DEFENSE LOGISTICS AGENCY

Nihon Kohden America Inc., Irvin, California, has been awarded a maximum $450,000,000 firm‐fixed‐price, indefinite‐delivery/indefinite‐quantity contract for patient monitoring systems, accessories and training. This was a competitive acquisition with 54 responses received. This is a five-year base contract with one five‐year option period. Location of performance is California, with a Jan. 12, 2027, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2022 through 2027 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1‐22‐D‐0006).

SupplyCore Inc.,* Rockford, Illinois, has been awarded a maximum $60,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for facilities maintenance, repair and operations supplies. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in the Federal Acquisition Regulation 6.302-1. This is a 181-day bridge contract with no option periods. Locations of performance are South Korea and Illinois, with a July 15, 2022, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps and Coast Guard. Type of appropriation is fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8E3-22-D-0010). 

Satair USA Inc.,* Miami, Florida, has been awarded an estimated $7,779,143 indefinite-quantity contract for aircraft storage batteries. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year base contract with two one-year option periods. Locations of performance are Florida and Texas, with a Jan. 13, 2025, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2022 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-22-D-0049).

NAVY

Georgia Tech Applied Research Corp., Atlanta, Georgia, is awarded a $35,237,674 cost-plus-fixed-fee contract for the effort titled “Heterogeneous Autonomy Prototyping Evolution.” This contract provides for the investigation of heterogeneity across the swarm and super swarm systems. Heterogeneity in multiple sensor modalities will allow for more robust target detection and confidence, and allow for combination of swarm payload variants to achieve the goals of intelligence, surveillance, and reconnaissance and targeting missions. The investigation will also consider how this architecture can work with other autonomy architectures seamlessly to combine for instance heterogeneity in platforms and heterogeneity across domains. Work will be performed in Atlanta, Georgia, with an expected completion date of Jan. 12, 2025. The maximum dollar value, including a 36-month base period and 22 concurrent/sequential option periods, is $35,237,674. Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $2,000,000 are obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured under the Office of Naval Research long range broad agency announcement (BAA). Since proposals are received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown. The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-22-C-1030).

ARMY

DynCorp International LLC, Fort Worth, Texas, was awarded a $28,786,020 modification (P00034) to contract W58RGZ-16-C-0016 for aviation maintenance support services. Work will be performed in Saudi Arabia, with an estimated completion date of July 31, 2022. Fiscal 2022 Foreign Military Sales (Saudi Arabia) funds in the amount of $28,786,020 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Structural Associates Inc.,* East Syracuse, New York, was awarded a $28,762,800 firm-fixed-price contract for construction for the fuel hydrant repair project at Niagara Falls Air Reserve Station. Bids were solicited via the internet with three received. Work will be performed in Niagara Falls, New York, with an estimated completion date of Dec. 29, 2023. Fiscal 2022 operation and maintenance, Air Force Reserve funds in the amount of $28,762,800 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-22-C-0011).

Torch Technologies Inc.,* Huntsville, Alabama, was awarded an $11,570,820 modification (P00020) to contract W31P4Q-21-F-0038 for engineering services. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 13, 2023. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

CORRECTION: The Jan. 12, 2021, announcement of a contract modification awarded Jan. 10, 2021, to GlaxoSmithKline LLC, Durham, North Carolina, to procure an additional 340,048 doses of Sotrovimab therapeutic treatment included an incorrect funding source. The award was actually made on behalf of the Department of Health and Human Services using funds provided by the American Rescue Plan Act of 2021.

AIR FORCE

Leidos Inc., Reston, Virginia, has been awarded a face value of $11,811,844 cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contract for the development of successful Air Force Research Laboratory high power electromagnetic source technologies and components required for consideration to address future mission requirements. Work will be performed at Kirtland Air Force Base, Albuquerque, New Mexico; and Reston, Virginia, and is expected to be completed by Dec. 8, 2025. This award is the result of a competitive acquisition with one solicitation and two offers received. Fiscal 2021 research and development funds in the amount of $1,150,000 are being obligated at the time of award. Air Force Research Laboratory, Kirtland AFB, Albuquerque, New Mexico, is the contracting activity (FA9451-22-D-0003).

CORRECTION: The modification (P00010) announced Jan. 4, 2022, to BAE Systems Information and Electronic Systems Integration Inc., Cedar Rapids, Iowa, to contract FA8807-21-C-0003 for the Military Global Positioning System User Equipment Increment 2 Miniature Serial Interface was actually awarded Jan. 5, 2022.
