Contracts For Dec. 27, 2021

NAVY

Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, is awarded a $621,969,749 cost-plus-fixed-fee modification to previously-awarded contract N00024-19-C-2115 for naval nuclear propulsion components. Work will be performed in Monroeville, Pennsylvania (77%); and Schenectady, New York (23%). Fiscal 2022 shipbuilding and conversion (Navy) funding in the amount of $498,923,330 (80%); and fiscal 2019 shipbuilding and conversion (Navy) funding in the amount of $123,046,419 (20%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, is awarded a $201,576,723 cost-plus-fixed-fee modification to previously-awarded contract N00024-19-C-2112 for naval nuclear propulsion components. This modification includes options which, if exercised, would bring the cumulative value of this modification to $249,866,231. Work will be performed in Schenectady, New York (96%); and Monroeville, Pennsylvania (4%). Fiscal 2022 other procurement (Navy) funds in the amount of $160,293,432 (79%); and fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $8,000,000 (21%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

Lockheed Martin Corp., Fort Worth, Texas, is awarded a $49,059,494 cost-plus-incentive-fee-contract that provides engineering and other related activities in support of the design and development of a Joint Strike Fighter aircraft variant tailored for an unspecified Foreign Military Sales (FMS) customer. Work will be performed in Fort Worth, Texas (77%); Redondo Beach, California (14%); Orlando, Florida (6%); Baltimore, Maryland (1%); Owego, New York (1%) and Samlesbury, United Kingdom (1%), and is expected to be completed in December 2026.  FMS funds in the amount $49,059,494 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001922C0015).

Stratascorp LLC, doing business as Stratascorp Technologies, Virginia Beach, Virginia (N3220522F0258), is awarded a $31,167,252 firm-fixed-priced task order to previously awarded, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N3220519D1000) for continued command, control, communications, and computers (C4) afloat operations and sustainment support. The contractor will provide technical support services for the various C4 capabilities aboard Military Sealift Command’s (MSC) fleet of ships, the operation and sustainment of the MSC Network Operations Centers (MNOC) and future C4 capabilities hosted at the U.S. Navy Fleet Network Operation Centers (FLTNOCs). The support provided includes, but is not limited to, knowledge management, cybersecurity, maintenance and sustainment, modernization, equipment and asset management, MSC MNOC, future FLTNOCs, and training. Work under this task order will be performed at various world-wide locations and is expected to be completed by Dec. 31, 2022. The task order period of performance commences Jan. 1, 2022, through Dec. 31, 2022. Fiscal 2022 working capital funds (Navy) in the amount of $24,976,300; and fiscal 2022 working capital funds (Transportation) in the amount of $6,190,952 are being incrementally funded for at the time of award. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

General Electric Aviation, Lynn, Massachusetts, is awarded an $18,425,844 cost-plus-fixed-fee order (N0042122F0026) against a previously issued basic ordering agreement (N0042119G0001). This order provides engineering and engine system improvement services for F414 engine component improvements in support of the Joint Strike Fighter aircraft. Work will be performed in Lynn, Massachusetts, and is expected to be completed in December 2022. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $5,000,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Agile Life Cycle Solutions JV LLC,* Oklahoma City, Oklahoma, is awarded an $11,507,468 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides requirements and tasks associated with the production and delivery of the ADU-1053/E transport and loading cradle, HLU-529/E hoisting trolley, ADU-1054/E A-frame POD stand adapter, MSU-245/E Universal POD Stand (UPS), and the ADU-1051/E UPS cradle adapter in support of the Next Generation Jammer Program.  Work will be performed in Philadelphia, Pennsylvania, and is expected to be completed in December 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-5. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N6833522D0001).

Valiant/ALCA JV LLC, Clarksville, Tennessee, is awarded a $7,528,791 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to contract (N62470-18-D-3010). This modification provides for the exercise of Option Two for base operating support services at Naval Air Station Sigonella and its outlying support sites. After award of this option, the total cumulative contract value will be $26,479,177. Work will be performed in Sicily, Italy. This option period is from Jan. 1, 2022, to Dec. 31, 2022. No funds will be obligated at time of award.  Fiscal 2022 operation and maintenance (Navy); fiscal 2022 operation and maintenance (Marine Corps); fiscal 2022 operation and maintenance (Air Force); fiscal 2022 operation and maintenance (Army); fiscal 2022 working capital funds (Navy); and fiscal 2022 working capital funds (Defense-wide) in the amount of $6,146,045 for recurring work will be obligated on individual task orders issued during the option period. These funds will expire at the end of fiscal 2022. The Naval Facilities Engineering Systems Command Europe Africa Central, Naples, Italy, is the contracting activity.

DEFENSE LOGISTICS AGENCY

BAE Information and Electronic Systems Integration Inc., Totowa, New Jersey, has been awarded a maximum $42,000,000 modification (P00026) to a five-year contract (SPE4AX-15-D-9441) with one five-year option period adding National Stock Number 1680-K0-107-337VM for ALR-56M radar warning receiver shipsets. This is a firm-fixed-price requirements contract. Locations of performance are New York and New Jersey, with a March 30, 2024, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2022 defense working capital funds. The contracting activity is Defense Logistics Agency, Land and Maritime, Columbus, Ohio.

ARMY

Raytheon Southeast Asia Systems Company, Andover, Massachusetts, was awarded an $18,153,554 firm-fixed-price contract for subject matter expert support for the HAWK Missile System. Bids were solicited via the internet with one received. Work will be performed in Andover, Massachusetts, with an estimated completion date of Dec. 31, 2023. Fiscal 2023 operation and maintenance, Army funds in the amount of $18,153,554 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-22-C-0034).
