DEFENSE LOGISTICS AGENCY

Science Applications International Corp., Fairfield, New Jersey, has been awarded a maximum $90,000,000 firm-fixed-price bridge contract for facilities maintenance, repair and operations items. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year contract with no option periods. Location of performance is the Northeast zone 1 region of the U.S., with a Jan. 8, 2021, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and Coast Guard. Type of appropriation is fiscal 2020 through 2021 defense working capital funds. The contract activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8E3-20-D-0004).

AIR FORCE

L3 Technologies Inc., Arlington, Texas, has been awarded a $28,037,566 firm-fixed-price contract for the F-16 training system upgrade. This contract is for the upgrade to existing Hellenic Air Force F-16 Aircrew Training Devices to the F-16V configuration. Work will be performed at Arlington, Texas, and is expected to be completed by Dec. 31, 2027. This contract involves 100% foreign military sales to Greece. This award is the result of a sole-source acquisition. Foreign military funds in the amount of $28,037,566 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8621-20-C-0011).

Unisys Corp., Reston, Virginia, has been awarded a $17,154,219 modification (P00004) to previously awarded contract FA8726-19-9-0001 for End User Services Risk Reduction Effort experiment. This modification provides for an experiment of the commercial delivery of standardized, innovative, and agile information technology services, including an enterprise service desk and end user devices, to a select group of bases. Work will be performed at Buckley Air Force Base, Colorado; Maxwell Air Force Base, Alabama; Spangdahlem Air Base, Germany; Offutt Air Force Base, Nebraska; Joint Base Elemendorf-Richardson, Alaska; Cannon Air Force Base, New Mexico; Hurlburt Field, Florida; and Pope Field, North Carolina, with possible scaling of up to 20 bases during the experiment and is expected to be completed by February 2022. The total cumulative face value of the agreement is $279,504,252. Fiscal 2020 operations and maintenance funds in the amount of $1,736,194 are being obligated at the time of award. The Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts is the contracting activity. Awarded on Jan. 2, 2020.

Raytheon Co., Aurora, Colorado, has been awarded a $11,711,659 bi-laterally negotiated contract modification (P00311) to previously awarded contract FA8807-10-C-0001 for Next Generation Operational Control System to incorporate an extension to the Global Positioning System (GPS) IIIF Special Study. The contract modification incorporates the GPS IIIF Special Study extension, which extends the period of performance of the current special study (Task 11), authorizes additional hours, and increases the value of the contract accordingly. Work will be performed at Aurora, Colorado, and is expected to be completed by Sept. 30, 2020. The total cumulative face value of the contract is $3,323,226,802. No additional funds are being obligated at the time of award as the contract is incrementally funded. The United States Air Force Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity. Awarded on Jan. 2, 2020.

L-3 Communications Integrated Systems L.P., Greenville, Texas, been awarded a $9,433,394 cost plus, fixed-fee contract with some cost reimbursable contract line item numbers for follow-on support sustainment of the Republic of Korea Peace Pioneer program.  This contract provides for repair and return on the prime mission equipment and System Integration Laboratory (SIL) equipment, support of the field service representative, program management, core/field engineering, SIL depot sustainment, depot inventory and obsolescence management.  Work will be performed at Greenville, Texas and Seongnam, South Korea and is expected to be completed by Dec. 31, 2020.  This contract involves foreign military sales to South Korea.  This award is the result of a sole-source acquisition.  Foreign military sale funds in the amount of $9,443,394 are being obligated at the time of the award.  The Air Force Life Cycle Management Center, Wright‐Patterson Air Force Base, Ohio, is the contracting activity (FA8620‐20-C-0001).

Bushido Associates Inc., Centerville, Virginia, has been awarded a $7,500,000 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for cyber threat analysis and reporting from the National Cyber Investigative Joint Task Force (NCIJTF).  This contract is for forensic analysis reports and recommendations provided by embedded cyber threat forensic and cyber threat intelligence analysts in the NCIJTF.  Work will be performed at Chantilly, Virginia, and is expected to be completed by Nov. 20, 2025.  This award is the result of a sole-source acquisition.  Fiscal 2020 research and development funds in the amount of $330,000 are being obligated at the time of award.  The Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8726-20-D-0003).

NAVY

DynCorp International LLC, Fort Worth, Texas, is awarded a $21,946,316 modification (P00022) to a previously awarded firm-fixed-price, cost-reimbursement indefinite-delivery/indefinite-quantity contract (N00019-15-D-0001).  This modification exercises an extension for organization, selected intermediate, limited depot level maintenance and logistics services in support of the Naval Aviation Warfighting Development Center's (NAWDC) F/A-18 Hornet and Super Hornet aircraft (F/A-18A/B/C/D/E/F); EA-18G Growler Airborne Electronic Attack Aircraft; MH-60S Multi-Mission Knighthawk Helicopters; F-16 Fighting Falcon aircraft (F-16A/B); and E-2C Hawkeye Early Warning and Control Aircraft.  Work will be performed at NAWDC, Fallon, Nevada, and is expected to be completed in July 2020.  No funds are being obligated at time of award, funds will be obligated on individual task orders as they are issued.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Collins Aerospace, Birmingham, United Kingdom, is being awarded a $10,841,621 five-year, long-term contract for repair coverage of the digital engine control unit of the F402 engine.  All work will be performed in Birmingham, United Kingdom, and work is expected to be completed by December 2024.  No funds will be obligated at the time of award.  Annual working capital funds (Navy) will be used and funds will not expire at the end of the current fiscal year.  One source was solicited for this non-competitive requirement under authority 10 U.S. Code 2304 (c)(1) and Federal Acquisition Regulation 6.302-1, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-20-D-W501).
