Contracts For July 9, 2021

ARMY

Horizon Strategies LLC,* Winston Salem, North Carolina, was awarded a $231,167,452 firm-fixed-price contract for transition services to soldiers in accordance with the standards prescribed by the Veterans Opportunity to Work to Hire Heroes Act of 2011, Army Regulation 600-81-Soldier for Life-Transition Assistance Program, the Army's Career Readiness Standards and site-specific government directives. Bids were solicited via the internet with 24 received. Work will be performed in Fort Knox, Kentucky, with an estimated completion date of July 3, 2026. Fiscal 2021 operation and maintenance, Army funds in the amount of $773,453 were obligated at the time of the award. U.S. Army Field Directorate Office, Fort Knox, Kentucky, is the contracting activity (W9124D-21-C-0012). 

APC Construction,* Harvey, Louisiana (W912HP-21-D-2001); TI-SDC JV, Baltimore,* Maryland (W912HP-21-D-2007); Outside the Box,* Richmond, Virginia (W912HP-21-D-2006); Lunacon Stellar 1 JV, Palmetto Bay, Florida (W912HP-21-D-2005); Lego Construction Co.,*  Miami, Florida (W912HP-21-D-2004); Hightower Construction Co.,*  North Charleston, South Carolina (W912HP-21-D-2003); Boyer Commercial Construction,* Columbia, South Carolina (W912HP-21-D-2002); Veterans South Builders,* Tuskegee, Alabama (W912HP-21-D-2008); and New Dominion Construction,* Dumfries, Virginia (W912HP-21-D-2009), will compete for each order of the $49,500,000 firm-fixed-price contract for design-build or design-bid-build general construction projects. Bids were solicited via the internet with 19 received. Work locations and funding will be determined with each order, with an estimated completion date of July 8, 2026. U.S. Army Corps of Engineers, Charleston, South Carolina, is the contracting activity. 

Prairie Engineers P.C.,* Columbia, Illinois, was awarded a $21,000,000 firm-fixed-price contract for hydrographic, topographic, layout, route location, quantity, control, and cadastral surveys. Bids were solicited via the internet with nine received. Work locations and funding will be determined with each order, with an estimated completion date of July 8, 2026. U.S. Army Corps of Engineers, St. Louis, Missouri, is the contracting activity (W912P9-21-D-0033).

Mississippi Limestone Corp.,* Friars Point, Mississippi, was awarded an $18,317,650 firm-fixed-price contract for casting and supplying articulated concrete mattress. Bids were solicited via the internet with two received. Work will be performed in St. Francisville, Louisiana, with an estimated completion date of July 7, 2022. Fiscal 2021 civil operation and maintenance funds in the amount of $18,317,650 were obligated at the time of the award. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-21-C-0027). 

LGC Global Inc.,* Detroit, Michigan, was awarded a $12,949,000 firm-fixed-price contract for construction of a nuclear command, control and communications support war reserve material storage/shipping facility. Bids were solicited via the internet with seven received. Work will be performed in Holloman Air Force Base, New Mexico, with an estimated completion date of March 13, 2023. Fiscal 2021 military construction, Army funds in the amount of $12,949,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Albuquerque, New Mexico, is the contracting activity (W912PP-21-C-0012). 

Amentum Services Inc., Germantown, Maryland, was awarded a $12,177,415 modification (P00126) to contract W58RGZ-17-C-0011 for contractor logistics support for government-owned fixed-wing fleets. Work will be performed in Germantown, Maryland, with an estimated completion date of May 31, 2022. Fiscal 2020 operation and maintenance, Army funds; and 2020 research, development, test and evaluation, Army funds in the amount of $12,177,415 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 

CORRECTION: The $33,919,670 contract (W9124P-21-F-0665) announced on July 1, 2021, to Agile Defense Inc.,* Reston, Virginia, for support services for Program Executive Office Missiles and Space Information Technology was actually awarded on July 8, 2021.

AIR FORCE

Lockheed Martin Corp., Marietta, Georgia, has been awarded a $57,843,433 firm-fixed-price, time and material, cost-plus-incentive-fee, requirements modification (P00028) to contract FA8504-16-D-0001 for C-130J long-term sustainment. Sustainment services include program sustainment support, inventory control point management, consumable spares replenishment, repair, sustaining engineering support, technical data, and depot activation in support of the C-130J weapon system. Work will be performed in Marietta, Georgia, and is expected to be completed Jan. 31, 2022. This award is the result of a sole-source acquisition. Fiscal 2021 operation and maintenance funds will be used for this contract with $47,737,519 being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

NAVY

Cianbro Corp., Pittsfield, Maine, is awarded a $17,976,172 firm-fixed-price modification to previously-awarded contract N40085-20-C-8500 for temporary dry dock pump and piping requirements to support P381 Multi-Mission Dry Dock #1 Extension at Portsmouth Naval Shipyard. The work to be performed provides for purchase and installation of three 12,000-gallon-per-minute temporary dry dock dewatering pumps with complete piping and control system. Award of this modification brings the total cumulative contract value to $226,545,865. Work will be performed in Kittery, Maine, and is expected to be completed by February 2022. Fiscal 2021 military construction (Navy) funds in the amount of $17,976,172 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command Atlantic, Officer in Charge of Construction, Portsmouth Naval Shipyard, Portsmouth, New Hampshire, is the contracting activity.

Huntington Ingalls Inc., Newport News Shipbuilding Division, Newport News, Virginia, is awarded a $17,537,667 cost-plus-fixed-fee contract to support maintenance and modernization on USS Dwight D. Eisenhower (CVN 69) with special incentives to include ship alterations and propulsion plant maintenance during fiscal 2021 planned incremental availability at the Norfolk Naval Shipyard. Work will be performed in Portsmouth, Virginia, and is expected to be completed by October 2022. Fiscal 2021 operation and maintenance (Navy) funds in the amount of $2,500,000 (79%); and fiscal 2021 other procurement (Navy) funds in the amount of $675,000 (21%) will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract includes options which, if exercised, would bring the cumulative value of this contract to $17,537,667. This contract was not competitively procured in accordance with 10. U.S. Code 2304 (c)(1), only one responsible source will satisfy the Navy’s requirement. Norfolk Naval Shipyard, Portsmouth, Virginia, is the contracting activity (N4215821C0002).

MZA Associates Corp., Albuquerque, New Mexico, is awarded an $11,150,425 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract with a five-year ordering period for technical and subject matter expert services for the Naval Surface Warfare Center, Dahlgren Division, Virginia. Work will be performed in Dahlgren, Virginia (70%); and Albuquerque, New Mexico (30%), and is expected to be completed by July 2026. Fiscal 2021 research, development, test and evaluation (Navy) funding in the amount of $230,000 will be obligated at the time of award, of which funds in the amount of $230,000 will expire at the end of the current fiscal year. This is a sole-source award in accordance with Federal Acquisition Regulations 6.302-1(a) (2) (iii) - only one responsible source and no other supplies or services will satisfy agency requirements. Naval Surface Warfare Center, Dahlgren Division, Virginia, is the contracting activity (N00178-21-D-4413). 

DEFENSE LOGISTICS AGENCY

Valley Apparel LLC, Knoxville, Tennessee, has been awarded a $10,014,000 modification (P00006) exercising the second one-year option period of a one-year base contract (SPE1C1-19-D-1172) with two one-year option periods for working parkas. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Tennessee, with a July 14, 2022, ordering period end date. Using military service is Navy. Type of appropriation is fiscal 2021 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
