18-D-Z069); Capstone Corp., Alexandria, Virginia (N00189-18-D-Z070); and Serco Inc., Herndon, Virginia (N00189-18-D-Z071) are being awarded an estimated $103,355,805 multiple award of cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contracts that will include terms and conditions for the placement of both cost-plus-fixed-fee and firm-fixed-price task orders to provide technical support services for functions such as chief information officer strategic support; data and information management; engineering support; information technology system support; network support; information assurance/cyber security; enterprise business intelligence/enterprise business analytics; software analysis; hardware maintenance and development; and business process reengineering in support of the deputy chief of naval operations (DCNO) manpower, personnel, training and  education domain comprised of the DCNO, the Bureau of Naval Personnel, Navy Personnel Command, the Navy Manpower Analysis Center, Commander Naval Education and Training, and Commander Navy Recruiting Command. The contracts will run concurrently and will include a 36-month base ordering period and one 36-month optional ordering period which if exercised, the total value of this contract will be $213,173,626. The base ordering period of the contract is expected to be completed by September 2021; if all options are exercised, the ordering period will be completed by September 2024. Work will be performed in Millington, Tennessee (45 percent); Pensacola, Florida (27 percent); Arlington, Virginia (10 percent); various locations throughout the continental U.S. (16 percent); and various contractor facilitates (2 percent). Fiscal 2018 operations and maintenance (Navy) funds in the amount of $50,000 will be obligated ($10,000 on each of the five contracts to fund the contracts’ minimum amounts) and funds will expire at the end of the current fiscal year. This contract was competitively procured for the award of multiple contracts pursuant to the authority set forth in Federal Acquisition Regulation 16.504. The requirement was solicited through the Federal Business Opportunities website, with fifteen offers received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Virginia; and Contracting Department Philadelphia, Pennsylvania, is the contracting activity.

 

BAE Systems Platforms & Services, Minneapolis, Minnesota, is being awarded a $37,566,503 firm-fixed-price and fixed-price-incentive-firm modification to previously-awarded contract N00024-15-C-4103 to exercise options for long-lead-time material procurement and manufacturing of propulsors and tailcones for the Virginia-class submarines SSN 800 through SSN 803. This award provides for the manufacture, machining and assembly of four ship sets of fixed propulsor, tailcone and associated hardware for Virginia-class submarines.  Work will be performed in Louisville, Kentucky (85 percent); Minneapolis, Minnesota (10 percent); and Jacksonville, Florida (5 percent), and is expected to be completed by October 2022. Fiscal 2018 shipbuilding and conversion (Navy) funding in the amount of $37,566,503 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Noresco LLC, Westborough, Massachusetts, is being awarded firm-fixed-price task order N39430-18-F-9921 at $30,799,190 under a multiple award energy savings performance contract for energy improvements at Joint Base Pearl Harbor-Hickam, Hawaii.  The work to be performed provides for the design and installation of the following energy conservation measures: lighting improvements, chilled water, hot water, and steam distribution systems.  The work also provides for performance period services consisting of measurement and verification, operations and maintenance, and repair and replacement services.  Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by November 2039.  No funds will be obligated with this award, as private financing obtained by the contractor will be used for project implementation.  Ten proposals were received for this task order.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (DE-AM36-90GO29039).

 

Quality Enterprises USA Inc.,* Naples, Florida, is being awarded an indefinite-delivery indefinite-quantity construction contract with a maximum amount of $20,000,000 for asphalt paving and minor concrete work at Marine Corps Recruit Depot, Parris Island and Marine Corps Air Station, Beaufort, South Carolina.  No task orders are being issued at this time.  The term of the contract is not to exceed 36 months with an expected completion date of September 2021.  Work will be performed in Parris Island (80 percent) and Beaufort (20 percent), South Carolina.  Fiscal 2018 operations and maintenance, (Navy) (O&M, N) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by O&M, N.  This contract was competitively procured via the Navy Electronic Commerce Online website with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-D-0639).

 

Confluence Corp., doing business as Regal Service Co.,* Honolulu, Hawaii (N32253-18-D-0003); Marisco Ltd.,* Kapolei, Hawaii (N32253-18-D-0004); and Integrated Marine Services Inc.,* Chula Vista, California (N32253-18-D-0005), are each awarded $17,095,520 firm-fixed-price, indefinite-delivery/indefinite-quantity (ID/IQ) multiple award contracts for repair, maintenance and alteration of U.S. government waterborne vessels and surface ships visiting or homeported at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Joint Base Pearl Harbor-Hickam, Hawaii. Rolling admissions was utilized to add additional ID/IQ holders to the current Surface multiple award ID/IQ contracts. This contract includes options which, if exercised, would bring the cumulative value of these ID/IQs to $45,295,520. Work will be performed at Joint Base Pearl Harbor-Hickam, Hawaii, and at various locations on Oahu and is expected to be completed by September 2018.  If all options are exercised, work will continue through September 2022.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $9,000 ($3,000 minimum guarantee per contract) will be obligated at time of award under each contract's initial delivery order and will expire at the end of the current fiscal year. All other funding will be made available at the delivery order level. This contract was competitively procured via the Federal Business Opportunities website, with three offers received. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii, is the contracting activity.

 

Northrop Grumman Systems Corp., Charlottesville, Virginia, is being awarded an estimated value $8,301,985 cost-plus-incentive-fee, cost-plus-fixed-fee, and cost-type contract for the Navy Electronic Chart and Display Information System software (ECIS SW).  The ECIS SW system is fielded on all Navy ships, Military Sealift Command vessels, and various expeditionary platforms, training facilities, fleet support activities, and land based test facilities as the primary navigation plotting system. The capability displays the information from electronic navigational charts or digital nautical charts and receives the ship’s position, navigation and timing data to give the ship an accurate representation of its position to ensure safe navigation.  This contract is for ECDIS SW production and engineering services to address hardware tech refresh and cyber operating system updates as well as other direct costs.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $17,174,471.  Work will be performed in Charlottesville, Virginia, and is expected to be completed by September 2020. Fiscal 2018 other procurement (Navy) funding in the amount of $8,301,985 will be obligated at the time of award, and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with five offers received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-5216).

 

Hornbeck Offshore Operators LLC, Covington, Louisiana, is awarded a $7,471,447 firm-fixed-price contract for a time charter of HOS Mystique supporting the U.S. Southern Command.  This multi-mission support vessel will be chartered to provide proof of concept for a single vessel to meet various training, exercise, experimentation, and operational mission support requirements.  Work will be performed at sea, and is expected to be completed June 14, 2019.  Fiscal 2018 operations and maintenance funds in the amount of $7,471,447 are being obligated at the time of award.  Funds will expire at the end of the current fiscal year.  This contract was competitively procured via the Military Sealift Command, Navy Electronic Commercial Online and the Federal Business Opportunities websites, with six offers received.  The U.S. Navy Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220518P3415).

 

DEFENSE LOGISTICS AGENCY

 

Med-Turn Inc., Fort Worth, Texas (SPE2DX-18-D-0004), and Return R Us, doing business as Pharma Logistics,* Mundelein, Illinois (SPE2DX-18-D-0003), are sharing a maximum $45,000,000 fixed-price, indefinite-delivery/indefinite-quantity contract for pharmaceutical reverse distribution services under solicitation SPE2DX-18-R-0001. This was a competitive acquisition with three responses received. These are 30-month base contracts with one 30-month option period. Locations of performance are Texas and Illinois, with a Sept. 30, 2023, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps, Coast Guard, and other federal civilian agencies. Type of appropriation is fiscal 2019 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.  

 

FN America LLC, Columbia, South Carolina, has been awarded a maximum $7,190,077 firm-fixed price contract for machine gun barrels. This is a three-year base contract with two one-year option periods. This was a competitive acquisition with one offer received. Location of performance is South Carolina, with a Sept. 6, 2021, performance completion date. Using military services are Army and Marine Corps. Type of appropriation is fiscal 2018 through 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-18-D-0104).
