Contracts For June 29, 2021

AIR FORCE

ASRC Earthworks LLC, Anchorage, Alaska, has been awarded a $133,000,000 indefinite-delivery/indefinite-quantity contract for road and airfield paving requirements on Joint Base Elmendorf-Richardson, Anchorage, Alaska.  The period of performance for this contract is expected to be July 1, 2021, to June 30, 2026, with an optional two-year extension resulting in a total end date of June 30, 2028.  This award is the result of a competitive Alaska District 8(a) business development program set-aside.  A total of six proposals were received in response to this solicitation.  Fiscal 2021 operation and management funds in the amount of $491,853 are being obligated at the time of award.  The 673rd Contracting Squadron, Elmendorf Air Force Base, Alaska, is the contracting activity (FA5000-21-R-0008).

Stellar Science Ltd. Co., Albuquerque, New Mexico, has been awarded a ceiling $48,000,000 indefinite-delivery/indefinite-quantity contract (FA8650-21-D-2621) for completing research and development for redefining the basic analytical and simulation environment (REBASE).  This contract involves research, development and expansion of the advanced framework for simulation, integration and modeling, which is a modular, object-oriented multi-domain operations modeling, simulation and analysis framework.  This contract is awarded with one initial task order (FA8650-21-F-2625) for Foundation I research and development in the amount of $2,288,253.  Work will be performed in Albuquerque, New Mexico, and is expected to be completed June 29, 2025.  This award is the result of a competitive acquisition with eight offers received.  Fiscal 2021 research, development, test and evaluation funds in the amount of $1,000,000 will be obligated at the time of award on the first task order.  The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Northrop Grumman Systems Corp., Fort Worth, Texas, has been awarded a $19,296,927 firm-fixed-price, cost-plus-fixed-fee, cost reimbursement contract for contractor logistics support of Iraq’s C-172 & C-208 fleets.  The award provides for the exercise of options to extend the term of the contract for the continued services that may be needed in order to effectively maintain and operate a fleet.  The location of performance is Balad Air Base, Iraq, and work is expected to be complete by June 30, 2022.  This award involves Foreign Military Sales (FMS) to Iraq.  This award is the result of a sole-source acquisition.  FMS funds provided by Iraq in the amount of $19,296,927 will be obligated at the time of award.  Air Force Life Cycle Management Center, Legacy Training Aircraft Division, International Support Branch, Wright Patterson Air Force Base, Ohio is the contracting activity (FA8617-21-C-6237).

Textron Aviation Defense LLC, Wichita, Kansas, has been awarded a $7,605,208 firm-fixed price contract with cost-plus-fixed-fee and cost-reimbursable contract line item numbers for support and sustainment of the Iraq Peace Dragon Program.  This contract provides support of the field service representatives, program management, core/field engineering and repair-and-return.  Work will be performed in Wichita, Kansas, and Martyr Mohammed Ali Air Base, Iraq, and is expected to be completed Sept. 30, 2021.  This contract involves Foreign Military Sales (FMS) to Iraq and is the result of a sole-source acquisition.  FMS funds are being obligated for this award.  Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-17-C-3011).

NAVY

Lockheed Martin Corp., Owego, New York, is awarded a $129,000,000 modification (P00027) to previously awarded firm-fixed-price contract N00019-19-C-0013.  This modification increases the scope for the production and delivery of three MH-60R aircraft as replacement-in-kind for the Navy.  Work will be performed in Owego, New York (52%); Stratford, Connecticut (40%); and Troy, Alabama (8%), and is expected to be completed in May 2025.  Fiscal 2021 aircraft procurement (Navy) funds in the amount of $129,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

American Systems Corp., Chantilly, Virginia (N64498-21-D-0031); Delphinus Engineering Inc., Eddystone, Pennsylvania (N64498-21-D-0032); EHS Technologies Corp.,* Moorestown, New Jersey (N64498-21-D-0033); Advanced Internet Marketing Inc. doing business as The GBS Group,* Virginia Beach, Virginia (N64498-21-D-0034); General Dynamics Information Technology Inc., Falls Church, Virginia (N64498-21-D-0035); Green Expert Technology Inc.,* Haddonfield, New Jersey (N64498-21-D-0036); McKean Defense Group LLC., Philadelphia, Pennsylvania (N64498-21-D-0037); and TDI Technologies Inc.,* King of Prussia, Pennsylvania (N64498-21-D-0038), is awarded a cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the procurement of modernization-engineering, life-cycle and in- service engineering to support DDG-51 FLTI (flight), FLTII, FLTIIA (legacy, modernization and new ship construction), FLTIII & HED (hybrid electric drive), modernization and obsolescence machinery control systems DDG 51 class ships, cybersecurity and information assurance, DDG-51 integrated bridge controls systems and fuel control system.  The maximum dollar value for all eight contracts is $72,667,301.  Each awardee will be awarded $100,000 at time of initial contract award.  These contracts all have an ordering period of five-years.  The period of performance will be from the date of award through 72 months thereafter.  Work will be performed in Philadelphia, Pennsylvania, and is expected to be completed by April 2027.  Fiscal 2021 operation and maintenance (Navy); other procurement navy (Navy); and shipbuilding conversion (Navy), funding in the amount of $800,000 will be obligated at the time of award, of which $200,000 will expire at the end of the current fiscal year.  All other funding will be made available at the task order level as contracting actions occur.  This contract was competitively procured via the beta.SAM.gov website, with eight offers received.  The Naval Sea Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity.

Lockheed Martin Corp., Fort Worth, Texas, is awarded a $24,963,736 modification (P00003) to cost-plus-fixed-fee order N00019-20-F-0443 against previously issued basic ordering agreement N00019-19-G-0008.  This modification increases the scope to procure a redesigned end product for the following systems:  gun system controller unit, communications, navigation, identification dual channel transceiver and multi-channel receiver, electrical power generation and conversion voltage converters and inverters, and aircraft exterior lighting approach light for the Air Force, Navy, Marine Corps, and non-Department of Defense (DoD) participants.  Work will be performed in Fort Worth, Texas, and is expected to be completed in January 2025.  Fiscal 2021 aircraft procurement (Air Force) funds in the amount of $10,259,599; fiscal 2019 aircraft procurement (Navy) funds in the amount of $10,259,594; and non-DoD participant funds in the amount of $4,444,543 will be obligated at time of award, $10,259,594 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Collins Aerospace, Richardson, Texas, is awarded an $18,159,063 cost-plus-fixed-fee order (N00019-21-F-0213) against previously issued basic ordering agreement N00019-19-G-0031.  This order procures one high power transmit set (HPTS) modernization validation kit and one HPTS modernization verification kit and installation of each in the E-6B Mercury aircraft.  Work will be performed in Richardson, Texas (70%); and Tinker, Oklahoma (30%), and is expected to be completed in August 2023.  Fiscal 2021 aircraft procurement (Navy) funds in the amount of $18,159,063 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

CH2M Hill Constructors Inc., Englewood, Colorado, is awarded a $14,994,600 firm-fixed-price task order N69450-21-F-0418 at $14,994,600 under a multiple award construction contract for Hurricane Sally recovery work at Naval Air Station Pensacola, Florida.  The task order also contains two unexercised options, which if exercised would increase cumulative task order value to $24,337,800.  The work to be performed provides for interior and exterior repairs for Bldg. 3901, Bldg. 623, Bldg. 601 and Bldg. 1080.  The options, if exercised, provide for interior and exterior repairs for Bldg. 3902 and Bldg. 3903.  Work will be performed in Pensacola, Florida, and is expected to be completed by June 2023.  Fiscal 2021 operation and maintenance (Navy) contract funds in the amount of $14,994,600 are obligated on this award and will expire at the end of the current fiscal year.  Three proposals were received for this task order.  Naval Facilities Engineering Systems Command, Southeast, Jacksonville, Florida, is the contracting activity (N62470-19-D-8024).

Aerospace Mass Properties Analysis,* North Wales, Pennsylvania, is awarded a $9,391,832 cost-plus-fixed-fee contract.  This contract provides for ongoing development efforts to upgrade the ultrafast switch technology in support of small business innovation research Phase III, research and development topic N093-164 titled, “Holographic Optical Aperture Gate for Single-pixel and Imaging Light Detection and Ranging systems.”  Additionally, this contract provides for developmental payloads as well as integration, manufacture, installation, test, repair, troubleshooting and fielded support and fleet repair of systems utilizing the ultrafast optical switch.  Work will be performed in North Wales, Maryland, and is expected to be completed in June 2024.  Fiscal 2021 working capital (Navy) funds in the amount of $307,240 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(5).  The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-21-C-0452).

Puyenpa Services LLC,* Jacksonville Beach, Florida, is awarded an $8,535,773 firm-fixed-price contract for construction at Naval Submarine Base Kings Bay, Georgia.  The work to be performed provides for asphalt milling, resurfacing of asphalt pavement, demolition of existing pavement, sealcoating, stripping, utility box replacement, new signage and incidental work.  Work will be performed in Kings Bay, Georgia, and is expected to be completed by May 2023.  Fiscal 2021 operation and maintenance (Navy) contract funds in the amount of $8,535,773 are obligated on this award and will expire at the end of the current fiscal year.  This contract was procured as a sole-source 8(a) under the Small Business Administration and Department of Defense partnering agreement.  Naval Facilities Engineering System Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-21-C-0027).

ARMY

Bodell Construction, Salt Lake City, Utah, was awarded a $19,796,156 firm-fixed-price contract to construct thee above-ground fuel storage tanks complete with railings and associated necessary appurtenances, two commercial truck unloading stands with equipment canopies, two re-fueler loading stands with optional equipment canopies, an enclosed electrical control house and open shelter filter house, a fuel operations facility with a fuel testing laboratory, re-fueler vehicle parking, secondary containment and an R-11 maintenance building.  Bids were solicited via the internet with one received.  Work will be performed in Tulsa, Oklahoma, with an estimated completion date of Jan. 2, 2023.  Fiscal 2021 military construction (defense-wide) funds in the amount of $19,796,156 were obligated at the time of the award.  U.S. Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity (W912BV-21-C-0012).

Federal Resources Supply Co.,* Stevensville, Maryland, was awarded a $17,234,753 firm-fixed-price contract for water trucks, spare parts, training and manuals.  Bids were solicited via the internet with two received.  Work will be performed in Stevensville, Maryland, with an estimated completion date of June 29, 2022.  Fiscal 2019 Foreign Military Sales (Jordan) funds in the amount of $17,234,753 were obligated at the time of the award.  U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-21-F-0230).

Northrop Grumman Systems Corp., Herndon, Virginia, was awarded an $8,509,862 modification (P00006) to contract W91QVN-20-F-0440 to provide U.S. Forces Korea with information technology, architecture and engineering.  Work will be performed in Pyongtaek, South Korea, with an estimated completion date of July 31, 2036.  Fiscal 2021 operation and maintenance (Army) funds in the amount of $8,509,862 were obligated at the time of the award.  U.S. Army 411th Contracting Support Brigade, Yongsan Garrison, South Korea, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Honeywell International Inc., Aerospace, Phoenix, Arizona, has been awarded a maximum $9,953,746 firm-fixed-price delivery order (SPRPA1-21-F-KQ17) against five-year basic ordering agreement SPE4A1-17-G-0017 for V-22 spare parts.  This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1.  This is a two-year contract with no option periods.  Location of performance is Arizona, with a Dec. 31, 2023, performance completion date.  Using military service is Navy.  Type of appropriation is fiscal 2021 through 2023 Navy aircraft procurement funds.  The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.
