DEFENSE LOGISTICS AGENCY

Noble Supply and Logistics,* Rockland, Massachusetts, has been awarded a $263,432,318 fixed-price, indefinite-delivery/indefinite-quantity contract with economic-price-adjustment for hardware and abrasives used as spare parts in multiple weapon systems.  This was a competitive acquisition with two responses received.  This is a three-year base contract with a one-year transition period and two three-year option periods.  Locations of performance are Massachusetts and Arizona, with a June 27, 2025, ordering period end date.  Using military services are Army, Navy, Air Force and Marine Corps.  Type of appropriation is fiscal 2021 through 2025 defense working capital funds.  The contracting activity is the Defense Logistics Agency, Aviation, Richmond, Virginia (SPE4AX-21-D-9407).

Organogenesis Inc., Canton, Massachusetts, has been awarded a maximum $49,500,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for medical and surgical supplies.  This was a competitive acquisition with 63 responses received.  This is a five-year contract with no options.  Location of performance is Massachusetts, with a June 27, 2026, ordering period end date.  Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  Type of appropriation is fiscal 2021 through 2026 defense working capital funds.  The contracting activity is the Defense Logistics Agency, Troop Support, Philadelphia, Pennsylvania (SPE2DE-21-D-0005).
 
Optima Batteries Inc., Milwaukee, Wisconsin, has been awarded a maximum $36,973,752 firm‐fixed-price, long‐term, indefinite‐quantity contract for four storage batteries and one storage rack.  This was a competitive acquisition with one response received.  This is a three‐year base contract with two one‐year option periods.  Locations of performance are Wisconsin and Mexico, with a June 27, 2024, performance completion date.  Using military services are the Army, Navy, Air Force and Marine Corps.  Type of appropriation is fiscal 2021 through 2024 defense working capital funds.  The contracting activity is the Defense Logistics Agency, Land and Maritime, Columbus, Ohio (SPE7LX‐21‐D‐0124).

AIR FORCE

The Boeing Co., St. Louis, Missouri, has been awarded a $128,843,992 firm-fixed-price contract for the F-15 Mission Training Center (MTC) simulation services to support the Air Combat Command, Pacific Air Forces and Air Force in Europe locations.  The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, supervision and other items to perform all MTC services.  These services will provide simulation capability to train F-15 pilots and system operators in high-fidelity training devices.  Work will be performed in St. Louis, Missouri; Kadena Air Base, Japan; Mountain Home Air Force Base, Idaho; Nellis AFB, Nevada; Royal Air Force Lakenheath, United Kingdom; and Seymour-Johnson AFB, North Carolina, and is expected to be completed Dec. 31, 2021.  Fiscal 2021 operation and maintenance funds in the amount of $13,177,889 are being obligated at the time of award.  Air Force Life Cycle Management Center, Wright-Patterson AFB, Ohio, is the contracting activity (FA8621-21-C-0001).

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a $79,420,164 order (FA8689-21-F-2805) to previously awarded indefinite-delivery/indefinite-quantity contract FA8689-20-D-2020 for the France MQ-9 Block 5 aircraft procurement program.  Work will be performed in Poway, California, and is expected to be completed by March 29, 2024.  This contract involves 100% Foreign Military Sales (FMS) to France.  FMS funds in the amount of $79,420,164, are being obligated at the time of award.  The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

Global Business Solutions Inc., Pensacola, Florida, has been awarded an $18,957,323 firm-fixed-price and cost-reimbursement contract for Purchase Agents for the Air Force Credentialing Opportunities On-Line (AF COOL) program.  This contract provides for purchasing of approved civilian/industry credentialing exams, course materials, exam preparation materials and exam preparation courses/boot camps through various credentialing agencies and vendors for the Air Force’s Credentialing Program Office.  Work will be performed at Maxwell Air Force Base, Alabama, and is expected to be completed Sept. 30, 2026.  Fiscal 2021 operation and maintenance funds in the amount of $2,753,474 are being obligated at the time of award.  The 42nd Contracting Squadron, Maxwell Air Force Base, Alabama, is the contracting activity (FA3300-21-C-0031).

LMR Technical Group LLC, Fort Walton Beach, Florida, has been awarded a $17,903,881 firm-fixed-price modification (P00006) to previously awarded contract FA4890-20-C-0005 for the A3 Optimizing Human Weapon System Services.  This contract modification exercises Option Period One which provides continued support services to increase the physical capacity of fighter aircrew, decrease the rate of injuries and accelerate return to duty.  Contractor personnel will work with active duty, Air National Guard, Air Force Reserve Component fighter aircrew to optimize physical performance targeting neck and back pain prevention while monitoring, analyzing and resolving physical readiness concerns.  The location of performance is at multiple bases across the Air Combat Command, Pacific Air Forces and U.S. Air Force Europe.  The work is expected to be completed by June 30, 2021, for Option Period One and by March 22, 2025, if all options are exercised.  Fiscal 2021 operation and maintenance funds in the amount of $7,762,276 are being obligated at the time of award.  The total cumulative face value of the contract is $35,929,196.  Headquarters Air Combat Command, Acquisition Management and Integration Center, Joint Base Langley-Eustis, Virginia, is the contracting activity.

Oasis Systems, Burlington, Massachusetts, has been awarded $9,723,160 value, to exercise an option year on Modification 26, to previously awarded FA4890-17-F-0008 for A589 staff support.  The contract modification provides Headquarters Air Combat Command A5/8/9 support in the areas of plans, programming and requirements, weapons system team and resource management.  The modification exercises Option Year Four from July 1, 2021, to June 30, 2022, and adds incremental funding.  The work will be performed at Joint Base Langley-Eustis, Virginia, and is expected to be completed by June 30, 2022.  Fiscal 2021 operation and maintenance funds in the amount of $3,341,137 are being obligated at the time of award.  The total cumulative face value of the contract is $36,915,488.  The Acquisition Management and Integration Center, Joint Base Langley-Eustis, Virginia, is the contracting activity.

Radiance Technologies Inc., Huntsville, Alabama, has been awarded a $9,597,653 cost-plus-fixed-fee contract for the modeling simulation and analysis (MS&A) of an advanced weapon designs effort.  This contract provides for research and development to evaluate system capabilities in a real-world environment as opposed to traditional MS&A efforts resulting in providing a robust understanding of the intricacies of both the threat models as well as the simulation frameworks used.  Work will be performed in Huntsville, Alabama, and at Eglin Air Force Base, Florida, and is expected to be completed July 1, 2026.  Fiscal 2021 research, development, test and evaluation funds in the amount of $250,000 are being obligated at the time of award.  Air Force Research Laboratory, Eglin AFB, Florida, is the contracting activity (FA8651-21-C-0054).

DEFENSE INFORMATION SYSTEMS AGENCY

AT&T Corp., Columbia, Maryland, was awarded a non-competitive, firm-fixed-price contract for the Northstar Long-Haul Telecommunications Network and associated transmission circuits for an ultra-high frequency/line of sight communications system network.  The face value of this action is $12,781,033.37, funded by fiscal 2021 and 2022 operation and maintenance funds.  The total cumulative face value of the contract is $63,598,063. Primary performance will be at AT&T Corp, Waldorf, Maryland.  The period of performance, which consists of a one-year base period and four 1-year option periods, is July 1, 202, through June 30, 2026.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity. NAVY

Imagine One Technology & Management Ltd., Lexington Park, Maryland, is awarded a $37,729,626 cost-plus-incentive-fee, level of effort option to contract (N00178-14-D-7755-EH03) for information technology support to provide sustainment and development/modernization solutions for current and future government and commercial off-the-shelf systems.  Work will be performed in Norfolk, Virginia, and is expected to be completed by June 2022.  Fiscal 2021 operation and maintenance (Navy) (25%) $9,575,242; and 2021 research, development, test and evaluation (Navy) (6%) $2,400,000 funding will be obligated at time of award and will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Wood Environment & Infrastructure Solutions Inc., Blue Bell, Pennsylvania, is awarded a $10,303,353 firm-fixed-price task order N39430-21-F-4141 under a multiple award construction contract for inspection and repair of fuel storage tanks at Naval Station Rota, Spain.  Work will be performed in Rota, Spain, and is expected to be completed by June 2023.  Fiscal 2021 defense working capital (Defense Logistics Agency) contract funds in the amount of $10,303,353 are obligated on this award and will not expire at the end of the current fiscal year.  Two proposals were received for this task order.  Naval Facilities Engineering Systems Command, Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (N39430-20-D-2228). 

Lockheed Martin Corp., Rotary and Mission Systems, Moorestown, New Jersey, is awarded a $7,869,505 cost-plus-incentive-fee modification to previously awarded contract N00024-19-C-5602 to exercise options for combat system ship integration and testing on FFG 62 class ships.  Work will be performed in Moorestown, New Jersey (85%); Marinette, Wisconsin (10%); Bath, Maine (3%); and Pascagoula, Mississippi (2%), and is expected to be completed by June 2022.  Fiscal 2021 shipbuilding and conversion (Navy) funds in the amount of $1,336,192 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

ARMY

Great Lakes Dredge & Dock Co. LLC, Houston, Texas, was awarded a $24,292,116 firm-fixed-price contract for furnishing one fully crewed and equipped self-propelled trailing suction type hopper dredge on a rental basis.  Bids were solicited via the internet with four received.  Work will be performed in Plaquemines, Louisiana, with an estimated completion date of Oct. 29, 2022.  Fiscal 2021 civil operation and maintenance funds in the amount of $24,292,116 were obligated at the time of the award.  U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-21-C-0029).

CACI Technologies LLC, Chantilly, Virginia, was awarded a $19,235,143 cost-plus-fixed-fee contract for all-source and technical intelligence analytical support.  Bids were solicited via the internet with one received.  Work will be performed in Charlottesville, Virginia; Tampa, Florida; Huntsville, Alabama; Miami, Florida; San Diego, California; Fort Bragg, North Carolina; Arlington, Virginia; and Colorado Springs, Colorado, with an estimated completion date of March 31, 2023.  Fiscal 2021 operation and maintenance (Army) funds in the amount of $19,235,143 were obligated at the time of the award.  U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W50NH9-21-C-0008).

DynCorp International, Fort Worth, Texas, was awarded a $19,901,707 firm-fixed-price contract for the operation and maintenance of Hawthorne Army Depot.  Bids were solicited via the internet with four received.  Work locations and funding will be determined with each order, with an estimated completion date of July 31, 2031.  U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-21-D-0036).
