Contracts For Nov. 15, 2021

ARMY

Northrop Grumman Systems Corp., Plymouth, Minnesota, was awarded a $63,873,200 firm-fixed-price contract for ammunition procurement. Bids were solicited via the internet with one received. Work will be performed in Phoenix, Arizona; Coachella, Santa Clara, and Morgan Hill, California; Crawfordville, Florida; Burlington, Iowa; Waukegan and Northbrook, Illinois; New Albany, Indiana; Lexington and Louisville, Kentucky; New Orleans, Louisiana;  Elkton, Maryland; Ironwood, Michigan; Thief River Falls, Anoka, Eden Prairie, Shafer, Plymouth, White Bear Lake, Brooklyn Park, Minneapolis and Elk River, Minnesota; Purchase, New York; Yankton and Clear Lake, South Dakota; New Berlin, Germantown, Milwaukee and Ashwaubenon, Wisconsin; Keyser, West Virginia; Jonesborough, Tennessee; Austin, Palestine, Fort Worth and Texarkana, Texas; and Aschau, Germany, with an estimated completion date of Dec. 29, 2023. Fiscal 2020, 2021 and 2022 procurement of ammunition, Army funds in the amount of $63,873,200 were obligated at the time of the award. U.S. Army Contracting Command, Newark, New Jersey, is the contracting activity (W15QKN-22-C-0006).

Northrop Grumman Systems Corp., Huntsville, Alabama, was awarded a $12,057,673 modification (P00019) to contract W31P4Q-19-C-0003 for the procurement of two complete battery sets of Integrated Air and Missile Defense Battle Command System production hardware and software. Work will be performed in Huntsville, Alabama, with an estimated completion date of Dec. 31, 2025. Fiscal 2010 Foreign Military Sales funds in the amount of $12,057,673 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Rogers, Lovelock & Fritz Inc., Orlando, Florida, was awarded a $10,753,674 firm-fixed-price contract for architect and engineering services. Bids were solicited via the internet with four received. Work will be performed in Fort Bliss, Texas, with an estimated completion date of May 15, 2028. Fiscal 2020 Veterans Affairs major project construction funds in the amount of $10,753,674 were obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-22-C-0004).

AIR FORCE

L-3 Communication Integrated Systems LP, Greenville, Texas, has been awarded a $51,975,735 firm-fixed-price undefinitized contract action for the procurement of contractor management services, advanced engineering services and Group B long lead procurement. Work will be performed in Greenville, Texas, and is expected be completed by Dec. 31, 2026. This award is the result of a sole-source acquisition and involves 100% Foreign Military Sales. Foreign Military Sales funds in the amount of $23,820,734 are being obligated at the time of award. The 645th Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-21-G-4027/FA8620-22-F-4832). (Awarded Nov. 10, 2021)

Mantech Advanced Systems International Inc., Herndon, Virginia, has been awarded a $45,515,277 modification (P00061) to previously awarded FA8819-18-C-1001 for specialized acquisition and operations security services in support of U.S. Space Force (USSF) mission areas. This contract modification provides for the exercise of an option for continued sensitive compartmented information and special access program security services for the Space Systems Command and USSF operational units under the basic contract. Work will be performed at Los Angeles Air Force Base, California; Vandenberg AFB, California; and Peterson AFB, Colorado, and is expected to be completed by Nov. 16, 2022. Fiscal 2021 missile procurement; operations and maintenance; and research and development funds in the amount of $45,515,277 are being obligated at the time of award. The total cumulative face value of the contract is $150,651,880. Space Systems Command, Los Angeles AFB, California, is the contracting activity.

NAVY

Melwood Horticultural Training Center Inc., Upper Marlboro, Maryland, is awarded a $13,833,794 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to a previously-awarded contract (N40080-21-D-3504) to exercise Option One for custodial services at the U.S. Naval Academy complex. This award brings the total cumulative contract value to $28,182,507. The work to be performed provides for custodial services such as trash removal, cleaning, vacuuming, floor cleaning and scrubbing, re-lamping, specialized cleaning of the John Paul Jones Crypt, and basketball floor installation and removal. Work will be performed in Annapolis, Maryland, and is expected to be completed by November 2022. No funds will be obligated at time of award. Fiscal 2022 operation and maintenance (Navy) funds in the amount of $10,528,274 for recurring work will be obligated on individual task orders issued during the option period. The Naval Facilities Engineering Systems Command, Washington, D.C., is the contracting activity.

L3Harris Technologies Inc., North Amityville, New York, is awarded a $10,032,169 firm-fixed-price, cost-plus-fixed-fee contract. This contract procures 220 BRU-55C/A Kits with Universal Armament Interface Joint Direct Attack Munition for engineering, manufacturing, modification and integration in support of the transition from a BRU-55B/A bomb rack configuration to a BRU-55C/A configuration. Additionally, this contract provides for the integration of the LAU-10, LAU-61 and LAU-68 rocket launchers on to F/A-18E/F aircraft concurrent with Operation Flight Program software updates. Work will be performed in Tampa Bay, Florida (60.92%); Franklin, Pennsylvania (38.55%); Brighton, United Kingdom (0.43%); and Queens, New York (0.10%), and is expected to be completed in February 2027. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $10,032,169 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-5. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N6833522C0097).

U.S. Marine Management Inc., Norfolk, Virginia, was awarded a $9,899,997 firm-fixed-price contract for the oil tanker M/V Maersk Peary for the transportation of Defense Logistics Agency purchased fuel stocks in support of Operation Deep Freeze 2022. This contract is a 75-day charter with no option periods. While work under a time charter may be accomplished worldwide and is expected to be performed between the Mediterranean Sea and Antarctica, and is expected to be completed by Feb. 14, 2022. Working capital funds (transportation) in the amount of $9,899,997 are obligated for fiscal 2022, and will not expire at the end of the current fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website and seven offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220522C4178). (Awarded Nov. 9, 2021)

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded an $8,069,745 firm-fixed-price modification (P00060) to a previously awarded contract (N0001916C0048). This modification exercises an option to provide for the production and delivery of CH-53K tooling and supplier rate tooling, as well as management through final acceptance, ensuring the program can meet aircraft production rate, based on lead-time and production ramp rates. Work will be performed in Stratford, Connecticut, and is expected to be completed in December 2024. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $8,069,745 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

DEFENSE COMMISSARY AGENCY

Coastal Pacific Food Distributors Inc., Stockton, California, is awarded an $8,906,709 firm-fixed-price, requirements-type contract for in-store delicatessen and bakery resale operations to include sushi, where applicable, for 24 commissaries located in the Defense Commissary Agency’s Pacific Area (Japan, South Korea, and Guam).  The award is for a 24-month base performance period beginning on Jan. 4, 2022.  The award includes three one-year option periods.  If all option periods are exercised, the contract will be completed Jan. 3, 2027.  Offerors were solicited on beta.sam.gov and available to companies with the North American Industry Classification System (NAICS) code 722310 holders.  Four proposals were received.  The Defense Commissary Agency, Resale Contracting Division, Fort Lee, Virginia, is the contracting activity (HQC00622D0001).
