Contracts For Aug. 26, 2021

ARMY

TCOM L.P., Columbia, Maryland, was awarded a $217,270,662 firm-fixed-price contract for Meter Persistent Surveillance Systems-Tethered. Bids were solicited via the internet with one received. Work will be performed in Elizabeth City, North Carolina, with an estimated completion date of March 23, 2027. Fiscal 2021 Foreign Military Sales (Saudi Arabia) funds in the amount of $217,270,662 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56KGY-21-C-0021).

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $53,895,498 modification (P00197) to contract W58RGZ-17-C-0009 for production of UH-60M Black Hawks. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2022. Fiscal 2022 special funds in the amount of $53,895,498 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

BAE, Kingsport, Tennessee, was awarded a $43,833,592 modification (P00758) to contract DAAA09-98-E-0006 for construction and commissioning of the flash furnace treatment technology and supporting infrastructure facility at Holston Army Ammunition Plant. Work will be performed in Kingsport, Tennessee, with an estimated completion date of Nov. 30, 2023. Fiscal 2021 procurement of ammunition, Army funds in the amount of $43,833,592 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

Marinex Construction Inc., Charleston, South Carolina, was awarded a $20,243,500 firm-fixed-price contract for maintenance dredging. Bids were solicited via the internet with one received. Work will be performed in Savannah, Georgia, with an estimated completion date of Oct. 13, 2022. Fiscal 2021 civil construction funds in the amount of $20,243,500 were obligated at the time of the award. Legacy Corp.,* East Moline, Illinois, was awarded an $18,479,145 firm-fixed-price contract for mechanical dredging. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 31, 2025. DEFENSE LOGISTICS AGENCY

Gexa Energy L.P., Houston, Texas, has been awarded an estimated $43,668,380 firm-fixed-price requirements contract under solicitation SPE604-21-R-0404 to supply and deliver retail electricity and ancillary incidental services. This was a competitive acquisition with three responses received. This is a five-year contract with no option periods. Location of performance is Texas, with a Jan. 31, 2027, performance completion date. The using military service is Air Force. Honeywell International Inc., Tucson, Arizona, has been awarded a maximum $40,954,196 firm-fixed-price contract for Bradly Fighting Vehicle system generators. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a five-year contract with no option periods. Location of performance is Arizona, with an Aug. 24, 2026, performance completion date. Using military service is Army. Seiler Instrument and Manufacturing Co., Inc., St. Louis, Missouri, has been awarded a maximum $23,475,982 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for M119A1 Light Towed Howitzer panoramic telescopes. This was a competitive acquisition with one response received. This is a five-year contract with no option periods. Location of performance is Missouri, with a Feb. 26, 2026, performance completion date. Using military service is Army. Type of appropriation is fiscal 2021 through 2026 Army working capital funds. Golden State Medical Supply, Inc., Camarillo, California, has been awarded a maximum $10,306,354 modification (P00001) exercising the first one-year option period of a one-year base contract (SPE2D2-20-D-0098) with four one-year option periods for duloxetine delayed release hydrochloride capsules. This is a fixed-price requirements contract. Locations of performance are California and Spain, with a Sept. 16, 2022, performance completion date. AIR FORCE

Contractor DCS Corp., Alexandria, Virginia, was awarded a $14,701,143 indefinite-delivery/indefinite-quantity contract for Fighter Test Services. This contract provides for non-decision making advisory and assistance services with the capability to provide support and advocacy for Fighter Operational Test and Evaluation (OT&E) services at Nellis Air Force Base, Nevada; Edwards AFB, California; Marine Corps Air Station, Yuma, Arizona; and OT&E Forces Headquarters, Norfolk, Virginia. Work is expected to be completed by Aug. 31, 2022, and is the result of a Fair Opportunity Proposal Request acquisition against OASIS Unrestricted Pool 3, in which three offers were received. Fiscal 2021 3600 research and development funds in the amount of $4,528,000 are being obligated at the time of award. Headquarters Air Force Operational Test and Evaluation Center, Kirtland AFB, New Mexico, is the contracting activity (FA7046-21-F-0005).

BAE Systems Inc., San Diego, California, was awarded a $7,864,844 cost-plus-fixed-fee contract for research and development to advance four key analytic capabilities within the current Maintenance Aware Design environment system, built off the Insight multi-intelligence (multi-INT) exploitation framework. The location of performance is San Diego, California, and work is expected to be completed by Dec. 1, 2025. This award is the result of a broad agency announcement. Fiscal 2021 research and development funds in the amount of $2,622,688 were obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-21-C-1162).
