Black Constructors Inc., St. Paul, Minnesota, is awarded a $28,650,000 firm-fixed-price contract for Commander, Navy Installations Command (CNIC) base support consolidation of Building H1 located at the Portsmouth Naval Shipyard in Kittery, Maine.
