Contracts For Aug. 9, 2021

ARMY

Maloney Odin JV,* Novato, California, was awarded a $129,801,500 firm-fixed-price contract for levee construction along the South San Francisco Bay shoreline. Bids were solicited via the internet with one received. Work will be performed in Alviso, California, with an estimated completion date of Jan. 3, 2024. Fiscal 2018 Bipartisan Budget Act of 2018 funding and non-federal funding in the amount of $129,801,500 were obligated at the time of the award. U.S. Army Corps of Engineers, San Francisco, California, is the contracting activity (W912P7-21-C-0010).

Tepe Bozdemir Adi Ortakligi, Ankara, Turkey, was awarded a $44,485,901 firm-fixed-price contract to construct a storage complex for facilities, equipment, and vehicles in Campia Turzii, Romania. Bids were solicited via the internet with eight received. Work will be performed in Campia Turzii, Romania, with an estimated completion date of Feb. 8, 2024. Fiscal 2021 military construction, Air Force funds in the amount of $44,485,901 were obligated at the time of the award. U.S. Army Corps of Engineers, European District, is the contracting activity (W912GB-21-C-0022).

Parsons Government Services, Pasadena, California, was awarded a $9,503,569 modification (P00001) to contract W91238-21-F-0051 for are environmental restoration services at Military Ocean Terminal Concord. Work will be performed in Concord, California, with an estimated completion date of July 20, 2026. Fiscal 2021 Installation Restoration Program funds in the amount of $5,998,690 were obligated at the time of the award. U.S. Army Corps of Engineers, Sacramento, California, is the contracting activity.

NAVY

Balfour Beatty, Falls Church, Virginia, is awarded a $57,795,000 firm-fixed-price contract for construction of a consolidated communication center at Joint Base Andrews. The contract also contains five unexercised options, which if exercised would increase cumulative contract value to $61,738,711.  Work will be performed in Camp Springs, Maryland, and is expected to be completed by August 2023.  The work to be performed provides for construction of a new consolidated communication center for the Air Force’s 89th, 744th, and 83rd Squadrons within a single structure, and the demolition of two facilities (Buildings 1539 and 1558). The options, if exercised, provide for the audiovisual services, landscaping, water infiltration testing, air infiltration testing, and furniture, fixtures, and equipment. Fiscal 2017 military construction (Air Force) contract funds in the amount of $57,795,000 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the beta.sam.gov website with six proposals received. The Naval Facilities Engineering Systems Command, Washington, Washington, D.C., is the contracting activity (N40080-21-C-0055).

Raytheon Co., Goleta, California, is awarded a $22,765,429 firm-fixed-price contract. This contract procures full rate production Lot 15 CD-108B/ALE-50(V) control, dispenser, decoy, countermeasures Integrated Multi-Platform Launch Controllers (IMPLC), to include 37 IMPLCs and induction and repair of IMPLC lab assets in support of the F/A-18 program for the Navy. Work will be performed in Forest, Mississippi (64%); and Goleta, California (36%), and is expected to be completed in July 2024. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $13,465,141; fiscal 2021 working capital (Navy) funds in the amount of $4,650,144; and fiscal 2020 aircraft procurement (Navy) funds in the amount of $4,650,144 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001921C0067).

Gilbane Federal, Concord, California, is awarded $14,374,866 firm-fixed-price task order N6247321F5163 under an environmental multiple award contract for Parcels E and E-2, and the former salvage yard at Hunters Point Naval Shipyard. Work will be performed in San Francisco, California, and is expected to be completed by August 2026. The work to be performed includes the removal and obtaining radiological unrestricted free release of sanitary sewer and storm drain lines in Parcels E and E-2, and radiological remediation of the former salvage yard and disposal trench area in Parcel E. Fiscal 2021 base realignment and closure environmental, (Navy) contract funds in the amount of $14,374,866 are obligated on this award and will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Systems Command, Southwest, San Diego, California, is the contracting activity (N62473-17-D-0005).

Networks Electronic Co.,* Chatsworth, California, is awarded an $11,737,663 firm-fixed price, indefinite-delivery/indefinite-quantity contract for engineering, technical, administrative and programmatic management support for total life cycle management of the various aircrew escape systems managed under the joint program office for cartridge actuated device/propellant actuated device tri-service charter. Work will be performed in Chatsworth, California, and is expected to be completed by September 2025. Fiscal 2021 Navy working capital funding of $500 will be obligated on the first task order at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured and in accordance with 10 U.S. Code 2304(c)(1) — only limited number of responsible sources will satisfy agency requirements. The Naval Surface Warfare Center Indian Head Division, Indian Head, Maryland, is the contracting activity. (N00174-21-D-0013). 

RQ Construction LLC, Carlsbad, California, is awarded a $10,305,215 firm-fixed-price modification to increase the maximum dollar value of an existing task order N6247320F5106 for the repair and maintenance of Michelson Laboratory Wings 2-5 at Naval Air Weapons Station (NAWS) China Lake. After award of this modification, the total cumulative contract value will be $92,465,889. Work will be performed in China Lake, California, and is expected to be completed by July 2023. Fiscal 2021 Navy working capital contract funds in the amount of $10,305,215 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command, Officer in Charge of Construction, China Lake, California, is the contracting activity (N62473-16-D-1885).  

DEFENSE LOGISTICS AGENCY

Direct Energy Business Marketing LLC, Iselin, New Jersey (SPE604-21-D-7523, $22,235,127); Mansfield Power and Gas LLC, Gainesville, Georgia (SPE604-21-D-7524, $12,536,058); and Symmetry Energy Solutions LLC, Houston, Texas (SPE604-21-D-7525, $12,414,803), have each been awarded a fixed-price with economic-price-adjustment requirements contract under solicitation SPE604-21-R-0405 for pipeline quality direct supply natural gas. These were competitive acquisitions with six offers received. These are two-year contracts with a possible six-month carryover. Locations of performance are New Jersey, Georgia, Texas, Illinois, Indiana, Kansas, Kentucky, Michigan and Ohio, with a Sept. 30, 2023, performance completion date. Using customers are Army, Air Force, Navy and federal civilian agencies. No money is obligated at time of award. Using customers are solely responsible to fund these requirements contracts and vary in appropriation type and fiscal year. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

Carter Industries Inc.,* Olive Hill, Kentucky, has been awarded a maximum $16,037,346 modification (P00011) exercising the first one-year option period of a one-year base contract (SPE1C1-20-D-1238) with two one-year option periods for various types of coveralls. This is a firm-fixed-price, indefinite-quantity contract. Locations of performance are Kentucky and New York, with an Aug. 11, 2022, ordering period end date. Using military services are Air Force and Navy. Type of appropriation is fiscal 2021 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
